Introduction

Like all other activities of a welfare state, the objectives of the Postal Services
Staff Welfare Board is to promote, develop and organise Welfare, Sports and
Cultural activities for the benefit and well being of the members of the postal
family.

The Board receives grant in aid for this purpose from the Consolidated Fund of
India. Voluntary contributions from the staff and collections through sports and
cultural activities are also arranged by the subordinate formations of the Board.

The funds of the Welfare Board are utilised for activities like sports, recreation
clubs, financial assistance in the cases of illness, death, killings by terrorist,
robbers and dacoits of the staff on duty, educational scholarships, subsidy for
excursion trips, grants to help handicapped staff and handicapped children,
vocational training centers, crèches etc.

The funds of the Board in addition to the normal activities are also used for
providing relief to the employees affected by the natural calamities. In nut-shell
the Board tries to help the members of the postal family in the situations which
are either not covered by the Departmental Rules or are created by the natural
calamities like super cyclone in Orissa and earthquake in Gujarat or are man
made such as parcel bomb blast in Orissa.

Welfare & Sports Branch of the Directorate deals with all the matters relating to
Postal Services Staff Welfare Board, Postal Sports Board, Field Services (Postal)
Benevolent Fund as well as it co-ordinates the matters relating to canteens with
the Director of Canteens of the Department Personnel and Training Government
of India.

The P&T Sports Board which existed earlier has since been abolished with effect
from 1st April 2001. Now the Department of Posts participates independently in
the various games and sports held at national level wherever it has affiliation with
respective National level Federation for such participation such as Hockey,
Powerlifting, Weightlifting, Chess, Wrestling, Volleyball, Table Tennis, Carrom,
Badminton and Body Building.

Every effort has been made to include as much material as possible in the
programme to make it useful to all the participants, but there is always a room for
improvement and to learn more. It would, therefore, be a pleasure to include the
other material, if any, available with any of the participants in this programme to
maximize its usefulness to the participants as well as to be beneficiaries of the
welfare and sports activities of the Department of Posts.
Acknowledgements

This is a programme of re-orientation, the first of its kind in the field of Welfare of
Sport, is being organised solely because of the approval promptly accorded by
Smt. Padma Balasubramanian, Secretary, Department of Posts. She has always
guided the welfare activities with great concern for welfare of the members of the
postal family.

Shri P.S. Negi Director, Postal Training Centre, Saharanpur was kind enough to
promptly agree to provide all the logistic support and the facilities available at the
Training Centre Saharanpur. He has been of great help in preparing the material
for conduct of this programme.

This effort has also been enriched by the experience gained by the staff of the
Circle Offices who have been working for the Sports for the last so many years.
In fact many of them have devoted whole of their career to the Sports. In
particular I would like to mention the name of Shri K.M. Modi Sports Inspector of
Gujarat Circle who has rendered great assistance in preparation of the part of the
training material relating to the Sports activities of the programme.

Thanks are also due to the Staff of the Welfare and Sports Branch of the Postal
Services Directorate, particularly to the three dealing Assistants, namely Shri L.
Madan Kumar, Smt. Vijay Bamba & Smt. K. Uma Maheswari as they made
strenuous efforts to dig our the old orders and instructions from the silence of the
yesteryears and dust of the Departmental Record Room for inclusion in this
programme. Shri P.K. Madan Personal Assistant attached with the Director
(Welfare & Sports) contributed a lot in systematic arrangement of the training
material as well as by typing out all the material.

Need for re-orientation

During the last four year it has been observed that many of our staff members
are not aware of the number of welfare schemes available and administered
through the Postal Services Staff Welfare Board. As such an attempt was made
by the Directorate in the year 1998 to circulate among the staff members right up
the Division level a gist of the schemes available. But the monitoring at the
Directorate level did not indicate any improvement in the number of beneficiaries.
It was also seen that sometimes despite the instructions available, references are
received in the Directorate seeking further clarifications and also the basic
information about the welfare schemes.

It has also been observed tat accounts submitted by the Circles are not in
accordance with the instructions already contained in the Constitution of the
Postal Services Staff Welfare Board with result that every year these accounts

received from the Circles are analysed and processed in the Directorate so as to
make the statements conforming to the provisions of the Constitution. This
obviously requires additional time and effort resulting in the delay in release of
the grant and thereby allocations to the Circles. This year fresh instructions have
been issued in consultation with Internal Finance for submission of the accounts
to the Directorate. It is felt that it is necessary to explain to the Circle Office
functionaries the intent and importance of these instructions so that the release
of the grant from the Budget becomes a smooth affair.

Sports are one of the most positive activity not only of the Department but of the
whole man-kind. They help us to become gentlemen citizens of the country.
During the championships being organised by the Department it has been
observed that although in general they are satisfactorily conducted but still
minute details are not taken care of, sometimes because of lack of acknowledge
and at other occasions because of lack of planning or advance action. This has
on number of occasions put the organisers in an embarrassing situation.

In this programme an effort would be made with the cooperation and assistance
of all the participants to eliminate the above shortcoming to the extent possible
so as to ensure smooth working of the Welfare and Sports Boards and efficient
conduct of all the Welfare and Sports activities in this Department.

Objectives

The main objectives of this programme of interaction are as follows and it will
concentrate:-

(i) On the rules and instructions already available regarding the existing
Welfare Schemes under Postal Services Staff Welfare Board with a
view to improve our working so that the intended benefits of the
welfare schemes reach the beneficiaries as well in time and are of use
to them.
(ii) On matter relating to smooth conduct of the All India Postal Sports
Tournaments conducted under the aegis of the Postal Sports Board.
(iii) On accounting matters with a view to ensure early release of the funds
for the Central as well as Circle Welfare and Sports Funds so that we
can plan our activities well in advance and execute the same
appropriately.
(iv) To equip all the participants with additional information available with
any of the participants.
(v) Any other matter relevant to the existing schemes and procedures.

Welfare Board Members.

Postal Services Staff Welfare Board and Circle Welfare Board are constituted as
per the provisions of the constitution, which was for the first time framed in the
year 1985 for the Department of Posts after bifurcation of the erstwhile Posts and
Telegraphs Department.

So far constitution of the Boards on tenure basis is concerned generally speaking


there are no serious issues to be discussed and as per the information available
with the Directorate all the Boards are working satisfactorily.

However references have been received from time to time as to the


representation to be given to the Federations. On the other hand, one of the
federations has also reported that they are not being given the due
representation in some the Circles.

So far as this issue is concerned, as per the constitution one representative from
each Federation of Postal Unions is a Member of the Welfare Board.

In this connection, it may be clarified that the Federations as recognised by the


Department through SR Division of the Directorate are authorised to send their
representatives to the Board Meetings. As such, there cannot be any permanent
representative from the Federations. The matter is left open to the Federations
as to the representative that they may choose to send to the Board Meetings.

2. Postal Sports Board.

Constitution of the Postal Sports Board and list of present Postal Sports Board
Members.

The Postal Sports Board is constituted as per the provisions contained in the
Constitution of the Board. Every Circle is represented by one Member
nominated by the Chairman of the Postal Sports Board.

Recently the Board has been re-constituted after receiving nominations from the
Circles. Composition of the newly constituted Board has already been circulated
to all concerned.

Every Circle is required to nominate three officials in the prescribed proforma


clearly indicating inter-alia the educational and sports qualifications,
achievements in the field sports and cultural activities as well as whether the
recommended official has ever been a member of the Circle / Central Sports
Board. The Circle Representatives are selected on the basis of the sports
qualifications, experience and contribution to the sports activities in the
Department.

The experience has shown that while intimating the names the Circles do not
intimate full particulars of the official nominated and sometimes only one name is

recommended thereby limiting the choice that should be available to the
Chairman of the Postal Sports Board. In fact only those officials should be
recommended who can be of some help for development of the sports in the
Department and have serious interest in them.

It is, therefore, enjoined that the names should be recommended with full
particulars and details so that the officials selected as Members of the Postal
Sports Board are useful for the development of the sports in the Department of
Posts.

3. Field Services (Postal) Benevolent Fund

Constitution of the Field Services (Postal) Benevolent Fund

A number of Group III and Group IV officials from the Department of Posts
remain on deputation to the Army Postal Services. During the period of
deputation they are entitled to number of concessions and benefits as per the
rules and regulations applicable while on deputation to APS.

In addition to the foregoing, if any of these officials while on deputation to the


Army Postal Service dies or is killed in enemy action or in insurgency operations
he is eligible for one time the benefits from the Field Services (Postal)
Benevolent Fund also. These benefits include the following at present:

1. Financial Assistance in case of Rs. 3500/-


normal death
2. Financial Assistance in case of Rs. 25000/-
death due to enemy action or in
insurgency operations
3. One time scholarship for all school & Rs. 500/- per child
college going children of the deceased
at the rate of

Every financial year applications on prescribed forms are invited by the


Directorate through the Army Postal Services Directorate from the families of the
deceased officials and are placed before the Committee of Administration of the
Field Services (Postal) Benevolent Fund for consideration. As soon as approval
is accorded the sanctions and cheques are issued to the windows of the
deceased officials through Army Postal services Directorate. The Committee of
Administration consists of the following

4. A representative of APS Member
5. Director (Welfare) Member Secretary.

The expenditure on the financial assistance is met from the balances available
with the Field Services (Postal) Benevolent Fund. In case, they also get
exhausted grants are given from the Postal Services Staff Welfare Fund.

