Guiding Process for Serving Students in Special Education and


English Language Development Services (ELD)

WSD serves approximately 300 students who are identified as needing both Special
Education and ELD services in grades K 12. The district is required to be in compliance
with both Special Education and ELD regulations. The mission of our school district is to
have all students, regardless of disability, have the opportunity to receive language
development instruction at their individual level.

How does a school un-suspend ESOL services for Students?
As IEP team meetings are held throughout this school year, the IEP team will
determine what level of services a student will need for ESOL services. Each IEP
team will also determine where ESOL services will be provided. If the Special
Education teacher has received Second Language Acquisition and Systematic ELD
professional development, the Special Education teacher will integrate ESOL
services into their classrooms and programs.
Does this process change the makeup of the IEP team?
For dual identified students, the Language Program Coordinator will need to be
invited and attend the

Where are the ESOL services that are being provided for students being documented?
On the IEP under related services (IEP Casemanager); in the Blue ESOL portfolio file

No. ESOL Services should not be written as separate goals. If a student has a
literacy based goal
(reading/writing) there will be some overlap into ESOL services
based on the individual needs of the
student.
Can a student participate in portions of ELPA but not the entire assessment?
Yes. Based on a students specific disability and needs, the student may
participate in the complete assessment or portions of the assessment. The IEP team
will be determining meaningful and adequate access to ELPA for student participation.
Student level of disability will also factor into this decision.

How do we document if a student is not receiving
ESOL Services?
The student will need to be reclassified as a non-ESOL student. Having the
Language Program
Coordinator as part of the IEP team will assist in the compliance
piece for this process. This decision
will be in two places on the IEP: Special Factors
section and meeting notes.

How do I document decisions about ESOL services on an IEP?


Examples of meeting notes documentation: K-5 student receiving ESOL services
through gen ed: Student is receiving ESOL services through ELD class; K-5 student not
receiving ESOL services in Life
Skills: The IEP team has determined at this time that
the student is a non-ESOL student and ESOL
services are not required. The student
will continue to receive a literacy rich learning environment
through the selfcontained classroom.
