Burlington Code of Ordinances (“BCO") and is based upon the inspection conducted
I. FINDINGS OF FACT & CONCLUSIONS.
‘A. Ned H Holt, Cty Building Official forthe Department of Public Works (DPW) inthe City of Burlington.
DPW administers the City’s Vacant & Dangerous Building Inspection Program, pursuant to Article II of BCO
Chapter 8. Thave been delegated responsibility by the Department of Public Works Director to enforce the
dangerous structures requirements of the ordinance, pursuant to BCO § 8-44. BCO § 8-45 obligates me to
inspect a building upon receiving information that the building violates building, fire prevention and public
ssaety ondinances or is otherwise in such unsafe condition tht the public safety is endangered,
B, [received a phone call Sunday May 22, 2016 regarding a building located at 292 Plattsburg Avenue. The
phone call come from the director of Code Enforcement sharing with me that he was in route tothe based on a
‘all from Burlington Police call indicating that a structure was slipping nto the river duc to a bank failure. On
site was the City of Burlington City Engineer and declared this structure dangerous tothe occupants and all
services has been disconnected immediately,

C. On or about May 23, 2016, arrived on site to conduct a visual inspection and collet data on the structure
Ibeated at 292 Plattsburg Avenue property. My onsite visit disclosed more of the bank had fallen away