4. Accounting procedure for Welfare and Sports Funds

Letter No. 4-2/2002-WL/SP dated 17-02-03

As per the provisions of the Constitution of the Postal Services Staff Welfare
Board, the circle welfare boards at the close of each financial year are required to
submit to the Postal Services Staff Welfare Board, Receipt and Expenditure
Account in the proforma prescribed. These accounts must indicates total
receipts, expenditure and the balance carried forward to the next financial year.
A certificate that the accounts of the Circle Welfare Board for the financial year
have been audited and found correct shall be furnished to the Postal Service
Staff Welfare Board within one month of auditing of the accounts. The accounts
of the fund shall also be checked annually by the internal check organisation of
the respective circle and this should be done before the audit inspection takes
place. The accounts shall be audited annually by the Comptroller and Auditor
General of India or by the person authorised by him in this behalf.

While submitting Annual Receipt and Expenditure Account the circles should
prepare a statement of the outstanding advances given from the welfare fund.
Every effort should be made to recover the advances given within the financial
year concerned. Where the advance given remains outstanding even at the end
of the financial year while submitting the statement to the Directorate reasons for
non recovery should be indicated so that Directorate monitors recovery of the
advance given.

In addition to the receipt and expenditure account the Circle Welfare Boards
should at circle level also prepare a bank reconciliation statement at the end of
the financial year, so as to ensure that all the cheques deposited and issued
against the Welfare Fund Savings Bank Account in the Post Office have been
duly credited and debited respectively to the fund account.

Fresh instructions have been issued in the matter of accounts of the Circle
Welfare Funds and Circle Sports Funds…………………

vide letter No. 4-2/02-WL/Sports dated 17-2-03 with a view to streamline the
preparation of Receipts and Expenditure accounts right at the Circle level with
effect from submission of the annual accounts for the year 2002-03 for release of
Budget Grants for the year 2003-04. These instructions envisage that the
accounts are to be submitted by 31st May of the Current Financial Year. A
narrative synopsis of the adverse audit comments and action taken thereon is

also to be submitted along with the annual accounts. A copy of the audit report is
also required to be given. Where the audit of accounts have not been conducted
by a branch P&T Audit Office the same should be got done. These provisions
are more or less the same as already prescribed in the Constitution of the
Welfare / Sports Boards.

It may be mentioned that both the Circle Welfare Boards and Circle Sports
Boards receive the amounts from the sources other than the annual allocation
given by the Directorate on receipt of Budget Grants. Therefore, in the
instructions dated 17-02-2003 it has been stressed that a separate account be
maintained for the grants received from the Govt. and also the expenditure
incurred from the said grant. A separate account is also to be maintained in
respect of extra collections by way of voluntary contributions from the staff etc.
However, one account can be maintained in Post Office Savings Bank Account
for the entire amount received from the Govt. as well as from the other sources.

The intention of the above instructions is to ensure that the grant given by the
Govt. to the Circle Welfare Boards and Sports Boards is fully utilised. As such,
while submitting the accounts the Circles are require to give a certificate that the
grants received in the previous year from the Govt. have been fully utilised and
where there is a balance left over the same has been surrendered or taken into
account while requesting for allocation for the Current Financial Year. It may be
clarified that as per the constitution of the Welfare Board the unspent funds at the
end of a year in the Central as well as Circle.

Funds are to be carried forward to the next financial year and therefore are not
required to be surrendered.

While submitting the accounts the circles are required to submit two statements
one in respect of the funds received as grant from the Government and other
relating to the total amounts received by the Fund from all the sources including
the Govt. Grants as prescribed in para 7 of the letter dated 17-02-03. It should
be ensured by the Circles that there is no deviation in submission of these
statements.

The above provisions are based on Chapter 11 of General Financial Rules


¼Rule 148 to 164½ which apply to release of the Govt. grants as such these
would also be applicable to the grants meant for Welfare and Sports Boards.
Since the Treasurers are responsible for proper maintenance of the accounts of
the respective Boards they have to ensure strict compliance to the instructions
issued on 17th February, 2003.

WELFARE SCHEMES

I Financial assistance in case of death of Postal Employees / GDS etc.

At present financial assistance of Rs. 7,000/- ¼Rs. seven thousand½ only is


payable as immediate death relief as per the orders dated 26-04-2002. There is
no upper pay limit for payment of immediate death relief. The GDS and casual
workers have been brought at par with Govt. employees vide orders dated 01-06-
2000.

The financial assistance in this case is payable to the next of the kin of the
deceased person. It should be ensured that the admissible financial assistance
be paid to the family of the deceased at the earliest after receipt of the
information about the death.

II½ Financial Assistance in case of Death of Postal Employees / GDS etc.

At present in cases of death of postal employees as well as GDS and casual


laborers / part time employees, due to attack by terrorists / robbers/dacoits while
on duty an aggregate amount inclusive of immediate death relief of Rs. 50,000/-
is admissible as financial assistance to the bereaved family. In such case the
matter is to be referred to the Directorate for payment of the residual amount
from the Central Welfare Fund after payment of immediate death relief. In such
cases it must be ensured that the death of the person concerned has happened
while performing the official duties and the amount should be paid to the person
entitled to receive the amount. The residual amount is paid by the Postal
Services Staff Welfare Board through the Circle Welfare Fund.

III½ Financial Assistance in case of Death of Postal Employees / GDS etc


while on duty to accidents.

Where death of postal employees / Gramin Dak Sevaks, Casual Worker etc.
occurs while on duty due to some accident, at present, an amount of Rs. 7,000/-
is payable to the next of the kin of the deceased person.

At present, if a postal employee / Gramin Dak Sewak etc. is murdered by


terrorists / robbers etc. while not on duty, financial assistance of Rs. 10,000/- is
payable to the bereaved family.

V½ Financial assistance in cases of natural calamities, Fire and floods.

Financial assistance of Rs. 1500/- ¼Rs. One thousand five hundred½ only is
payable to the departmental employees affected by fire, floods and natural
calamities. In case of GDS, the amount of financial assistance is limited to Rs.
750/- ¼Rs. Seven hundred fifty½ only. The financial assistance is to be
provided only to those who were seriously burnt by fire, whose property has been
really damaged by floods and whose children books have been destroyed. All
cases of financial assistance in case of natural calamities should be thoroughly
scrutinised with reference to the aforesaid parameters in addition to a certificate
from the Revenue Authorities. All the claims should be strictly got verified
personally by deputing officers of the appropriate level so as to ensure
correctness of verification and financial assistance in these cases be granted
where there has been really substantial damage to the immovable property. No
financial assistance should be granted in cases where there is no damage to the
property / books of children etc. even if the area has been declared flood affected
by the revenue authorities. In case subsequent to the verification, the
irregularities are found, the verifying officer should be held responsible.

However when natural calamities of unprecedented scale happen as in the case


of super cyclone in Orissa and earth quake in Gujarat the situation is considered
by the Department at the appropriate level and financial assistance extended as
decided. In such case the financial assistance should be granted by the circle
promptly as per the specific orders received from the Directorate.

VI½ Financial assistance in cases of prolonged and serious illness / major


Surgeries for Departmental Employees.

Heads of Circles have been delegated financial powers to sanction financial


assistance from the Circle Welfare Fund under their discretionary powers upto

Rs. 10,000/- ¼Rs. Ten thousand½ only in each case of proved exceptional
hardship relating to serious or prolonged illness or major surgical operations like
cancer, heart operation or renal failures for postal employees or their
dependents.

The financial assistance in such cases is sanctioned out of the discretionary


grant, which, at present, is 10% of the total grant allocated to the Circle during
the year. Hence these powers should be exercised in deserving cases to ensure
that the discretionary grant is not exceeded.

This grant is in addition to the amount of the financial assistance admissible for
the periods of extra ordinary leave or half pay leave on medical grounds. This
financial assistance from the Circle Welfare Fund is for the purpose of meeting
the incidental expenses like diet, cost of treatment, transport etc. and is not to be
granted as part of medical reimbursement which is covered under the Medical
Attendance Rules.

Postal employees who undergo treatment in private hospitals or nursing homes


or their own should not be reimbursed medical expenses from the welfare fund.

Each case of financial assistance should be decided on merits.

Financial assistance beyond Rs. 10,000/- in cases of illness etc. of


Government employees.

In rare and exceptionally deserving cases where it is considered necessary to


provide additional financial assistance beyond Rs. 10,000/-, such cases are to be
referred to the Postal Directorate for consideration of grant of financial assistance
from the Central Welfare Fund. While forwarding such cases, the following are to
be kept in view:-

¼a½ Such cases should have personal recommendation of the concerned Chief
PMG or PMG indicating specific amount of assistance recommended from the
Central Welfare Fund.

¼b½ Copies of the Medical Report and estimate of the cost of treatment should
be enclosed.

¼c½ Information regarding total expenditure on treatment, amount reimbursed,


financial assistance already given from the Circle Welfare Fund should be
furnished.

¼d½ Financial position of the concerned employees should also be indicated.

¼e½ Whether the treatment has been taken from the Govt. Hospital. If not,
reasons for taking treatment from private hospital be explained in detail.

¼f½ Expenditure on essential incidentals like transport, diet, etc. should be


indicated.

¼g½ Any other relevant information.

¼h½ In the first instance, all such cases should be considered under CGHS or
Civil Services ¼MA½ Rules for medical reimbursement of the cost of treatment
and no cases should be sent to the Directorate without aforesaid consideration
and it should be clearly indicated so in the forwarding letter.

Financial assistance in cases of prolonged and serious illness / major


Surgeries in case of GDS / Full Time and part time casual employees.

The financial assistance up to Rs. 1500/- ¼Rs. One thousand five hundred½
only can be granted in exceptionally hard cases of prolonged / serious illness in
respect of GDS, Casual Mazdoors and Part Time employees subject to the
conditions indicated below:-

¼i½ The person concerned has put in at least six years service in the
Department.

¼ii½ He has been taking treatment in Govt. hospitals and produces medical
certificates from the hospital concerned.

¼iii½ Illness is at least two months old.

Financial assistance for regular employees / GDS suffering from TB also


for their family members.

