Dear Sir:
Find attached my second submission with respect to the serial criminality
Ive been experiencing and procured by rogue members of the intelligence
community.
Also included are documentations of malfeasance when at the National
Library of Australia. I met with the facilitys Security Manager, Mark
Straughair, and then on April 4th delivered to him a compilation of what
was being done that violated the criminal law. Youre also being put in
receipt of the follow-up dated April 13th. A third attached document
comprises the librarys floor plan, which assists him in identifying where the
incidents of stalking occur.
He indicated that should there be a formal request by the AFP for the
footage he will willingly comply.
Be advised that today I attended at the AFP police station in The Civic and
began the process of filing a police report with respect to everything I
endured since arriving here some six weeks ago. Constable Joel Donney
(Badge No. 22461) indicated he would wait until I send him the
documentation before issuing a police file number.
In todays attached submission I state:
The theft and police report was on March 22nd; and this submission
qua criminal complaint will have been delivered to your office a
full three weeks later. A reasonable inference has now formed she
either unilaterally decided not to proceed because the allegation
is levelled against the intelligence community or was instructed a
superior or superiors not to continue the investigation for that
reason.

If the Sr. Constable failed to acquire of her own volition, that

constitutes obstruction of justice in that she intentionally
abdicated her duty as a law enforcement officer by depriving me
of properly requested material and direct proof of a crime and
evidence of my injury. In the event a superior or superiors
ordered her to stand the investigation down, including not
obtaining the footage, that constitutes incitement under the
Criminal Code Act 1995.
If this allegation is meritorious, theres a likelihood Constable Donney will
also be ordered to also stand down the investigative process. If there is
evidence to this effect I will notify your office expeditiously.
In this event, itll be apparent the national law enforcement agency is
aggressively insulating those responsible within the intelligence
community; and will constitute a substantial breakdown of the rule of law.
