(U) REPORTING PROCEDURES

(U) The Washington State Fusion Center (WSFC) supports activities to detect, deter, and prevent
terrorism. This is accomplished through information collection, integration, analysis, reporting, and
dissemination of analytical reports and other information across Federal, State, and Local government
agencies, public officials, and private sector critical infrastructure key resource partners.

(U) Suspicious Activity Reporting (SAR) is behavior-focused. Race, ethnicity, national origin, or
religious affiliation shall not be considered as factors which create suspicion. Any single indicator may
not be cause for alarm. The totality of circumstances must be considered when making a decision to
report suspicious activities.

(U) Information submitted to the Fusion Center is vetted and assessed through an intake process before
it is for designated for analysis and dissemination. There are numerous mechanisms available for
information submission:

Western States Information Network (WSIN). A WISN Representative will collect your
contact information and ensure that a Washington State Fusion Center supervisor will
contact you.