¼a½ Indoor Patients: Such employees who are hospitalised for treatment of
TB for fairly long period and remain on leave with half pay or leave without pay
and also have to continue on such leave even after discharge from the hospital
may be given financial assistance of Rs. 400/- p.m. ¼Rs. four hundred½ only

after discharge from the hospital subject to a maximum of six months for nutritive
diet.

¼b½ OPD TB Patients: Financial assistance of Rs. 200/- ¼Rs. two hundred½
only PM for a maximum period of six months for the purposes of nutritive diet
may also be granted to OPD TB patients. This assistance will be paid from the
date of application or the date on which the disease becomes 3 months old
whichever is later. This assistance will be admissible on the production of
medical certificate from a medical officer of Govt. hospital or a TB Sanatorium.

In case of such patients who are hospitalised but on discharge are not on EOL or
HPL but continue the treatment as outdoor patient after discharge from the
hospital, the financial assistance @ Rs. 200/ - p.m. for a period of 6 months may
be given as admissible to OPD TB patients.

It may however, be noted that this financial assistance will be granted only once
for a maximum period of 6 months. However, this assistance will be in addition
to the financial assistance, if any, granted for the period of EOL / HPL.

¼c½ 50% of the above amount is admissible to the GDS under similar
circumstances.

¼d½ Dependent family members of the postal employees who are suffering
from TB are covered under the head "Grant of financial assistance due to
prolonged illness" and Heads of Circles are delegated with the powers to
sanction financial assistance under their discretionary powers up to Rs. 10,000/-
in each cases of proved exceptional hardships resulting from serious or
prolonged illness to the postal employees or their dependents, taking into
consideration other conditions such as meeting incidental expenses like diet, cost
of treatment and transport etc., which is not covered under medical
reimbursement under CS (MA½ Rules.

VIII. Grant of Financial assistance for Extra ordinary leave & Half Pay Leave
due to prolonged illness.

Financial assistance as indicated below may be granted to the Postal Employees


who had to avail extra ordinary leave or half pay leave on Medical Certificate due
to serious / prolonged illness or major surgical operations:-

¼b½ Half Pay Leave Rs. 750/- p.m.

The above assistance is uniformly applicable to all postal employees getting
maximum pay of Rs. 10,600/- per month.

The financial assistance in these cases is granted subject to the following terms
and conditions:-

¼a½ Disease should be more than two months old. However, in cases of
relapse of the same disease in the same case the condition of two months period
will not be applicable.

¼b½ The period of Extra Ordinary leave and half pay leave should be 30 days
or more.

¼c½ The assistance will be given for a maximum period of 36 months


renewable at intervals of every six months.

¼d½ The assistance may be continued for a period of one month after the
official joins duties.

The financial assistance for Extra Ordinary leave and half pay leave availed by a
Government Servant upto the date of invalidation / retirement can be paid to the
Govt. servant concerned on receipt of application from the concerned official.
However, in case of death of the employee the financial assistance as mentioned
above may be paid to the bereaved family as in case of immediate death relief.

IX Financial assistance for purchase of Mechanical / Motorised Tricycle for


orthopaedically handicapped employees.

As per the above orders handicapped employees are entitled to financial


assistance up to Rs. 15000/- ¼Rupees fifteen thousand only½ or 50% of the
cost of the Motorised Tricycle whichever is less from the Circle Welfare Fund.

In addition to the above, financial assistance to the extent of 75% of the cost of
artificial limb / wheel chair / Orthopedic Tricycle subject to the maximum of Rs.
1,000/- can be sanctioned to the employees or their dependents from the Circle
Welfare Fund.

Actual IInd Class Railway Fare from he place of duty to the Artificial Limb Centre
and back is also reimbursable from the Welfare Fund in cases of handicapped
employees for provision of artificial limbs if such reimbursement is not admissible
from any other source.

X. Grant of educational assistance to the Children of Postal Employees.

The educational assistance to the children of postal employees is being extended


as per the provisions contained in the Directorate letter dated 20th May 1993 as
amended by the subsequent letters mentioned above. In nutshell at present the
scholarships are payable as per the following provisions.

¼a½ Minimum percentage for award of Technical scholarships is 50% in the


minimum qualifying examination on the basis of which candidate becomes
eligible for the admission to the technical course in question.

¼b½ The corresponding percentage for non-technical scholarships would be


60%.

(c½ There will be a relaxation of 10% marks for SC / ST and low paid officials for
grant of non-technical scholarship.

¼d½ In case of GDS minimum percentage in qualifying examination will be 45%


for non-technical courses.

¼e½ There will be no relaxation in the minimum percentage required to be


obtained in the qualifying examination for award of scholarship for technical
courses.

¼f½ There will be a relaxation of 10% marks for OBCs candidates for grant of
non-technical scholarships & school student awards. However, application for
award of scholarships with relaxed standards for OBCs be entertained after all
other eligible candidates have been awarded the scholarships.

¼g½School student award is also granted upto 12 th class at the rate as indicated
in the succeeding paragraph. The minimum percentage of marks is 75% for the
general category with relaxation of 10% for SC / ST categories.

¼h½ Book Awards are also given once in a year for technical education and ITI
certificate courses with the same percentage as indicated in 'g' above.

¼i½ The merit list for scholarships will be prepared at circle level and a common
merit list will be prepared in each category of the scholarship i.e. Technical
Degree, Technical Diploma, Non-Technical Degree, School Student Awards etc.
The merit list will be prepared strictly on the basis of the marks obtained by the
wards of the employees in the qualifying examination subject to reservations of
scholarships for SC / ST / OBCs and low paid employees as mentioned above.

¼j½ Scholarships will be granted only to the extent the funds are available.

¼k½ To ensure that large number of employee are covered under the scheme
of scholarships, the second scholarships to an employee may be granted only if
all the applicants have been granted at least one scholarship.

¼l½ The scholarship once awarded shall continue till the date of completion of
the course and shall not be withdrawn on account of ¼a½ the employee
exceeding the pay limits. ¼b½ death, invalidation or retirements on
superannuation of the employee.

¼m½ The scholarship will automatically cease in the event of the employee's
resigning from service, being dismissed, removed or compulsory retired as well
as in the case of voluntary retirement.

¼n½ For the purpose of grant of scholarships for technical and non-technical
Degree Examinations pay of both the husband and wife will be counted for the
purpose of the pay limits prescribed for various courses. However, in case of
grant of school student awards pay of only the applicant will be taken into
account.

¼o½ The scholarships are admissible only for degree classes and no
scholarship will be granted for Post Graduate Courses etc. except in case of
B.E./ B.Tech Courses in institutes like IISC Bangalore, MIT Chennai for which a
degree is pre-requisite for admission to such courses.

¼p½ The pay limits prescribed for various courses are as follows:-

¼q½ Renewal of Scholarships:- The scholarship will be subject to renewal every


year by the Heads of the Circle on the following terms and conditions:-

¼a½ Technical Scholarships may be renewed without any condition of minimum


marks in last examination provided that the student is allowed to keep terms and
to go to the next higher class / semester by the university. In case, a student is
detailed, the scholarship may be withheld only for the period of detention and
automatically renewed once the candidate is promoted to the next higher class /

semester. However, if a student is detained for the second time, the scholarship
may be discontinued altogether.

¼b½ The condition of 50% marks in the annual / semester examination for
renewal of non-tech. scholarships will continue. If a student fails to obtain 50%
marks in the examination, the scholarship will be stopped till he secures 50%
marks in the next semester / annual examination. If a student is detained, the
scholarship will be discontinued altogether.

¼r½ Reservation of scholarship:- Separate merit list may be prepared for the
reserved groups for whom the scholarships / Book Award i.e. Tech. and non-
Tech. are to be reserved according to the following percentage:-

¼XI½ Incentive for excellence in academic – achievement for Xth and XIIth
Class.

Five awards are to be given for the children of staff in each of the following
groups purely on merit on the basis of the marks in 10th and 12th Standard Board
Examination subject to the minimum percentage of marks shown against each

increased in such cases. This work will be handled at the office of the Chief
PMG. Where there is no Chief PMG, the office of PMG at the Headquarters of
the Circle will attend to this. There will no pay limit or reservation for these
awards. The scheme is open only to the children of staff including Gramin Dak
Sewaks. Applications of the staff, whose children had appeared for the Board
Examinations outside the circle, will be considered by the circle in which they are
working. The expenditure on these awards is to be met from the allocation from
the circle welfare fund for educational schemes and scholarships. The awards
under this scheme shall be finalised and announced before 30th September each
year.

¼XII½ Grant of Scholarships – Clarifications.

(i½ Letter No. 13-5/94 – Welfare & Sports dated 09-08-1994

A number of references are being received for clarifications when a ward after
availing scholarship for one course shifts to another course. In this regard the
basic principles were laid down in the aforesaid letter issued to Chief Postmaster
General, UP Circle, Lucknow. These clarifications are reproduced below:-

¼i½ The basic principle to determine the admissibility of scholarship for a


particular course after the ward has already received scholarship for the previous
course is whether the course for which the scholarship is now being sought is a
higher course academically. To illustrate, if the ward of an employee has done
B.Sc and has received scholarship for the course and subsequent gets admitted
in an IIT, AIIMS or IIM Course he or she should be eligible for the scholarship for
entire duration of the course because these courses considered higher than the
normal degree courses.

