WHEREAS, the Commission on Elections received a letter from

then Honorable Secretary Jesli A. Lapus, Department of Education,
relative to the plight of public school teachers who were deactivated
on account of having failed to vote twice in their original place of
registration although they were allowed to vote and actually voted in
precinct were they were assigned as Board of Election Inspectors
(BEIs);

WHEREAS, preliminary verification indicates that they might

have been inadvertently deactivated and most--of them had been I

appointed as BEIs in connection with the May 10, 2010 National

and Local Elections and were already trained in the operation of - ,I
Precinct Count Optical Scan (PCOS) machines;

WHEREAS, for the above reasons and in +he exigency of the

service there is an imperative need to activate the registration
records of these BEIs in order for them to serve in the elections; 1

NOW, THEREFORE, the Commission on Elections, by virtue of
the power vested in it by the Constitution, the Omnibus Election I

Code, and other election laws, h a s RESOLVED, as it hereby

RESOLVES to a c t i v a t e the registration records o f m e m b e r s o f
t h e BE1 w i t h deactivated registration records in connection with
the May 10, 20 10 National and Local Elections.

The Education and ~nformationDepartment (EID) shall cause I

the immediate publication of this Resolution and shall furnish,
 copies thereof to the Department of ducat ion, all degional Election
Directors, Provincial Election Supervisors, Election Officers and
Boards of Election Inspectors nationwide.
