Lionel Lombard v. Emaar Properties et al.


United States District Court for the Eastern District of California
Case No. 2:10−CV−01740−MCE−GGH

Lionel Lombard, a former partner in a Dubai based public relations firm


sued Emaar Properties and its Chairman Mohamed Alabbar for violation of
his human rights and torture suffered while in jail in Dubai and Abu Dhabi
2008-2010. Emaar is partially owned by the royal family of Dubai.
Lombard was a critic of Alabbar and Emaar’s policies towards its workers
and racial profiling and discrimination practiced by Emaar’s security force,
Emrill.

Both Emaar and the Dubai Jail have denied the allegations in public
statements to the press and have questioned Lombard’s veracity. The US
State Department has withheld and classified Lombard’s consular file and
has not yet responded to a Freedom of Information Act request filed in
March 2010 to declassify the lengthy file.

However, the US State Department Citizens Services desk for the United
Arab Emirates in response to pleas from this office and the office of US
Senator Mary Landrieu has just released a small number of documents that
confirm Lombard’s lengthy imprisonment on civil charges stemming from
his dispute with Emaar and Lombard’s allegations of torture and
maltreatment.

The United States Consulate in Dubai has come under fire in the past for its
lackluster performance in regards to US citizen cases and its failure to
protest the abusive and corrupt judicial system in the United Arab Emirates
which permits indefinite incarcerations of non citizens upon unsubstantiated
allegations of civil debts. All charges against Lombard were dropped in
February 2010.