¼ii½ Where a ward has switched over from one course to the other and where it
is not possible to decide whether the subsequent course is a higher course,
through profession it may be more in demand, the admissibility of the scholarship
for the subsequent course should be decided on the basic of rate of scholarship
admissible for the previous as also the subsequent course. To illustrate, if a
ward has passed B.A. course for which the rate of scholarship is Rs. 80/- per
month and subsequently takes up a diploma course which is offered by several
institutions including ITI, he would be entitled to the difference between the rates
of scholarship for the two courses for the simple reason that a diploma course
cannot be considered higher than a B.A. or B.Sc. course. For example, the
scholarship of BA or B.Sc course is Rs. 80/- p.m. whereas the same for diploma
course is Rs. 100/- p.m. If a person has availed of scholarship for a period of 3
years for BA or B Sc course and then gets admitted in a 3 year diploma course
he would be entitled to the difference of Rs. 20/- p.m. for the entire duration of
the course. However, if a person has availed of the scholarship for a B.A. or B
Sc course for a period of one year and there after takes admissible in a diploma
course, he would be entitled to Rs. 20/- p.m. for the first year of the diploma

course. For the remaining two years he will be entitled to the amount of Rs.
100/- pm as prescribed.

¼iii½ There may be instances where a person switches over to an ITI certificate
course after availing the scholarship for a BA or B Sc course. In such cases he
would not be entitled to any scholarship for ITI certificate courses because the
rate of scholarship for ITI certificate course ¼Rs. 500 p.a.) is less than the
scholarship for the BA or BSc course ¼Rs. 80 pm½. It is, however, clarified that
in all such cases the question of making any recovery would not arise.

XIII. Scholarship or UPSC Examinations

The finance assistance is given to such children of the postal employees who
appear in All India Competitive Examinations held by the UPSC on All India
basis. The terms and conditions for grant of this assistance are as follows:-

¼i½ The amount of financial assistance is Rs. 2000/- only.


¼ii½ There will be no pay limit for grant of this assistance.
¼iii½ This assistance will be provided only once to each child. In other words, if
she/he does not qualify in examination in the first attempt, similar grant would not
be admissible for 2nd or subsequent attempts. Similarly, if he/she avails of this
facility for one competitive examination, he or she would not be eligible for similar
facility for other competitive examinations as well.

¼iv½ The candidates should have secured a minimum of 60% marks in the pre-
requisite qualifying examination i.e. the examination for qualifications prescribed
as the minimum qualification as a condition of eligibility for taking the competitive
examination. However, for Civil Services Examination, this assistance will be
granted only on clearing the preliminary examination irrespective of the marks in
the qualifying examination.

¼v½ While granting financial assistance to an employee an undertaking will be


obtained from him/her to the effect that in case his/her ward does not appear in
all the papers of examination for which assistance has been provided, she /he
shall have to refund the whole amount of Rs. 2000/- immediately to the Welfare
Fund.

¼vi½ In case of NDA/IMA/Naval Academy Examination, the financial assistance


of Rs. 2000/- each would be admissible to the wards of Postal Employees in
such cases only where they have qualified in the written examination. The
assistance would be for the purpose of preparation for SSB Interviews only.
There would, 60% marks in the examination prescribed as the minimum
qualification for appearing in those competitive examinations.

XIV. Scholarships for SC / ST employees for departmental examination and
higher education

As per the above orders SC / ST employees, who are appearing in the


Departmental Examinations held by the Department for promotion to various
categories will be granted financial assistance to the extent of paying fee for
attending the Coaching classes for departmental examinations subject to the
limits as indicated below:-

¼a½ Examination for promotion to the Rs. 300/-


cadre of IPOs / IRMs / Inspectors
¼MMS½ / JAO and LSG ¼1/3rd½
examinations and similar cadres.

¼b½ Examinations for promotion to Rs. 200/-

The assistance will be provided only once as lump sum of each category of
examinations and will be made available through the Heads of Divisions / Units.

The candidates will have to refund the whole amount in case they do not appear
in any of the paper ¼S½ of the examinations or they do not secure minimum
25% aggregate marks in the examination. For this purpose an undertaking to
this effect will be obtained from them before grant of the financial assistance.

Higher Education:-

It was also decided to grant financial assistance from the Welfare Fund to SC /
ST employees who are pursuing higher academic education through regular
classes in evening colleges or through correspondence courses conducted by
the recognised Board / University. The employees appearing in 10th and 12th Std.
Examinations will be granted one time financial assistance of Rs. 200/- and for
those pursuing degree / diploma or Post Graduate Degree / Diploma beyond 12 th
Std., financial assistance would be granted at Rs. 500/- per annum. Further this
assistance will be restricted to the amount of fees paid for such higher education
and will be granted only if the candidates secures minimum 40%marks in lower

pre-requisite examinations. This will be renewed only if the candidate gets
through the semester / annual examinations.

There will be no pay limits for grant of the financial assistance for the above
purpose.

The expenditure incurred will be met from the amount of 55% earmarked for
scholarships under the welfare fund.

XV. Scholarship for development of individual personality

This scholarship is admissible for the courses recognised / approved by the Govt.
of India / State Govt. in the field of Personnel and Labour Management, Public
Relations, Sociology, Social Work, Sports ¼NIS½, Welfare, Accounting,
Computer Programming, Industrial Relations and Banking on the terms and
conditions as indicated below:-

1. These awards are for post Matric Classes.


2. Employee has to secure admission on his own. He will not be sponsored
by the Deptt. The scholarship will be granted @ 75% of the fee paid by an
employee subject to a maximum of Rs. 5,000/- per annum.
3. The Scholarship is admissible for maximum period of two years and only
once during the entire service.
4. Employees below the age of 35 and drawing basic pay less than Rs.
7,550/- p.m. are eligible. However, the circle may at its discretion,
consider sanctioning scholarships to the really deserving candidates even
beyond maximum age of 35 years.
5. The crucial date for determining the age and pa will be first July of every
year.
6. The employees will have to avail of his own leave and should meet other
costs.
7. The course should be at a place of duty except in case of NIS, Sports.
8. The official shall to execute a bond to serve the Deptt. at least 3 year after
completion of the course otherwise, he shall have to refund the amount of
scholarship awarded to him.
9. Renewal of the scholarship will be made only if is not detained in the first
year Annual or Semester examination of the course.
10. The expenditure on such scholarships will be met from 55% allocation
towards scholarships and other educational schemes from Annual Grants
of the Circle.
11. 5% of the allocation for educational schemes will be earmarked for this
purpose.

12. The scholarship will be awarded at Circle Level provided the above
conditions are fulfilled.

XVI. Grant of Scholarships and transport charges to handicapped children


of Postal Employees

The scholarships, transport charges, hostel / mess subsidy is being grated to the
handicapped, mentally retarded and blind children of the postal employees from
the respective Circle Welfare Funds as per the guidelines mentioned below:-

Scholarships

Scholarships for physically handicapped / mentally retarded / blind / deaf and


dumb children are granted @ Rs. 45/- p.m. subject to the following conditions:-

¼i½ These scholarships will be granted for a maximum period of 8 years.

¼ii½ It will be renewed every year subject to a maximum period of 8 years


provided that scholarship will not be paid more than twice for the same class /
standard. In other words if a child is not promoted to the next standard the
scholarship can be awarded for the first repeat year.

¼iii½ The scholarship will be admissible to the physically handicapped children


with permanent partial disability of at least 40%. However, in case of totally
blind, deaf, and dumb children no such limit will be applicable. This should be
supported by a certificate from a Govt. Medical Officer.

¼iv½ Staff with lower rate of pay would have preference over those with higher
rate of pay.

Transport charges / Hostel / Mess Subsidy

¼a½ The benefit of scholarship / transport charges will be admissible to not


more than two handicapped children of the same official at a time subject to
availability of funds. However, the benefit can be considered to a second ward
only if all the applicants for benefit for the first ward have been sanctioned.

¼d½ The transport charges will be admissible only for students studying in 1 st of
12th Standard.

¼e½ The transport charges will be admissible only for the period the school /
institution remain open and no transport charges will be admissible when the
school remains closed or the child remains absent for more than 15 days in a
month.

¼f½ The transport charges will be admissible only if the child is unable to walk
by himself / herself for going to school.

¼g½ Hostel / Mess subsidy will be granted in lieu of transport charges if the
child is studying in Hostel of a recognise institution for the handicapped.

¼h½ Transport charges will be admissible for the first repeat year if the student
is detained in class but not for subsequent repeat years.

XVII. Financial assistance for Excursion Trips

The department provides subsidy for Excursion Trips towards the fare by surface
transport paid by the employees for the trips organised by the Welfare Institutions
subject to the following conditions:-

¼a½ The subsidy to the extent of 60% of the cost of railway fare or journey
undertaken by any surface transport will be permissible only in cases of member
of staff drawing basic pay up to Rs. 10,600/ p.m.

¼b½ The concession would be admissible to the employees or their family


members not more than once in a financial year. Preference in this regard may
be given to those who have not availed of the facility even once during the
previous years.

¼c½ The family members means husband or wife and sons and daughters of
the official solely dependent on him or her.

¼d½ The holiday trips will be restricted to the places of religious or tourist
importance etc. within 500 kms from the place of origin of the trip.

¼e½ The trips should be organised as part of welfare programs for benefit of the
postal employees and their family members by the Welfare Institutions in the
Department after getting prior approval of the head of the circle.

¼f½ The trip will be spread over a maximum period of 4-5 days so that the office
work does not suffer.

¼g½ Normally not more than two officially sponsored trips will be arranged in a
financial year.

¼h½ Proper accounts will be maintained in respect of such trips and submitted
to the Treasurer of the funds immediately after completion of the journey.

XVIII. Financial Assistance to the Central Postal Ladies Organisation and


its subordinate organisations in the Circles

Central Postal Ladies Organisation was established as a society for realisation of


aims and objectives as contained in its Memorandum of Association. This
organisation has branches in all the Circles and there is aims to help Postal
Employees in various social objectives by managing Creches, Tailoring Classes,
Canteens etc.

The CPLO get its income from subscription from members, income from fetes,
charity cultural shows, greeting cards, souvenir donation, gifts, grants etc.

The Department extends its support to the organisation by giving them grants in
aid from the Circle Welfare Funds. Vide orders dated 19-03-1992 it was decided
to give the following grants to the CPLO:-

(a½ Central Organisation Rs. 20,000/- per annum


¼b½ Circle Organisation Rs. 10,000/- per annum.

