Thailandûs economic expansion over the past decades has resulted in a progressive consumption of energy.
With limited power resources in the country, the dependence on fuel and energy imports has been unavoidable, especial y after the
oil crises in 1973 and 1979. Trying to opt for other alternative energy solutions, the government laid the policy and enacted the 1992
Energy Conservation Act B.E. 2535 to seek cooperation from industrial factories and commercial buildings under supervision to join in
a serious energy conservation campaign.
Factories and Buildings under Supervision, major energy-saving targets, refer to either those using over 1,000 kW of electricity or
1,175 kVA, those purchasing power, using steam generation or other exhaustible sources from a local utility company or of their own,
or of a combined cycle, from January 1 to December 31 of the previous year, totaling over 20 mil ion mj. of electric power.
From Energy Conservation Master Plan (2002 - 2006) DEDE has the objectives to implement the Energy Conservation for factories
and buildings under supervision as follows : OΝΝ

One of the Training Divisionûs major missions is to train the çPersons Responsible for Energyé (PREs) who will help
provide the machinery and equipmentûs tune-up and maintenance services, define the energy conservation plan, certify
the audit and analysis of the implementationûs outcome, and assist the owners of the factories and buildings under
supervision in following the guidelines of the DEDEûs director-general in order to achieve a truly sustainable and efficient
energy conservation.

As part of the ECP, the 3 years Project on Practical Energy Management Training Centre
(PEMTC) was started in April 2002 by both Governments of the Kingdom of Thailand and Japan
through the DEDE and the Japan International Cooperation Agency (JICA) respectively.
The project aims to establish the training center for strengthening skil s and knowledge of PRE not
only in theory but in practice, and to promote the dissemination of energy conservation
nationwide as well. To achieve these objectives, JICA has been assisting in implementing
the project with the following cooperation programmes :
 Dispatch of Japanese long-term and short-term experts for technology transfer

to Thai counterpart personnel.


 Provision of machinery & equipment necessary for the practical training

(about JY200 million in total).


 Provision of training opportunities in japan for Thai counterpart personnel.

Following the 1992 Energy Conservation Act B.E. 2535ûs enactment, DEDE
has mandated the çPREsé at factoriesû and buildingsû disposal to assist their
owners in controlling, coordinating with and reporting the energy efficiency
performance to the authorities. Moreover, they are in charge of defining
the energy conservation goals and plan with the help and under the supervision
of registered consultants.

However, to put forward the energy efficiency performance, DEDE


has agreed to upgrade the PREsû role for a better support to the owners
of factories and buildings under supervision. Focused will be their potential
to define and implement the energy conservation policy in their own work place
without any registered consultantsû intervention so that Thailand will accomplish
a real and sustainable energy management solution both in industrial
and business sectors and throughout the country.
