FirstofallthisisaconfidentialemailandIwillliketoremainconfidential.Asyouhave
noticedIhavemadecopiestoMr.ArellanobecauseIwantcitymanagersofficetobeaware
ofthisemail.IampartoftheCTTC(CommunityTechnologyandTelecommunication
Commission)fromDistrict1.IamleadingtheworkgroupforCellularPhoneActivitiesincity
ofAustin.ItwasformedundertheCommissionssupervision.Workgroupsarequasi
legislativebodiesandactindependentlywithintheboundariesifcitylaws.Oncetheyhave
beenformedthroughcommissionvotingtheyarenottobeinterferedwith.

IhavefacedsteepresistancefromtheChairmanoftheCommissionandMrs.Hawkinsto
moveforwardincludingharassmentincommission.Example:Thecityisbuildinga
comprehensivetelecommunicationplanandtheCommissionhasnotbeenaskedtoget
involvedeventhoughitismandatedbythecityordance#20111208073whichisthe
backboneofCTTC.Doingacompletenewcellularphoneplanforcitywithoutany
assistancefromcityisquitedifficult.Iwasaskedinthecitycommissionmeetingtocontact
the3largecarrierstounderstandsomebasictechnologyandcellularcityplanningideas.I
didaccordinglyafterensuringfromyouremailsthattheyarenotinthenocontactlist.To
mysurpriseIhavecometorealizethatMr.LemuelWilliamshavecontactedthispeople
withoutmyconsent(Ihaveemailtoprovethat).HehasthreatenedthepeopleofVerizon
withfalsestatementsinordertocancelthesemeetingsbehindmyback.Idobelievecouple
ofcityemployeesareinvolvedbecausehehasalsoinvokedMrs.Hawkin'snametoVerizon
whentheyinitiallyrefusedtocancelthemeeting.Thisisunethicalatsomanylevelsthatit
makesmeangry.Mr.WilliamshasbeenappointedbyMr.Zimmermanandhedidnot
authorizethisactivity.Ihavealreadyspokentohim.Iamaskingyoutoputthisinfrontof

Iamwritingtoyouasacommissionerofthecity.Wehavetalkedbeforeregardingcode
complianceissues.CommissionsareindependentbodiesandMrs.HawkinsandMr.John
Spiers(workingforher)arenotallowingtheCTTcommissiontooperateindependently.The
commissionhasnotevenbeenallowedtogetinvolvedinthedevelopmentofcity's
"comprehensivetelecomplan"whichvariousdepartmentsareworkingonandthebasic
dutyofthecommission.Ifindtherelationshipbetweencityemployeesandthecable
companiesverystrangetosaytheleast.WhenIbroughtupissuesofcablecompanies
destroyingutilitypolesIwascompletelyshutoff.Improvingthecellularinfrastructureofthe
cityhurtsthecablecompaniesandthishurtscityrevenue.ButCellulartelecommunicationis
moreimportantthancityrevenue.AsyouknowIamarationalpersonwhoisextremelywho
comestoconclusionbasedonanalysisandnotemotion.Iamrequestingyoutotake
necessaryactiontochangethesituationifpossible.Letsnotcompromisethebasicethics
systemofthecity.IamlookingatthismorefromawhistleblowerstandpointbecauseI
believethereismoretoitthanjustcancellationofameeting.
Asanoteinlast8monthswehavenotbeenabletoproduceacorrectbylawdocumentall
wehadtodowascutandpaste1.5pagesofpaperandthatwasdonewrong.Thisshows