The above grants are given from the Directorate / Circle Welfare Funds
respectively subject to the organisation submitting audited accounts etc. for the
previous year indicating full utilisation of the grant already given to them.

The above amounts were revised vide orders dated 01-06-2000 as below:-

(a½ Central Organisation Rs. 25,000/- per annum.


¼b½ Circle Organisation Rs. 15,000/- per annum.

The above enhancement was made subject to other terms and conditions
remaining the same as per the previous orders.

XIX. Final assistance to Creches.

No crèches are run by the Department itself. However, it provides financial


assistance to the institutions / organisations running crèches as per the scheme
incorporated in the orders dated 15-10-79.

The subsidy in respect of non recurring expenditure was enhanced to Rs. 6,000/-
vide orders dated December, 1986. Similarly, the subsidy for recurring
expenditure was enhanced to Rs. 2655/- w.e.f. 01-02-1992 vide orders dated 18-
02-92.

It may be mentioned that the Govt. assistance can only be on a limited scale and
should not induce too much dependence on the part of voluntary institutions on
such help and the efforts of the voluntary organisations should be toutilize the
Govt. resources for widening the scope of the programme with increasing
voluntary contributions. The organisation concerned whenever requesting for
grant should submit a certificate by the Accountant appointed by the head of the
circle regarding the utilisation of grant already given. An institution in receipt of
assistance shall be open to inspection by an officer deputed by the head of circle
or the Director General. The accounts shall be maintained properly and
submitted as and when required. They shall always be open to check by an
officer deputed by the Head of Circle or the Director General of Posts. The
institution shall also maintain a record of all assets acquired wholly or
substantially out of the government grant. Such assets shall not be disposed of,
encumbered or utilised for purposes other than those for which grants were given
without prior than those for which grants were given without prior approval of the
Head of the Circle or the Director General of Posts. Should the institution /
organisation cease to exist at any time, such properties will revert to the
Department of Posts or disposed of in accordance with the Govt. orders.

XX. Financial assistance to tailoring classes.

Tailoring Centres may be opened in community centres or in the accommodation


provided to Recreation Clubs in the P&T Residential Colony for the benefit of
female trainees. The management of the Centre is controlled by Head of Circle

or his nominee as President, one Class.II Officer to be nominated as Secretary
and three members out of which two may be nominated from amongst the
residents of the colony and one member may be nominated from the Residents
Welfare Association. A non-recurring grant up to Rs. 2500/- for purpose of
Sewing Machines according to the requirement on the basis of the number of
trainees may be given. This grant has also been increased to Rs. 5000/- w.e.f.
01-07-90. The part time tailoring teachers were initially entitled to a remuneration
of Rs. 150/- to Rs. 200/- which has now been increase to Rs. 750/- p.m. with
effect from 01-09-99.

XXI. Holiday Homes

Holiday Homes have been established throughout the country for the benefit of
the postal employees. At present there are 27 holiday homes in the various
circles. List of holiday homes alongwith their complete address and the
controlling officer has been given in the annexure.

Heads of Circle have been delegated financial powers for hiring of


accommodation for holiday homes as indicated below. These powers are to be
exercised after the Postal Services Staff Welfare Board approves the proposal
for opening of a particular holiday home.

The Heads of Circle were delegated financial power to hire accommodation for
holiday homes for Rs. 3,000/- p.m. vide this office letter No. 17-5/89-WL/Sports
dated 25-07-90.

The Department has revised the financial power delegated to the heads of circles
and head of the department vide O.M. No. 6-14/87-Fin. Coord ¼Vol. V½ dated
26-03-2002 issued by the Finance Advice Wing of the Directorate.

The powers for hiring accommodation for office cum residence purpose is
contained in schedule II item No. 7¼b½ ¼vi½. These powers are as follows:-

For Office-cum residence Classes of cities.

A1 Rs. 25,000/- per month.


A Rs. 20,000/- per month.
B1 Rs. 15,000/- per month.
B2 Rs. 10,000/- per month.

Others Rs. 8,000/- per month.

It has been decided to exercise the same financial power for hiring
accommodation for holiday homes as has been delegated to the Heads of
Circles and Heads of the Department in the Department of Posts as mentioned
above, subject to same terms and conditions as laid down in O.M. dated 26-03-
2001 with immediate effect.

The rent should be approved by the Fair Rent Assessment Committee of the
Circle and all formalities and rules will be observed as in case of hiring
accommodation for office-cum-residence.

XXII. Financial assistance to Recreation clubs

¼i½ Letter No. 19-1/87-WL/Sports dated 27 Sept. 1989

Consequent on enhancement of the amount of grant-in-aid to the Recreation


Clubs in various Ministries / Departments by the Ministry of Finance the rates of
grants-in-aid to the Recreation clubs under the Department of Posts were also
enhanced. The rates of matching grant to these clubs were also enhanced as
indicated below:-

¼a½ The rate of Grant-in-aid at present is Rs.10/- per head per annum.

¼b½ In addition to grant-in-aid the Recreation Club are provided an additional


grant-in-aid upto Rs.5/- per head per annum to match the subscription collected
by the club during the financial year.

The grant-in-aid is admissible on the basis of total strength of Govt. Servants


including Gazetted Officers borne on the strength of a particular organisation.
Grant-in-aid in respect of Gazetted Officer will be admissible only to such clubs
where membership is open to such officers. Gramin Dak Sevaks are not
included in the strength of an organisation for the purposes of calculating the
grant-in-aid on matching grants in this case.

The Recreation Clubs must follow the model-bye-laws as circulated with the
aforesaid letter. It should be ensured that the Presidents of the Clubs are
nominated as per these model-bye-laws. They will be responsible for proper
maintenance of accounts and ensure that the funds allotted to the Recreation
Club are spent on such activities as are provided in the model-bye-laws and are
in accordance with the instructions issued by the Directorate regarding the
purpose for which the grants can be spent.

XXIII. Financial Assistance to Residents Welfare Associations

The P&T Resident Welfare Associations are given grants in aid at the rate of Rs.
10/- per residential quarter per annum on submission of duly audited accounts of
the association and also ensuring that elections of the Executive Committee are
held regularly and properly.

XXIV. Augmentation of Welfare Fund by voluntary contributions from the


staff

In the orders dated 26-09-1997 it was decided to collect contribution from the
postal officials for Circle Welfare Fund on voluntary basis at the rate of Rs.4/-
p.m. for Group 'A', Rs.3/- p.m. from Group 'B', Rs.2/- p.m. from Group 'C' and Rs.
1/- p.m. from Group 'D' and GDS. However, in the orders dated 26-04-2002 it
was decided that the increase in the present quantum of voluntary contribution, if
any, may be decided by the circles themselves.

XXV. Prime Minister's Relief Fund etc. contributions not to be routed


through Circle Welfare Fund

A study of Receipt and Payment Accounts submitted by the Circles during the
last number of years have indicated that many a times transactions other then
those relating to Welfare Fund such as Prime Minister's Relief Fund,
Earthquake/Cyclone Relief Fund, Circle Benevolent Fund etc. are transacted
through the Welfare Fund Post Offices accounts. This violated the Constitution of
the Welfare Board, as there is no provision in the Constitution for such
transactions. This not only makes the Welfare Fund accounts unrealistic but also
complicates the matters unnecessarily. It is, therefore, enjoyed that only the
funds meant for Welfare as per the constitution of the Fund should be taken into
books of the Welfare Fund and transacted through the Post Office Savings
Accounts of the Fund.

XXVI. Grant of advances from the Circle Welfare Fund on behalf of the
Central Welfare Fund

It has been observed that a few of the Circles provide advances to the
employees out of the Circle Welfare Fund on behalf of the Postal Services Staff
Welfare Board. This action of the concerned Circles is irregular and outside the
provisions of the Constitution of the Welfare Board. No such power has been
delegated to the Circles either through the administrative instructions nor such a
provision exists in the Constitution of the Postal Services Staff Welfare Board. It

is, therefore, enjoyed on all concerned that no advances on behalf of the Central
Welfare Board should be given by the Circles.

SPORTS ACTIVITIES

¼i½ Annual Sports Calender

In order to finalise the annual sports calendar all the Circles are requested to
send at least three preferences indicating inter-alia the names of the Events
proposed to be held as well the month in which they can be held so that the
games are allocated to the Circles. Every effort is made by the Directorate to
allocate All India Postal Sports Meets as per the preferences given by the
Circles. They are also decided to be held in the months as suggested by them.

However, it has been observed that many a time's dates one finalised by the
Directorate and circulated by the host Circle concerned are proposed to be
changed. This up sets the schedule of the All India Postal Sports Meets.

In view of the foregoing it is, necessary that an effort should be made to fix the
dates keeping in view the local conditions, festivals, gazetted holidays and
academic necessities and above all the dates of all India Events fixed by other
Circles ahead of the circle concerned. The dates once approved should be
adhered to and promptly circulated to all concerned at least 60 days ahead of the
tournaments for proper planning.

Under the instructions issued by the Department of Personnel and Training the
central Govt. servants participating in the sporting events and tournaments of
national or international importance are entitled to number of facilities as
mentioned below:-

¼a½ Special casual leave not exceeding thirty days in any one calendar year for
pre-selection trails for the events of national / international importance and
specified coaching schemes as specified in the OM dated 16-07-1985.

¼b½ The actual days of participation in the events of national /international


importance is treated as duty as per OM dated 16-7-1985.

¼c½ The journey period for the games as stated in ¼b½ above is treated as
duty as per the aforesaid OM.

¼d½ The period spent in pre-participation coaching camp for the games as
mentioned in (b) above is also treated as duty as per the said OM.

(e) The players can travel by first class for the aforesaid games within the country
as per the said OM.

