LOAD LINE 1966/1988

THE INTERNATIONAL CONVENTION ON LOAD LINE 1966 HAS BEEN


AMENDED BY A 1988 PROTOCOL ARE SET TO ENTER FORCE 3 FEB 2000
AND REFERED TO LL 66/88.
THE 1988 PROTOCOL TO LOAD LINE CONVENTION 1966 ENTERS INTO
FORCE 12 MONTH AFTER BEING ACCEPTED BY FIFTEEN STATES WITH
NOT LESS THAN FIFTY PERCENT OF THE GROSS TONNAGE OF THE
WORLD'S MERCHANT SHIPPING.
THE PARTIES TO THE PROTOCOL UNDER TAKES TO GIVE EFFECT TO THE
PROTOCOL PROVISIONS AND THE ANNEXES HERETO WHICH SHALL
CONSTITUTE AN INTERNAL PART OF THE PRESENT PROTOCOL.
THE CONFERENCE HAVE ADOPTED THE PROTOCOL 1988 RELATED TO
ILL1966 WHICH INTRUDUCES INTER ALIA ,THE REVISION OF ARTICLE
AND REGULATION OF ILL1966 CONVENTION IN ORDER TO STANDARDIZE
THE PERIOD OF VALIDITY OF CERTIFICATES AND INTERVALS OF
SURVEYS REQUIRED BY THE INTERNATIONAL CONVENTION FOR
SAFETY OF LIFE AT SEA 1974 AND 1966LL CONVENTION.
THE REGULATION TAKE INTO ACCOUNT THE POTENTIAL HAZARDS
PRESENT IN DIFFERENT ZONES AND DIFFERENT SEASONES THE
TECHNICAL ANNEX CONTAINS SEVERAL ADDITIONAL SAFETY MEASURES
CONCERNING DOORS,FREEING PORTS,HATCH WAYS AND OTHER ITEMS .
THE MAIN PURPOSE OF THESE MEASURESIS IS TO ENSURE THE
WATERTIGHT INTEGRITY OF SHIP'S HULL BELOW THE FREEBOARD
DECK.
ALL ASSIGNED LOAD LINES MUST BE MARKED AMIDSHIPS ON EACH
SIDE OF THE SHIP TOGETHER WITH DECK LINE TO PROVIDE AGAINST
THE IMPACT OF WAVES.
THE LOAD LINES CONSIST THREE ANEXES:
ANNEX 1 DIVIDED INTO FOUR CHAPTERS:
CHAPTER 1-GENERAL
CHAPTER 2-CONDITIONS OF ASSIGNMENT OF FREEBOARD
CHAPTER 3- FREEBOARDS
CHAPTER 4-SPECIAL REQUREMENT FOR SHIPS ASSIGNED
TIMBERFREEBOARDS
ANNEX 2 COVERS ZONES,AREAS AND SEASONAL PERIODS

CERTIFICATES

BASIC FREEBOARD ARE GIVEN IN THE RULES WHICH ARE DEPENDENT


ON THE LENGTH AND TYPE OF VESSEL.
SHIPS ARE DIVIDED INTO TYPE A AND B .TYPE A SHIPS ARE THOSE
WHICH ARE DESIGNED TO CARRY ONLY LIQUID CARGOES
IN BULK ,ONLY SMALL ACCESS OPENING CLOSED BY WATERTIGHT
GASKETED COVER OF STEEL OR EQUIVALENT MATERIAL.
THESE VESSEL BENEFIT FROM THE MINIMUM ASSIGNABLE
FREEBOARD.ALL SHIPS WHICH DO NOT COME WITHIN THE PROVISIONS
REGARDING TYPE A SHIPS ARE CONSIDERED AS TYPE B SHIPS.
CONDITION OF ASSIGNMENT OF FREE BOARD:
(1)THE CONSTRUCTION OF THE SHIP MUST BE SUCH THAT GENERAL
STRUCTURAL STRENGTH WILL BE SUFFICIENT FOR THE FREEBOARDS
TO BE DESIGNED.THE DESIGN AND CONSTRUCTION OF THE SHIP MUST
BE SUCH THAT HER STABILITY IN ALL PROBABLE LOADING CONDITION IS
SUFFICIENT FOR FREEBOARDS ASSIGNED.
(2)SUPERSTRUCTURE END BULKHEADS TO BE OF EFFICIENT
CONSTRUCTION TO THE SATISFACTION OF THE
ADMINISTRATION THE HEIGHTS OF SILL SHOULD BE AT LEAST 380mm
ABOVE THE DECK.
(3)HATCHWAYS CLOSED BY PORTABLE COVERS WITH TARPAULINS
COAMINGS SHOULD BE OF SUBSTANTIAL CONSTRUCTION
WITH A HEIGHT ABOVE DECK OF AT LEAST 600mm ON EXPOSED
FREEBOARD.
(4)HATCH WAYS CLOSED BY WEATHERTIGHT STEEL COVERS:MEANS OF
SECURING WEATHERTIGHTNESS SHOULD BE TO THE SATISFACTION OF
THE ADMINISTRATION.THE TIGHTNESS BEING MAINTAINED IN ANY SEA
CONDITION.
(5)MACHINERY SPACE OPENING THESE ARE TO BE PROPERLY FRAMED
AND EFFICIENTLY ENCLOSED BY STEEL CASINGS
OF AMPLE STRENGTH.
(6) OTHER OPENING IN FREE FREE BOARD AND SUPERSTRUCTURE
DECKS SHOULD BE CLOSED BY SUBSTANTIAL WEATHERTIGHT COVERS.
(7) VENTILATORS SHOULD HAVE STEEL COAMINGS AND WHERE THY
EXCEED 900MM IN HEIGHT SHOULD BE

