PROGRAM TO REDUCE
DRUNK DRIVING
THROUGH
ALTERNATIVE
MEANS

Introduction
Drunk driving is a major issue in Albuquerque and we need to address it with a simple
yet more effective solution than the current system. We cannot stay idle while people are hurt
by drunk drivers that should not be in possession of a vehicle. The fact that there isnt a
universal vehicle system that prevents drunks from driving is and obvious problem. There needs
to be a safety net that acts like the universal vehicle system that prevents a large percentage of
drunk drivers from causing accidents. The fact that there exists a statistic with
(11,041)Alcohol related crashes in a year [1b] should be enough.

The problem is that our current DWI program is not enough to take on the colossal
amount of drivers under the influence of impairing substances. If we are going to preserve our
current system of capturing impaired drivers we need to add another program that fills in the
gaps. The problem with the current system is that Nowhere in MADDs three pronged
Campaign to Eliminate Drunk Driving agenda is there a mention of encouraging alternative
transportation options[2b].
We have been working on a solution to the huge problem of keeping people safe, since
sobriety checkpoints are not nearly enough to stop the entirety of impaired drivers. We propose
that a new program be added to the current DWI system that allows people alternative
transportation. We will also set up a new poster campaign that is more eye catching and though
provoking. The posters will be along the city and highways to spread the word of the new system
while capturing the immediate attention of the public. We hope that this system will increase the
safety of the city. The chances of unfortunate accident s should decrease when the public uses
alternative transportation when they are physically and mentally impaired.

Our proposal will explain the transportation system that will be added to the current DWI
system. The city will not be strained for money in the long run as the plan will cut down on
prison costs and city emergency personal work load. We will also discuss the cost and benefits
with a detailed explanation and informational graphics.

Problem
Alcohol is the leading cause of traffic deaths in the state of New Mexico, over 40
percent of all fatal car crashes in the state can be attributed to alcohol [3b] Weak enforcement
and out of date laws make it easy for first time offenders to walk away with nothing more than a
slap on the wrist causing more repeat offenders than any other state. [3b]
The city of Albuquerque has
tried to educated servers and
bartenders not to overserve or allow a
person to drive home while intoxicated
but, alcohol affects people in different
ways; making it hard to spot all of
those who are too drunk to drive. The
state of New Mexico runs DWI
education courses for all drivers and
has an
extensive PSA campaign to make aware the effects of drunk driving. In recent years the city has
stepped up police enforcement with random checkpoints and a DWI unit that specifically targets
drunk drivers. Even with these preventative measures drunk driving is still rampant in our city.

not thinking rationally. In order to eliminate drunk driving in our state we must be able to
reach the irrational drunk drivers.

Solution
Our plan to end drunk driving is a two pronged attack targeted directly at intoxicated
people. The first part of the plan is a continuation of the ENDUI campaign but with a greater
focus on getting the attention of potential drunk drivers. Instead of the ENDUI billboards and
posters that would be ignored by a drunk, we will use some of the more graphic and gripping
PSAs that have images of car crashes, police officers or victims to grab the attention of an
intoxicated person. We have to resort to such mean because people that are driving need to be at
least interested in the posters. The depiction of graphics images would grab the peoples
attention in order to send out message across. We plan to put the billboards and posters in the
areas of town that have many bars and restaurants and the highest rate of drunk drivers (Uptown,
Downtown, Central and South Valley), and hang posters just outside of bars and restaurants so
they are impossible to miss.

Once we have convinced the intoxicated not to drive we need to offer an alternative way
home which is the second part of our solution. We will have Get Home Safely vans that will
patrol bars and restaurant areas. These vans will provide free rides home those who are too
intoxicated to drive. The drivers of the vans will be trained to deal with drunken people with an
emphasis on safety. We have also found a counter measure for foreseeable problems such as
unruly passengers. If a passenger becomes unruly the driver will have the right to turn them
over to the authorities. A round trip within Albuquerque can be completed in roughly 1 hour.
With a fleet of 10 vans focusing on 4 areas of the city (Uptown, Downtown, Central and South
Valley) we can patrol these areas every half hour. In the future more vans would allow us to
cover more areas and prevent more DUIs. We plan to fund the vans in part with a cooperation
with the bars and restaurants because drunk drivers are bad for business. The rest of the
funding will come from government grants.

Qualifications
As the city expands and the amount of people grows, we will need a plethora of safety nets
that prevent DWI crashers. Our team has the necessary qualification to set forth new safety net that
prevents the majority of inebriated drivers from creating chaos. We are well versed in

Albuquerques and New Mexicos laws regarding vehicular crimes. The current regulations
and standards of arrests will not change, however we will reduce the amount and with that the
costs of this crimes will be reduced. Our team will also competently approximate the cost and
benefit of this new program to the city of Albuquerque.

We have an excellent team that will take care of the program, Jacob is an accomplished
manager. He will be in charge of the programs overall management. He has extensive knowledge in
the transportation field, which includes taxis and guards that keep the public safe. Since he has
enough experience in the field of alternative transportation and public safety he will

keep the program from falling apart. He also has good economic planning that will foster growth
and change the program accordingly if problems arise. He is also an accomplished mediator
between the public and the business. He will access the publics knowledge of the program and
adjust the advisement accordingly.
We also have Jose on the team; he is an excellent businessman that can keep a company
running well due to the good staff. He has a great deal of experience hiring people that will be
skilled and capable in their job. Since it is important to hire the right drivers, safety personal and
main office workers. He also has experience in the transportation field along with Jacob. Jose
will also keep the program running smoothly if Jacob is unavailable. Jose will look deep into
the available funds proportioned to the program as well and adjust the program accordingly.
Our team has enough skill and qualifications to keep the program from falling apart. We
will provide the city with the necessary people and financial models to keep the program from
straining the city of Albuquerque. We will only continue to grow when the program starts as the
leading DWI system in New Mexico.

The initial cost of the project will be revised as the project nears its start. The
advertisement campaign will be the most revised out of the initial estimate. Since the places for
the advertisement still have to be sorted out. The cost will be cut down as much as possible so
save money. The GMC Vans are not a sure either but, the cost and effective ness of the Vans is
too good to pass up. The price is unbeatable at this point. The training will be the most constant
however. The cost will go into the creation of a well-regulated training system. The annuals costs
will also be relatively constant aside from the advertisement. Overall the cost is bound to change
as time goes on but the cut down on police spending on DUI and the healthcare system will
outshine the total cost of our system.

We would like to thank you for your time and patience with our proposal. We will seek to
provide the best service to the city and its inhabitants. The beginning of a new chapter in
Albuquerques history is about to begin. It will ultimately be a team effort that guides the project
to its full potential. We will create a safety net for the well-being of the public with experience
and pride. The people of this city deserve safe travels and peaceful future.