(f) Economy class by Air is allowed for international participation as per the OM
mentioned above.

(g) Special Increments maximum up to five are granted to a sports person for
achieving excellence in spots. As per OM dated 30.01.1989 the increment is to
be granted from the first of the month following the month in which sports events
are completed and the sports persons should claim these benefits as early as
possible.

(h) DOP&T in their order dated 30.01.1989 has clarified that National
Championships conducted by the recognized sports federations in individual
disciplines and national games conducted by Indian Olympic Association should
be recognized as events of National Importance. Similarly events organized by
the International Sports Bodies in the disciplines and in which participation has
been with prior approval of the department of Youth Affairs and Sports may be
treated as Sporting events of International importance.

(i)The DOP&T has further clarified in their OM dated 30.01.1989 that the
provisions of their OM dated 16.07.1985 are not applicable to the veteran meets.

(j) As per the COP&T orders dated 02.07.1986 an individual sportsman


participating in National/International events will be treated as having shown
excellence if he achieves first second of third position in the individual games.

(k) Subsequently DOP&T has clarified that a sports person would be treated as
having shown excellence in team events if the team obtains first position in the
tournaments of National/International importance.

(l) The tournaments rceognized by various Federations and given the status of
National level are treated as having national importance.

(m) Since the advance increments are to be granted under FR 27 the authority
competent to grant advance increments will be as defined under 27.

(n) DOP&T instructions dated 07.11,1988 provide that Technical Officials of the
administration of the tournaments, who are invited by the Sports
Federations/Associations for the purpose of conducting tournaments at State
level/National level and International Level and International level are entitled for
upto 30 days. Special Casual Leave in a Calendar year.

(o) The DOP&T in their OM dated 08.08.2001 as circulated vide this Department
letter No.6-2/2000-PAP dated 06.09.2001, has clarified that consequent on the
revision of pay scales form 01.01.1996 on the recommendations of the Vth Pay
Commission the matter relating to the revision of rate of personal Pay in respect
of those Central Governments Employees who had already participated in
sporting events and tournaments of National of International Importance and
were in receipt of Personal pay prior to 01.01.1996 has been reconsidered. It has
been decided that the rate of Personal Pay in respect of those Government
Servants who were already in receipt of Personal Pay prior to 01.01.1996 in
terms of the provisions contained in OM dated 16.07.1985 read with 07.11.1988,
will be an amount equal to the lowest rate of increment in the revised scale
corresponding to pay scale of the post against which the individual had earned
the personal pay in the pre revised scale of pay and they will be allowance the
same number of increment as had be allowed in the pre-revised scale. The
above orders are effective fro the dated an employees draws pay in the revised
scale of pay applicable in accordance with CCS(RP) Rules 1997.

(p) As per OM dated 09.09.1987 the Government Servants who participate in


Cultural activities of an All India of Inter State character organized by the Central
Secretariat Sports Control Board of on its behalf may be granted Special Casual
leave not exceeding 30 days in any calendar year provided that such special
causal leave will not be admissible for practice or for participation in cultural
activities organized locally.

(q) it has further been mentioned in the OM dated 09.09.1987 that the
government Servants who participate in dancing of Government sponsored
bodies (Institutions and organizations substantially controlled by the Government
and which receive substantial assistance from the government in form of grant in
aid) at regional, national and international level may be granted Special Casual
Leave not exceeding for practice in connection with the cultural activities.
(r) The DOP&T has clarified in their OM dated 08.06.1989 that the tournaments
conducted by Central Civil Services Sports Board are recognized as the events
of National importance for the purpose of availing benefits mentioned in OM
dated 16.07.1985.

(s) In OM dated 30.01.1989 it has been clarified that the provisions of OM dated
16.07.1985 are applicable only to Central Government Sports persons
participating in sporting events of National/International importance and it is not
necessary that they should be deputed by the government.

(t) The Department of Youth Affairs and Sports have clarified that whenever
National Sports Federations send the teams for participation in International
Sporting Events and Sports persons sent happen to be employees of
State/Union territory/Ministries/Departments of Government of India, they should
be extended assistance including financial assistance only in such cases when
their International participation has been approved by the Union Department of
Youth Affairs and Sports.

In case of non-approval of such participation, these sports persons should not be


given any financial assistance or other facilities like Special Casual Leave etc.
and their visits abroad should be treated in their individual capacity.

The question of enhancing the rates of cash awards being given to the
outstanding sportspersons was discussed in the 9th Meeting of the Postal Sports
Board and it was decided to enhance the rates of cash allowance for fiest,
second and third positions in the national/International Sports tournaments held
by the respective federations as indicated below.

It was decided to call this allowance as preparatory allowance. It was also


decided that these awards would be given against each item separately. For
example would sports person secures three first positions in three events ion

National/International tournaments he would be entitled to three award i.e. Rs.
9000/-. This amount is to be paid fro the Circle Sports Fund.

As per the instructions dated the 23.3.1994 the Circles Sports Boards may
consider grant of monetary incentives to sports persons who secure position in
All India Postal Meets Boards. However, in the orders dated 30.11.1998 it was
decided that the cash awards for individual events in All India Tournaments be
raised to minimum of Rs.1000/-, Rs.750/-m and Rs.500/- for first, second and
third position respectively depending upon the budgetary position with the
stipulation that the funds for the purpose would be raised by the Circles
themselves.

In the orders dated 30.11.1998 it was further decided to enhance the refreshment
allowance being paid for coaching camps form Rs.20/- per day to Rs. 40/- per
day.

All the participants in All India Postal Sports Meets are entitled to Daily Allowance
of Rs. 80/- per day for full day and Rs. 40/- for less than 12 hours. This amount is
payable from the Circle Sports Board Fund.

In case of All India major ranking tournaments held by the National Federations
the participants are entitled to the existing rates of D.A. However as per the
orders dated 06.05.1996 where the amount of DA is less then Rs. 80/- for day
and Rs. 40/- for less then 12 hours the difference would be reimbursed by the
Circle Sports Boards to the individual players.

The refreshment allowance is payable for the National Level tournaments. It was
decided vide orders dated 1.9.1999 that refreshment allowance being given for
the national level tournaments would be 60/- per day for the tournament days
only. However for the coaching period the amount of refreshment allowance
would be Rs. 40/- per day in addition to the DA as discussed above.

It has been decided vide orders dated 10.05.1996 to fix a minimum kit allowance
at Rs. 250/-(Rs.Two hundred and fifty only) for all the sports except Chess,
Carrom and Culture. The Circles are at liberty to increase the kit allowance if they
feel so but the minimum will be Rs.250-/.

In the order dated 20.08.1999, it was decided to grant blazers to the Technical
delegates deputed by the Directorate for All India Postal Sports meets subject to
the condition that the funds for the purpose would be provided by the respective
Circles Sports Boards from their own sources and the Blazers would be provided
by the Circle to which the technical delegate belongs. It was also decided to
increase amount payable for blazers to Rs.1500/- only for the entitled staff as
mentioned in the Directorate letter No. 10-2/87-WL & Sports dated the July 1988
with the same terms and conditions as mentioned in the said letter.

In the orders dated 31.01.2002 it has been decided that the kit money being
given to the players, coaches and managers of the teams which participate in the
National Championships would be Rs.750/- with effect form 01.04.2002.

iV) All India level Awards in Sports given by the Department.

Every year the Department gives four following awards in the field of Sports:-

a) Best Sports Circle.


b) Best Sportsman.
c) Awards for the official who contributes most during a year for
promotion of sports.

These awards at present consists of the following:-

a) Best Sports Circle: Rolling Trophy instituted in the name of Dr.


B.R.Ambedkar. Another rolling trophy donated by Shri N.C.
Talukdar, former member of the P&T Board
b) Best Sportswoman: It also consists of a cash award of Rs.2000/-
and a citation. Shri N.C. Talukdar has also donated a trophy for the
Best Sportswoman.
c) Award for the official who contributes the most during a year for
promotion of the sport: This award consists of cash prize of Rs.
1000/- and a citation.

All the awards except the fourth award for Best Promoter of Sports are given on
the basis of the points earned by the competitors in the respective categories as
per the scale laid downin the O.M. dated 28.11.1999. The award for Best
Promoter of Sportsis given on the basis of recommendations of the Heads of
Circle who are required to send a write up indicating the contribution made by the
official for development and promotion of sports during the year.

The Sports persons must secure a minimum of 30 points in order to be eligible


for the award in their respective category. These awards are presented at the
time one of All India Postal Sports Meets. All the individual award winners are
entitled of free boarding and lodging at the place where awards are presented.
They are also allowed to travel by first class by Rail from the place of their duty
and they are to be treated as on duty during the period of their stay for two days
and the journey period.

On an experimental basis it has been decided for the year 2002-2003 that for the
awards for Best Sportsman and best Sportswoman the may send the
nominations with the specific recommendations of the Head of the Circle

covering the total sports qualifications, achievements etc., of the official
recommended. In case of Best Promoter of Sports it has been decided that
additional information may be given inducating the efforts made by the official
nominated for development of the teams by organizing coaching camps and
tournaments and the improvements made by the teams as a result of such efforts
in the States/All India Postal/National/International competitions. The circle have
also been requested to indicate the sports qualifications of the official in the write
– up.

v) Conduct of All India Sports Meets-Miscellaneous.

Conduct of All India Sports meets is a very strenuous exercise. Different steps
involved have been discussed elsewhere. However still the topics mentioned
below could not be included in any of the topics.

a) In the orders No. 1-7/1998-WL&Sports dated 10.12.1998 it has been


decided that all the Circles should send entries in the individual events
well in advance so that host circle may organize the event in a smooth
fashion. It was, therefore, decided that spot entries be prohibited in all
individual items in All India Meets/Tournaments.
b) As per Directorate letter No. 6-7/2002-WL&Sports dated 07.02.2002 all
the participating circles are required to bring respective Circle Sports
Board flag which are customarily hoisted at the venue of the tournament.
c) As per Directorate Letter No. 6-10/2001/WL&Sports dated 29th May, 2002
it was requested that in All India Postal Sports meets fixtures for the
various events should be drawn on the basis of actual confirmations of the
teams and in the Managers meet. This makes the fixtures realistic as well
as fair for all the participating teams.

vi) International Sports Events – Requisition of Referees, Umpires


etc
by the International Sports Organizations.