SPEACIALY SUPPORTED.IN POSITION 1 ,900MM ABOVE DECK AND IN


POSITION 2 ,760MM ABOVE DECK.
(8) AIR PIPES EXPOSED PARTS OF PIPE SHALL BE OF SUBSTANTIAL
CONSTRUCTION,HEIGHT FROM DECK AT LEAST 760MM
ON THE FREEBOARD DECK AND 450MM ON SUPERSTRUCTURE DECK.
(9) CARGO PORT AND OTHER SIMILAR OPENINGS BELOW FREEBOARD
DECK TO BE FITTED WATERTIGHT DOORS TO ENSURE THE SHIP'S
STRUCTUREAL INTEGRITY.
(10) SCUPPER,INLETS AND DISCHARGES TO BE FITTED
WEATHERTIGHTS AND ACCESSIBLE MEANS FOR PREVENTING THE
WATER FROM PASSING INBOARD.
(11) SIDE SCUTTLES SHOULD BE FITTED WITH EFFICIENT HINGED
,WATERTIGHT,INSIDE DEADLIGHTS.
(12) FREEING PORT THE MINIMUM FREEING PORT A ON EACH SIDE OF
SHIP GIVEN IN SQUIRE METRES BY
A=0.7 +0.035 L L IS THE LENGTH OF BULWARK
A= 0.07L IF L GREATER 20 M.
(13) PROTECTION OF CREW EFFICIENT GUARD RAILS OR BULWARKS
OF MINIMUM HEIGHT 1METRE,MAX VERTICAL
SPACING BETWEEN DECK AND LOWER RAIL IS 230 AND OTHER RAILS
IS 380MM.
ADOPTION OF TACTIC AMENDET PROCEDURE 1988
THE 1988 PROTOCOL ADOPTED 11 NOV 1988 ENTERY INTO FORCE 3 FEB
2000 THE PROTOCOL WAS PRIMERILY ADOPTED IN ORDER TO
HARMONIZE THE CONVENTION 'S SURVEY AND CERTIFICATION
REQUIRMENT WITH THOSE CONTAINED IN SOLAS AND MARPOL 73/78
'ALL THREE INSTRUMENTS REQUIRED THE ISSUING OF CERTIFICATES TO
SHOW THE REQUIRMENTS HAVE BEEN MET AND THIS HAS TO BE DONE
BY MEANS OF ASURVEY WHICH CAN INVOLVE THE SHIP BEING OUT OF
SERVICE SEVERAL DAYS.
THE HARMONISED SYSTEM ALLEVIATES THE PROBLEMS CAUSED BY
SURVEY DATES AND INTERVALS BETWEEN SURVEYS WHICH DO NOT
COINCIDE, SO THAT A SHIP NO LONGER HAVE TO GO INTO PORT OR
REPAIR YARD FOR A SURVEY REQUIRED
BY ONE CONVENTION SHORTLY AFTER DOING SAME THING IN
CONNECTION WITH ANOTHER INSTRUMENT.
THE 2003 AMENDMENT

ADOPTED JUNE 2003 AND ENTERY INTO FORCE 1 JAN 2005


THE AMENDMENTS TO ANNEX B TO THE 1988 LOAD LINE PROTOCOL
INCLUDE A NUMBER OF IMPORTANT REVISIONS,IN PARTICULAR TO
REGULATIONS CONCERNING STRENGTH AND INTACT STABILITY OF
SHIPS,DEFINITIONS, SUPERSTUCTURE
AND BULKHEADS ,DOORS,POSITION OF HATCHWAYS, DOOR WAYS AND
VENTILATORS,HATCH COAMINGS.
