Relevant Experience
Environmental Compliance Manager, Environmental Remediation
at Danang Airport, Vietnam, United States Agency for International
Development. Mr. Lpez served as the Environmental Compliance
Manager on this five year, $100M project, which included construction
management; direct communication with the client and local
stakeholders; oversight of all environmental mitigation and monitoring;
evaluating and recommending modifications to work practices of two
other prime contractors; implementing sampling and analysis quality
procedures; and performing air, soil and water sampling. Mr. Lpez was
responsible for understanding US and Vietnam environmental
regulations, supervising contractors, monitoring air quality, working as a
team and collecting samples to focus future remediation activities.
Field Geologist, Well 12A Superfund Site, Washington, United
States Army Corps of Engineers and EPA Region 10. Mr. Lpez
served as a geologist on this project, which included conducting soil and
groundwater vertical profiling activities. Mr. Lpez was responsible for
understanding of US environmental regulations, supervising contractors,
monitoring air quality, working as a team and collecting samples to focus
future remediation activities. Mr. Lpez was also the lead geologist on
the second phase of in-situ thermal remediation field activities.

Field Geologist, Remediation Oversight, Former Snohomish County


Shops Facility, Snohomish County, Washington.
Mr. Lpez
performed construction oversight of remediation activities for site
closure. The cleanup involved excavation and disposal of approximately
1,000 cubic yards of hazardous material and 20,000 cubic yards of
contaminated soil. His duties included assessing contamination,
providing direction to the contractors, overseeing removal of
contaminated soil, monitoring air quality, collecting confirmation soil
samples, performing GPS surveys of the site and coordinating with other
employees.
Field Geologist, Stormwater Monitoring and Remediation
Oversight, Seattle, Washington Sound Transit Link Light Rail. Mr.
Lpez has demonstrated an understanding of US environmental
regulations and monitored surface water for contaminant offsite
migration through his work on the Sound Transit project. On this project
he worked with Washington State Department of Ecology regulators and
numerous contractors to oversee remediation, implementing Contractorspecific documents, collect confirmation samples from excavated areas
and minimize contaminant offsite migration while complying with
regulations and standards. He performed construction oversight of
remediation activities during the light rail construction. His duties
included directing contractors, monitoring air quality and collecting
confirmation soil samples.
He also conducted stormwater best
management practice (BMP) inspections, monitored water quality during
rainfall events, recommended corrective and proactive actions to comply
with the National Pollutant Discharge Elimination System (NPDES)
permit and interfaced with contractors, construction management, and
client personnel. Mr. Lpez provided recommendations to the client and
contractor on improvements to BMPs as appropriate to improve
operational efficiency.
Field Geologist, Site Contamination Assessment and Remediation
Oversight, Former Sheriffs Pistol Range, Mukilteo, Washington,
Snohomish County Public Works. Mr. Lpez was responsible for
monitoring all aspects of project activities for environmental compliance.
He performed continuous contamination surveys using a portable X-ray
fluorescence device to evaluate lead, arsenic and antimony
concentrations in soil. Mr. Lpez also performed stormwater monitoring
for compliance with the NPDES permit throughout the project. He
interfaced with clients, oversaw direction of the remediation crew,
directed removal and treatment of contaminated soil, performed GPS
surveys of the site and sample locations, and coordinated with other
project personnel.
Field Geologist, PCB Paint Removal Inspection and Sampling,
Seattle, Washington, Rainier Commons. Mr. Lpez was responsible
for project planning, interfacing with clients and tenants, and utilization of