Letter No.2-6/2002-WL&Sports dated 07-02-2002

In the aforesaid letter it has been decided that financial assistance of Rs. 8000/-
per visit may be provided to the Referees/Umpires/Technical Officials from the
Department of Posts who are requisitioned outside India for International Sports
Events by the International Sports Organizations subject to the following terms
and conditions.

i) That the official represents India as Referee/Umpire/Technical Delegate in


an International Tournament held out of India and is not entitled to any
TA/DA etc from the Department.
ii) The assistance would be admissible only if the proposal has been

approved by the Department of Youth Affair and Sports.
iii) Prior approval of the competent authority in the Circle has been obtained.
iv) The expenditure would be met from the concerned Circle Sports Fund with
the approval of the President of Circle Sports Fund.

v) Managers' Meet.

A day before the opening of All India Sports meet a Managers' Meet is to be held
by the organizing circle to appraise the teams about the arrangements made for
the events as a whole and in particular about their accommodation and food. The
fixtures for the championships should also be drawn in the Managers' Meet only.
Any other item can also be discussed as considered essential by the host Circle
or the participating teams.

vii)Opening Ceremony.

a model programme for Opening Ceremony should be as follows:-

i) Arrival of the teams.


ii) Assembly of the teams.
iii) Arrival of the Chief Guest.
iv) Presentation of the Bouquet etc to the Chief Guest.

ix) Committees required for Conduct of the Meet:-

Holding of All India Postal Sports Meets is a very complex issue, which
involves lot of coordination and physical work. It is not possible for a single

official to handle all these jobs as such number of committee under the
chairmanship of senior officers of the Circle are formed to ensure smooth
conduct of the event. A model list of such Committees is given below
which may be altered so as to suit the local need of the event:-

During this ceremony the winners should wear the full sports uniform and
not the casuals.

The Secretary of the Host Circle Sports Board would arrange to send
write-up of the tournament, achievements and final results to the secretary,
Postal Sports Board, Department of Posts 2nd floor, Dak Bhawan, Parliament
Street, New Delhi.

It is also required of Host Circles of All India Postal Sports Meets to circulate to
all Heads of Postal Circle the results of All India Meet held by them with in a
fortnight.

xiii) Technical Delegates appointed by the Directorate for All India Postal
Sports Meets.

All officials who have obtained sports qualifications from the recognized sports
institutions like National Institute of Sports of have obtained degree or diploma in
any discipline of sports from a recognized University of Board can register
themselves a technical officials with the Directorate. This facility is also available
to those officials who have obtained necessary certificates for officiating as a
referee/umpire from the National/International Federation of the concerned
game. All these officials are nominated by the Directorate as Technical
Delegates in All India Postal Sports Meets to help the host Circle in organizing
the events. The services of Technical Delegates should be utilized by the host
Circle so as to ensure that the event is conducted in al fair and impartial manner.

A list of all such technical officials in all the games is enclosed.

xiv) Technical Staff obtained from the local sports authorities.

Directorate nominates technical delegates with a restriction on their participation


as players for the various All India Postal Meets.

Additional referees are obtained by the Circle from the Sports
Federations/Associations and States Sports Departments concerened. The
players, coaches and referees in the respective game have their own status each
game. In view of this, it was decided that the Directorate would continue to
nominate the technical delegates ofr the conduct of the tournaments but the
choice of the Chief Referee/his Deputy is left to the discretion of the Tournament
Committee to be decided keeping in view the status and seniority of all the
technical delegates.

All the participating teams are required to bring photo identity cards in respect of
all the participants.

They are also required to bring a group photo of all the participants duty
countersigned by the Director Postal Services concerned. This is essential in
order to stop entry of outsiders ot participate in the All India Postal Sports Meets.

It has also been provided that if any team allows outsiders to participate, the
team as a whole will be disqualified from the concerned championship.

xviii) Provision of accommodation for family members accompanying


the participants.

i) Letter No. 1-7/1998-WL&Sports dated 10.12.1998.

It has been observed that the participants in All India Sports Meet particularly in
the All India Postal Cultural Meets bring with them their family members also.
This creates problems for the host circle in making arrangements for the
outsiders. Therefore if any participants bring any additional individual alongwith
him he may do so at his additional individual accommodation etc. Would be
arranged by the host circle for stay of such additional person.

xviii) Technical instruction for conduct of All India Postal Tournaments


and All India Postal Cultural Meet
All India Postal Meets should be conducted as per the instructions issued by the
Directorate form time to time. A copy of each o the Instructions issued in case of
Athletic & Cycling, Basketball, Badminton, cricket, Chess & Culture, Football,
Hockey, Kabaddi, Table Tennis, Volleyball, Weightlifting/Powerlifting/Best
Physique, and Wrestling has been given in the annexure. Every effort has been
made to ensure that these instructions conform to the instructions issued by the
Nation Federation of the concerned discipline. However in case of any doubt or
conflict the instructions issued by the respective federation will prevail.

Manager and Coach for the teams.

Every contingent should be accompanied by a Manager and a Coach.


The President of the Circle Sports Board may select at own discretion suitable
officials connected with the event. Only those officials who are qualified
coaches in the particular discipline should be nominated coaches and in case
no qualified coach is available, any other player of the discipline who had
represented Department or played for the Circle may be nominated as coach
as the discretion of the President of the Circle Sports Board.

As regards Manager, the officials selected should have the knowledge of


the game for which he is being nominated It is not necessary that the Sports
Inspector or Welfare Officer be appointed as Manager, without any Sports
background in the particular discipline. The President Circle Sports Board must

ensure that the Manager be knowledgeable about the game and should have
organizing capacity. In fact Manager is required to play an important role in
maintenance of discipline among the players during the matches/fixtures in the
tournaments. It has been observed that on number of occasions the managers
fail to come up to the expectations so far as this area is concerned. It is,
therefore, required that the person selected, as Manager should be capable of
working as per the rules.
xx) Eligibility for participation in All India postal sports Events.
i) Letter No. 17-29/86-Sports (P) dated November, 1986.
ii) Letter No. 20-10/86-WL (P) dated 19.12.86.

The Casual Mazdoors who have completed six months service are
permitted to participate in the Departmental competitions. Gramin Dak Sevaks
are also permitted to participate in All India Postal Sports Meets.

The Gramin Dak Sevaks and Casual Mazdoors who participate in Sports
Events cannot be paid any salary as the period cannot be treated as on duty.
Any compensation in this regard to their wages can be given from the circle
sports fund.

xxi) Coaching camps for All India Postal Events.

i) Letter No.12-5/90-WL&Sports dated 15.2.90.


ii) Letter No. 12-S/92-WL&Sports dated 19.10.92.

The circles are permitted to hold coaching camps at Circle level for a
period not exceeding 14 days keeping in view the local conditions, need for
intensive coaching depending on the standard of the team availability of the
funds and other relevant factors. These camps may be held prior to their
participation in All India Postal Meets/Tournaments in the team events like
cricket, football, volleyball, kabaddi, basketball and hockey. The expenditure
incurred for holding such coaching camps on the above team events at circle
level should be met from the funds of the Circle Sports Boards. The officials who
are selected for such camps may be granted Special Causal Leave as
admissible under the rules.
xxii) Grant of two hours off for the Sportspersons.

In the aforesaid guidelines it has been prescribed that the sports
persons/coaches, who represent their circle in All India Postal
Tournaments/Meets/Competitions or represent.

the Department or the concerned states in the National Competitions may


be granted two hours off for practice. This concession is also available to the
officials who participate in the aforesaid competitions in the musical instruments
category. In the orders dated 30.8.1999 it was decided that the employees
participating in All India Postal cultural Meet may be given 2 hours off for one
month before All India Cultural Meet for practice. However the officials who
participate in group dance and dramas be given time off during the last 7 days of
start of the All India Cultural Meet, on the same basis as is being given for
coaching camps for the games The above concessions are always subject to
exigencies of service.
xxiii) Grant of Kit Allowance for participation in All India Postal Events.
i) Letter No.1-4/96-WI/Sports dated 10.5.1996.

As per the aforesaid orders all the participants in All India Sports Meets
except Chess, Carrom and Culture are entitled to a minimum kit allowance of Rs.
250/(Rupees Two Hundred Fifty only) however the Circles are at liberty to
increase the kit allowance if they so feel but: the minimum will be Rs. 250/
xxiv) Grant of TAJDA to the teams out of Circle Sports Fund.

All the participants including Managers and Coaches etc for All India
Postal Sports/Cultural Meets are entitled for TA and DA at the rates prescribed
by the Postal Sports Board from time to time. This payment is to be made by the
respective circles from the Circle Sport Fund.

xxv) Presence of all participating teams in the closing & opening


ceremonies.

i) Letter No.6-11/02-WL&Sports dated 12.12.02.


ii) Letter No.1-4/96-WIjSports dated 10.5.1996.

Absence of participants, Managers and Coaches in the Ceremonies has


been noted with concern by the Directorate. It. has, therefore, been enjoined on
all concerned that on a report having been sent by the Host Circle, the absence
of the players, Mangers and Coaches of the teams who have already reported for
the meet during the opening and closing ceremonies; in All India Meets should

be appropriately noticed by invoking the provisions of Administrative and
Disciplinary Rules for violation of CCS Conduct Rules 1964. Responsibility for
absence of the players during the ceremonies should be fixed on the Managers
and strict action should be taken against them

xxvi) Selection of national teams at All India Postal Meets.


