Dear Mr. Kok:
At its August mecting, the Commission on Judicial Performance determined not
to take further ation with sespect to your complaint dated May 19, 2003.
‘The commission determined tha! there is no basis for commission proceedings
with respect tothe judges you have named. Your complaint addresses, in part, leval
rulings made by judges. Ordinarily, individual legal rulings are nota basis fr review by
this commission, whieh is ot a court and does not have the authority to reverse legal
rulings or intervene in legal proceedings. Even a judicial decision or administrative act
later determined to be incorrect isnot itself a violation ofthe Code of Judicial Ethies and
isnot misconduct,
Aso the remainder of your complaint, it was the commission's conclusion that
the actions ofthe judges which were the subject of your letter provided an insufficient
basis for commission roceedings.
\We do appreciste vour time and effort in bringing this matter tothe commission’s
tention,
Very truly yours,
)
