Arman Douglas Internal Affairs Section SUBJECT: Allegations of Accrual of Time, Overtime and Compensatory Time and Performance of Duty on the part of Lt, Paul Brady - LSP/Troop D CASE#: ——_15-025(D) COMPLAINT SUMMARY On September 1, 2015, the Louisiana State Police’s Internal Affairs Section was instructed to investigate potential accrual of time violations at Troop D, in Lake Charles, LA, concerning the 2015 firearm transition to the newly issued Glock Generation 4 duty weapons. The concer was that troopers at Troop D claimed hours on their timesheets that was not consistent with hours actually worked on their assigned transition date. Furthermore, it was believed that Troop D shift Lieutenants were facilitating the inconsistencies regarding the amount of hours their personnel claimed for the firearm transition by instructing troopers on their shift to claim inaccurate time, As instructed by Colonel Michael Edmonson, an Intemal Affairs investigation was conducted into the allegations of Accrual of Time and Performance of Duty on the part of the ‘Troop D Shift Lieutenants and the Troop D Commander, Chris Guillory. Lt. Aaron Marcelle assigned the case to Sgt. Robert Grimes and the Intemal Affairs investigation began September 1, 2015, Case |18-025(D) INVESTIGATIVE FINDINGS 'ed troopers on their shifis to claim more hous timesheets than what they should have claimed for their investigation centered on the Troop D Lieutenants becat Personnel assigned to their shifts. There were four troopers who signed up and attended at the Forestry Range in Woodworth, Louisiana, Parish. The remaining troopers completed their firearms transition at the Services Training Center (JESTC) in Zachary, Louisiana TA investigators spoke with Troop D personnel and determined that the average travel time associated withthe transition process forthe majority of Troop D troopers was between two and to and one-half hours of travel each way. IA investigators took inte consideration that some Troop D troopers reside in outlying parishes, which may have extended the travel time to three hours each way. 1A investigators also took into consideration the Possibility that some ‘roopers could have experienced unexpected traffic delays, which would have travel time as well. Troop D to JESTC i increased the IA investigators used Google Maps and determined that the distance from approximately 140 miles and would take approximately two and one-half hours of travel time each way. ‘The distance from Troop D to Woodworth ico ipproximately 82 miles and would take approximately one and one-half hours of travel each way. When the schedule for the firearm transition was announced, the time block for each training session was for two and one-half hours. However, according to LSP ‘Training Academy and QUEEN, the actual time associated with the entire transition process typically took a maximum of two hours to complete. SAAMI elated that there may have been an occasion where someone spent up to three hours at the JESTC range, but could not specifically recall anyone who did.