The Department is affiliated with number of National Federations as
indicated in succeeding headings. The affiliation entitles the Department to
participate in the National level tournaments. Every effort is made to send a team
in the Nationals provided the notice etc. is received in time. In order to ensure
selection of the National Team of the Department for participation in the
Nationals, the process is completed during the All India Postal Tournament of the
game concerned. The number of players in a team has to be as per the
provisions prescribed by the respective federation e.g., in Hockey IHF allows a
team of 11 plus 5 reserves. For the purpose of selection a

a) Committee is constituted which normally consists of


b) Head of the Circle or his nominee
c) Chief referee of the tournament. Technical Delegates to the All India
Tournament deputed by the Directorate.

List of the players as selected by the aforesaid committee should be sent


to the Directorate immediately after the concerned All India Event is over. The
team for the Nationals held after the aforesaid selection would be sent as
selected by the aforesaid committee.

xxvii) Jury of Appeal.

Instructions have been issued from time to time that the games should be
played in the spirit of the games. Participants should play the fair game. The
decision of referee/umpires should always be accepted gracefully. Participants
should not engage in argument or indecent/abusive gestures with the
referee/umpires. In case of any disputed decision it is for the Manager to lodge
protest with the Tournament Committee. In order to deal with such protests it is
necessary that a Jury of Appeal should be constituted for each of the All India
Postal Sports Meets. The Jury may consists of

1. CPMG or a SAG Officer nominated by the CPMG.

2. DPS (HQ).
3. Observer sent by the Directorate.
4. One of the Technical Delegates.

The Jury of Appeal should dispose of all the appeals at the earliest and in any
case before close of the meet and announce the decisions. In disputed items
prize distribution will be held up till announcement of the decision of the Jury of
Appeal. No appeal will be accepted after distribution of the prizes.

xxviii) Grant of advances from the Circle Sports Fund

A study of Annual Receipts and Payments Accounts received from the


Circles Sports Boards indicate that advances are given from the Circles Sports
Funds to the officers/officials in connection with various sports activities. It has
been seen that the advances remain un-adjusted in some cases for number of
years thereby inviting adverse comments from the Audit and Internal Check
parties as well as creating problems in their recovery and adjustment.It is,
therefore, enjoined on. all concerned that as soon as the advances are given
they should be adjusted immediately on conclusion of the purpose for which they
were granted. In case the officials do not have these advances adjusted recovery
should be affected in lump sum from the pay of the official till full amount of the
advance is recovered.

xxix) Important instructions for All India Postal Sports Meets:

i) It is compulsory for all the participating teams to participate in the


Opening Ceremony, Get together, Prize/Medal distribution and the
Closing ceremony.
ii) The Manager and Coach of the team should ensure that
the team
must participate in complete uniform in the march past. No player
should leave the place of the tournament before completion of the
tournament in any case unless they have to go back to their parent
Circle.
iii) The Chief Guest on arrival will be received by the Chairman &
Members of the Organizing Committee and introduced to the
managers who will line up the entrance for the purpose. He is then
escorted to the dais.
vi) The contingents will march in the alphabetical order and will be headed
by a placard bearer who will be carrying the name of the Circle, and the flag

bearer will stand two places behind the placard bearer. The teams will march in
the formation of three columns. The host team will be the last contingent.
v) The Host Circle may arrange for a band from the police or local schools to
provide marching tune.
vi) As soon as a team reaches the saluting base it will dip its flag to the right
and all the players of the contingents will observe" eyes right" by turning
their head to the right. The placard bearer will turn their placard to the
right.
vii) After the completion of the march past the teams will form a line behind
the name board and the flag of each circle facing the main rostrum of the
stadium.
viii) The Chief Guest formally declares the meet open. The All India Postal
Sports Board Flag will then be hoisted.
ix) The Captain of the host team accompanied by the flag bearer will then
reach the oath-taking stand. The other flag bearers will also forward and
form a semicircle behind him. The captain of the host team will take oath
on behalf of all the participants. On conclusion of the oath, team captains
and flag bearers rejoin their teams.
x) In the closing ceremony of the All India Meet Chief Guest formally
declares the meet closed. The All India Postal Sports Board Flag is
lowered. It is brought by four participating players at slow march to the
rostrum and is folded. Then it is handed over to a leading sports person of
the host circle who will then hand it over to the Chief Guest. The chief
Guest hands over the flag to the Secretary, Circle Postal Sports Board for
safe custody.
xi) Two trained sports persons should always assist the Chief Guest at the
Flag Hoisting and Flag Lowering ceremonies. The trained sports persons
should clearly know and should be able to execute the drill correctly and
promptly for the successful conduct of the ceremonies. In case no trained
persons are available to players of the circle should be got trained from
the local Physical Education Institute /College or the Police Authorities.
xii) Managers and coaches should always be attentive to the announcements
made from the public address system from time to time.
xiii) The above are general instructions which can be modified or altered to
suit the need of local situations and circumstances.
xiv) a) The games should be played in the true sportsman spirit. The decision
of the match Referee/Chief Referee/Umpire shall be final binding on the
participating teams.

b) For other disputes the decision of the Jury of Appeal or any other
arrangement made by the Host Circle for the purpose would be final and
binding on the participating teams.
c) No team/player should give walk over in the match as it is against the
spirit of the game and gives an impression of fixing the fixture.
d) No team/player should walk out from a match or tournament in any
circumstances, failing which they should be considered by the parent
circle for disciplinary action against them including the Manager and the
coach as they would be guilty of having failed to enforce discipline among
the team members. In addition no TA/DA and Casual Leave should be
granted from the date the team walks out of a match/tournament.
xv) The Chief Referee, Technical Staff drawn from the local Sports
Bodies/authorities and other technical persons should always be honored
by giving appropriate mementos on the dais during Closing Ceremony.
xxx) Games in which Department is affiliated with the national level
Federations.

The Postal Sports Board is already corresponding to obtain affiliation with the
Amateur Kabaddi Federation of India and Basketball Federation of India.

and participants in All India Tournaments who are on tour on government
expenses to be present in the Opening and closing ceremonies of All India Postal
Tournaments.

In all Departmental Tournaments it is expected of all the athletes/players


and -- other participants to be sportive, to observe exemplary behaviour,
discipline and honour the decision of the referee/umpire even when it goes
against them. I n fact there should be no occasion to boycott a match or to leave
the field in the middle of a match. Such acts are to be treated as acts of
indiscipline and dealt with sternly by the Circles. In addition to debarring the
concerned participants from future tournaments, it is always open to team
managers to submit their protests in writing at the end of the match to the
Chairman of the Tournament Committee.

A uniform code of conduct was framed detailing duties of Managers,


Coaches and the Participants and circulated to all the circles in 1990. The duties
of all the above persons are as follows:-

Code of Conduct/Duties - All India Postal Meets.

For Participants:-

All participants are expected to maintain strict discipline on and off the filed. Any
violation may involve.

1. Disciplinary action apart from other measures like


debarring from
future matches/Tournament.
2. Participants shall do nothing likely to affect the prestige of the
Department.

3. All participants should participate in opening and closing functions and


march-past, if arranged. Boycott of such functions for any reasons,
whatsoever, will be treated as breach of discipline.
4. Participants should play the game fair. The decision of referee/umpires
should always be accepted gracefully. Participants should not engage
in argument or indecent/abusive gestures with the referee/umpires. In

case of any disputed decision it is for the Manager to lodge protest with
the Tournament Committee.
5. Indiscipline/Misbehavior/violence in any form will be sternly dealt with.
6. Participants shall not be under the influence of alcohol/drugs on and off
the field
7. Participants should cooperate with local organizers and as sports
persons should bear with inconvenience, if any.
8. Participants should make note of their matches/items and should
report at the venue well in time. In case, there is some change in the
schedule at short notice, they should cooperate with the organizers.
9. Players should abide by the instructions of the Coach/Manager during
the practice sessions/matches.
10. Players should not resort to any action which may
hamper the smooth conduct of the Tournament.
For Managers:-

1. Manager should take proper care of well being of the members of the
team on and off the field from the time it leaves the Head Quarters till its
arrival back in the Head Quarter.
2. They should ensure that the team/players/athletes report for matches at
the venue in time.
3. They will help the team members in reservation of their journeys in both
the directions.
4. In case of illness of any member, they will report to the Medical Committee
to arrange treatment for him. In case of any other problem during the
period of tournament, they should seek assistance of the Host Circle.
5. They will obtain sufficient advance from the Circle Sports Board and settle
payments of Railfare/DA/TA to the participants soon after arrival at the
place of Tournament. .
6. They will render the accounts and submit vouchers along with their report
to the Secretary of the Circle Sports Board within 15 days of return from
the tournament.
7. They will ensure that the participants observe the code of conduct for
them in letter and spirit. Cases of violation, if any, will be reported to the
concerned President of the Circle Sports Board, immediately their return
to Head Quarter.
8. They will also perform the duties of Coach, wherever no separate coach is
sent with the team and duties of Coach are assigned by the Circle Sports
Board.
9. They will extend their full cooperation to the Host Circle and help in
smooth conduct of the tournament.

Coaches:

1. Coaches will be responsible for organizing the coaching camp (wherever


arranged) prior to All India Meet.
2. They will train, coach and shape the players after identifying their strength
and weakness during the coaching camp.
3. They will look after the technical and tactical approach of the team.

4. Before each match actual players to be fielded will be decided by the


Coach in consultation with the Manager and the Captain.
5. Coach will ensure that the players are provided with kit and they appear
on the court in the appropriate playing kit.
6. They will help the Manager in maintaining disciplines of the team.
7. They will report. On the performance of the team with suggestions for
improvement to the Secretary of the Circle Board within 10 days of
completion of the Meet.
