Dear Beth and Fraser,

When we first spoke in January, one ask was that we provide you with a weekly update or report that might help us demonstrate
progress on a weekly basis to keep folks in the loop. In general, wed like to keep the report as short as possible, to be respectful
to your time and to make it easily consumable and shareable to others, such as the Mayor. Please let us know if there are any
modifications to this weeks format and content that you would like to see in subsequent reports.
There have been numerous meetings this week, some that have stood out to us include the following:
Pretrial data meeting (Results Accountability): Patty, Dave, and Pat at Pretrial
Impressed by the exploration of the resultsscorecard.com app to observe longitudinally the
effects of management decisions. This is strong evidence of taking a data driven approach by CJS operations.
Mayoral meeting: Beth, Mayor Ben McAdams, Deputy Mayor Lori Bays
Mayor (and Beth) demonstrated candidness and interest in tackling criminal justice issues that
conveyed sincerity and commitment. This makes us very excited for the project!
County Information Systems: Bob, Jon, Andy (Applications), Mike (Infrastructure)
Discussed project sustainability at a high level. Folks were receptive to our project, which we
found encouraging. Bob and Jon have been both friendly and supportive, from day one.
FTA brainstorm session: numerous case workers in Pretrial
Discussion helped contextualize FTA issues. Achieved buy-in to our project from number of
caseworkers. This will hopefully translate into a continuous feedback loop as we deploy and grow our project
over the year.
We have also performed a number of observation sessions. These included Pretrial intake sessions, LS/CMI test implementations
with clients entering pretrial, and a court proceeding downtown during which an FTA occurred - both for the defendant as well as the
attorney.
Looking towards next week, we hope to tackle the following:
User research:
Spend time at the jail and observe intake processes and interviews that are performed there.
Run interview sessions with pretrial clients
Identify strategies for how to roll out an SMS tool to clients during intake process
Technological development:
Scope and build core monitoring tools for SMS service (monitoring response time, messaging
time, and any user meta data so that we can analyze performance)
Continue efforts to gain access to relevant databases
Work with Dave Nichols at CJS to understand capture all relevant Ctracks
Other
Continue small side projects after hours (e.g. rebuilding a Word-based macro template so that
the workflow is easier and caseworker can actually see what they are typing into the document)
Purpose is to gain employee confidence/goodwill and inspire them to think
about internal systems and processes in novel ways that may contribute to user research.
AClosing asks for countity partners:
Beth had mentioned a list of folks she wanted us to meet with. We are ready to set up those times. Anytime not
booked on the slco@codeforamerica.org calendar are perfect.
Interesting observations:
Due to overcrowding at jail, certain individuals are incentivized to FTA so as to avoid months of pretrial and
probation.
Because court files are prepared for judges electronically, the CJS representative in court is no longer able to
manually insert the jail intake interview and corresponding SLPRI score. This results in judges making bail decisions
blind.
Clients often need to be responsible for calling into multiple automated phone system on a daily basis.
Homeless persons are required to have housing as part of the conditions of their supervision.

IVR phone system will not register daily check-in call as performed if person hangs up before long end message
completes, resulting in recorded non-compliance regardless of fact that they did indeed call in.
Quotes:
Theres no always... -Pretrial case manager on how clients are handled.
Weve got people with 3,4,5 court dates [simultaneously]. -Pretrial case manager on CJS complexity.
As it stands, you have to be really motivated to get through the system. -CJS supervisor

Looking forward to next week,

Mike, Ben, and Kuan