proper personal protective equipment and decontamination procedures


while drilling cores from PCB-contaminated masonry. Mr. Lpez
ensured that scaffolding, dust control, fall protection, tyvek, boot covers,
gloves and respirators were used to ensure worker and tenant safety.
To prevent cross-contamination, tools were completely decontaminated
with hexane while wearing tyvek, gloves and a respirator. All disposable
PPE was containerized for proper disposal.
Field Geologist, Sub-slab Vapor Investigation, Yamhill County,
Oregon, Gull Industries. Mr. Lpez was involved in project planning,
interfacing with tenants, supervising traffic control and drilling
contractors, sampling sub-slab vapor, drilling boreholes in a busy
highway at night and sampling groundwater.
Field Geologist, Puyallup Remedial Investigation, Pierce County,
Washington, United States Gypsum. Mr. Lpez was involved in
project planning, supervising the direct-push technology drilling,
collecting soil samples, analyzing samples for metals using a portable
XRF, producing the geological log, sampling groundwater from each
borehole onsite using low-flow sampling techniques, sampling river
sediments and installing monitoring wells. Mr. Lpez compiled tables of
contaminant values and coordinated with outside contractors for
statistical analyses and contaminant plume mapping.
Field Geologist, Maury Island Remedial Investigation, King County,
Washington, King County. Mr. Lpez acted as field team leader for a
large-scale field investigation of metals contamination across a 235 acre
site. The site ranged from steep-sided gravel pits to dense forests. The
field team used a portable X-ray fluorescence device to evaluate lead,
arsenic and cadmium concentrations in soil and performed GPS surveys
of the site. Mr. Lpez compiled contaminant data, coordinated other
employees to create site figures and coordinated with outside
contractors for statistical analyses.
Project Scientist, Treatability Column Study, Biogeochemical
Transformation. Mr. Lpez was involved in planning, building and
overseeing a large column study experiment evaluating biogeochemical
transformation of ferrous iron and sulfate sources to iron sulfide
minerals. These minerals are able to remediate trichloethene (TCE)
abiotically, and can be biotically formed. This research concluded in
numerous presentations of the technology at the Battelle Bioremediation
Symposium in May 2010 and 2011.
Field Geologist, Remediation Oversight, Former Paine Field Road
Maintenance Facility, Snohomish County, Washington. Mr. Lpez
performed construction oversight of remediation activities for site
closure. The cleanup involved excavation and disposal of approximately
11,000 cubic yards of contaminated soil. His duties included assessing

contamination, providing direction to the contractor, overseeing removal


of contaminated soil, collecting confirmation soil samples, monitoring air
quality, performing GPS surveys of the site, coordinating with GISknowledgeable employees to create site figures and compiling tables of
screening sample locations.
Project Scientist, Treatability Study, GEDIT Research &
Development. Mr. Lpez helped expand upon a patented CDM Smith
technology by evaluating the effect of different combinations of gaseous
electron donors on the degredation of perchlorate and nitrate/nitrite in
contaminated soil.
Project Scientist, Soil Sampling, Low-Flow Groundwater Monitoring
and Treatability Studies, Mill Creek, Washington, Panos Properties
and Universal Manufacturing Corp/Universal Sheet Metal Inc. Mr.
Lpez was involved in field activities including supervising the directpush technology drilling crew, collecting soil samples, monitoring air
quality, producing the geological log, and sampling groundwater from
each borehole onsite using low-flow techniques. He also performed an
EAB study, which included periodic sampling and analysis of
microcosms for the treatment of chlorinated solvents. The results were
used to determine the optimal electron donor and bio-augmentation
culture to be used in bioremediation efforts on site.
Field Geologist, Soil Sampling and Low-Flow Groundwater
Monitoring, Former Dry Cleaner, Seattle, Washington, King County
Solid Waste Division. Mr. Lpez participated in a Phase II
Environmental Site Assessment at a site being considered for purchase
and redevelopment by the Seattle Housing Authority. His activities
included supervising the direct-push technology drilling crew, collecting
soil samples, assisting in the production of the geological log, developing
newly installed groundwater wells, sampling new groundwater wells
using low-flow techniques, investigating on-site underground storage
tanks, surveying vertical positions of borings and new monitoring wells
and creating a groundwater contour map.
Field Geologist, Emergency Spill Response at Paine Field Airport,
Everett, Washington. Mr. Lpez served as field geologist for
emergency response actions and remediation activities involving a jet
fuel spill on the runway and subsequent runoff to the surrounding soil.
Emergency response activities included establishing the extent of the
affected spill area, removing the contaminated soil, participating in
immediate cleanup actions, and collecting samples from the limits of
excavation for lab analysis.
