Project Information
Description: (Describe the project.)
Add cross walk lights to major crosswalks on Sharp Street, including its intersections of Astor,
Addison and Standard.
Justification: (Why does this project need to be done?)
This is a highly traveled road by foot, bike and automotive traffic. Currently there are no signals to
show that pedestrians are crossing from one side of Sharp to the other, making the crossing of this
street very dangerous for many students that cross Sharp multiple times per day. Over the past few
years, multiple GU students have been hit by cars while crossing this street on foot.
Outcomes: (What are the impacts? What will be different when project is complete?)
When this project is completed, the crosswalks on Sharp will be safer, especially for students
crossing during rush hour and nighttime. This will also allow driver more peace of mind knowing that
pedestrians will only cross when there is red light.
Planned Return on Investment: (What will be the financial benefits?)
The main benefit of this project is non-financial. This project will increase the safety of Gonzaga's
campus and give drivers peace of mind.
Success Measures: (How will you know if the project has been completed successfully? How will
the Outcomes and ROI be measured or evaluated?)
Our success depends on the decrease of pedestrian-involved collisions on Sharp Avenue.
Stakeholders: (List individuals or groups who have a vested interest in the outcome of this project
and define their roles and responsibilities.)
Gonzaga Students that live in buildings on the Logan neighborhood side of Sharp.
Gonzaga students, facility and administration that park in the Logan Neighborhood.
City of Spokane, this will decrease the number of pedestrian-involved collisions in their city.
Timeframe: (Describe the proposed timeframe for critical milestones and completion.)
Our time frame would be to start planning for this project now and break ground on the project May 9,
2016 the Monday after graduation and complete installation By June 4th . Because of a dead period
on Gonzaga's campus our start date allows us to complete necessary closers to Sharp street in order
to install these lights.
Known Risks: (What might prevent the project from being successful?)

A lack of public response in the project may prevent this from becoming successful. For example,
distracted driving will negate the driver's awareness that crosswalk lights will provide.
Lack of involvement from the city of Spokane
Known Costs/Funding: (List any identified costs and how the project will be funded.)
Signs and lights must be funded through the City of Spokane, for Sharp Avenue is property of the
City. Signs must be made on both sides of each intersection that is created, and lights must extend
from one side of the street to the other.
Team Members: (Who are the team members and what are their roles and responsibilities?)
John Cartwright Project Manager: Schedule and lead the project team
Kari Dutcher Government Liaison: Work with the project team, the city of Spokane and Gonzaga on
regulations and obtaining government funding
Richard Pfluger Construction Director: Organize construction contractors and ensure the project is
within restraints
Fortune Rodriguez Resource Director
Riley Woods Finance Director
Known Issues: (List unresolved issues that must be addressed prior to project approval.)
Lack of city involvement
Assumptions:
Assume we will have support from both Gonzaga and the City of Spokane
Assume the cross walks and lights will increase safety for patrons
