Scenario Narrative
Three days ago, a magnitude 7.6 earthquake struck off the coast of Sumatra,
Indonesia ago at 1716 local time. The epicenter (0 43 30 S, 99 51 21.6 E) was
45 kilometres (28 mi) west-northwest of Padang, Sumatra, and 220 kilometres (140 mi)
southwest of Pekan Baru, Sumatra. Early estimates believe the quake has caused more than
1,300 deaths. The earthquake originated in the SundaSubduction zone where the Indian and
Australian tectonic plates subduct under the Burma and Sundatetonic plates. The Sunda
Subduction zone is home to the worlds most violent volcanoes and seismic events. The
Sunda Subduction zone is responsible for causing the 2004 Bande Ache Tsunami.
The most deaths occurred in the areas of Padang Pariaman (675), Padang (313), Agam (80)
and Pariaman (37). In addition, around 135,000 houses were severely damaged, 65,000
houses were moderately damaged and 79,000 houses were slightly damaged. An estimated
250,000 families (1,250,000 people) have been affected by the earthquake through the total
or partial loss of their homes and livelihoods.
Due to extensive damage, your team was unable to fly directly into Minang Kabau
International Airport or Tabing Airport near Padang. Instead, you were forced to fly on a
Indonesian Military relief flight from Jakarta to Sultan Syarif Qasim II International Airport in Pekan
Baru (205 KM Northeast of Padang). While terrorism is not a typical occurrence in this region, the
population is desperate and may resort to violence. Therefore, security is a real concern.

Task
You have arrived at your hotel in Pekan Baru. The hotel has electricity and internet. You will set up a
temporary Local Coordination Team here at the hotel. You have been tasked with conducting Rapid
Village Assessments tomorrow morning. Take this time to create a detailed plan of how you will conduct
your assessments tomorrow. Your team has been assigned to assess the following villages located
between Padang and Pekan Baru:

Bukit Tinggi (91,983)

Pasir (30,234)

These villages have been heavily impacted by both the earthquake and resulting landslides. Expect
potential roadblocks as numerous landslides have affected this mountainous region. A week of steady
rainfall has only exacerbated the problem. Plan accordingly. Rainfall is expected to continue through the
rest of the week with occasional periods of sun.
Todays forecast for the region:
Rain showers. There is a 70% chance of precipitation. Partly cloudy. Hot, Muggy. Temperature of 34C.
Winds NE 3km/h. Humidity will be 52% with a dewpoint of 23 and feels-like temperature of 39C. Sunrise
is 0550 and Sunset is 1935.

Operations Plan:
Before you depart to conduct the assessments, you must develop a detailed operations plan. Below you
will find a sample outline of an Operations Plan for conducting assessments in a disaster zone. Use this
outline to help you formulate a plan. Be prepared to brief you plan to the rest of the class. As part of your
plan you much choose equipment to bring with you. Your limitations will be by both space and budget.
You will have an available budget of $7,000.00 USD provided by donors. Directly below the Operations
Plan Outline is a list of available equipment and the price. Each item has a check box for the quantity you
would like. Fill out the equipment request and stay within budget. It may be a good idea to leave some
extra funds if additional needs arise during the assessment. Follow the outline below and be prepared to
brief you plan to the rest of the class. It is recommended that each assessment team brief their individual
plan and that the LCC staff briefs the overall plan. It is also recommended that you have each staff
member brief based upon their role. For example, the information lead would brief the situation segment,
the Logistics and Communication Lead would brief the logistics and communication segment, etc.)

Briefing
Now that you have completed your Operations Plan, brief it to the rest of the class. This is an
example of coordination between various participants. You may be asked to brief your plan
during a UN cluster meeting in the future. This will help prepare you to that end.

Scenario Start
With the briefing complete, it is time to begin your mission. At this time, the RAT teams and
LCC will all separate into different parts of the room or entirely different rooms. The scenario
has officially begun and the RAT teams have departed to their assessment sites in
accordance with the Operations Plan that you have written. The RAT teams and the Local
Coordination team will receive various pieces of information on Inject cards. They must
react to this information and coordinate amongst each other using cell phones or email. For
the remainder of the exercise, your instructors will act as both response partners and the
beneficiaries. Any questions, requests, or inquiries should be directed to them.
