Meaning-Dumping baby means that the acts of throw away the babies at any places without take care

the babies.

Star online-Anyone who dumps a baby causing the child to die can be tried for murder and sentenced to
death, the Cabinet has decided.
It has agreed to the proposal by the Women, Family and Community Development Ministry over the
issue because incidents of baby dumping were still rampant in the country, minister Datuk Seri
Shahrizat Abdul Jalil said.
Cause-
• Parents- abondoning responsibilities-result= their son's cannot differentiate between good or
bad
• Individual- easily influenced by other people- some people 'surrender' themselves to others just
to get money- chose wrong friends
• Internet and multimedia- pornografi and sexs video can be access with ease- certain abuses take
place.-the cyber sex which is getting a lot of attention especially from the teenagers-cannot of
course prevent them from chatting in the web or engaging into cyber dates since the internet has
proven its worth in terms of socialization and communication
• Unwanted Pragnancy-when unwed girls find themselves pregnant,afraid to tell their parents
about unwanted pregnant and their don’t know what to do, so the best thing in their mind is
throw out their baby’s without feel guilty
Effect-There are three effects of Baby dumping.on individuals, the Baby and society. Individuals- cause
by illegal way of aborting the child and left a bad effect on them because of the wrong path, they use to
abort the baby just like herbs and alcoholic substances. So, the individual will have high risk of death
caused by bleeding and infection on mothers womb's. Another way is dangerous and is not clean by
inserting foreign objects into the womb. Women involved who do abortion without proper medical
procedures take high risks facing death following infection and bleeding in the uterus. In addition, it is
potentially experiencing bleeding in the stomach which can cause the woman unconscious or worse
death. Womb also suffered injuries when doing an abortion because those who perform them are
traditionally not qualified will use sharp objects such as wood, twigs or wooden sticks. Bleeding
sometimes can not be detected quickly, but take a long time. There are not aware of them until they
bleed unconscious.. Otherwise, the effects of abortion also can cause psychological effects on the
mental and emotions after marriage, especially depression, especially when age is often thought of as
the content is never removed. Dysphonic effects include experience in the womb, which raised pain
more than experience during the menstrual process.

EFFECT ON INFANTS
*Infant mortality rate is higher due to medical care is not perfect
* according to statistics infant mortality by unresponsible person in 2 years ago, had increased 135 case
from 2008 to 2009.
*cause contempt, regarded by society as adults
*problem if you want to marry because there is no guardian
*difficult for schools because there is no birth registration

EFFECTS ON SOCIETY
-Cause the abortion will be mimicked by others.
most cases of baby dumping in the county are using the same way that removes a newborn baby into
the trash. This shows there is replication of their cruel way to remove the baby into the the trash.
-the case has become wide.

Ways to overcome-
-Parents have to teach their children their religion from small and watch their daily activities
-Goverment has to exterminate pornographic materials from the Internet and the electronic multimedia
-Excessive entertainment has to stop immediately
-The couple who has dumped their babies has to repent themselves and promise to never do the same
mistake again
-The community, especially friends and neighbours has to support them and give them strength to
continue their life instead of shunning them from society
Views-
Local universities need to conduct comprehensive studies on the phenomenon of baby dumping in the
country with a view to overcoming the problem, said the prime minister's wife, Datin Seri Rosmah
Mansor.
"If we know why this problem happens, then we'll be in a better position to take the appropriate
measures to overcome the problem," she said when commenting on the increasing number of baby
dumping cases. Rosmah also advised girls not to be taken in by sweet-talking males, and she told the
latter not to take advantage of impressionable girls.

“We decided that the police should investigate and use modern techniques such as the DNA test to
identify the parents. Subsequently, depending on the case, the Attorney-General will decide whether to
make a murder charge or take any other action deemed fit,the Cabinet agreed to the recommendation
submitted by the Women, Family and Community Development Minister , not all cases would be
investigated for murder under Section 302 of the Penal Code.”
MCA president Datuk Seri Dr Chua Soi Lek- said that criminalising the act of dumping babies would
backfire and worsen the current situation and would be too heavy a punishment.
Recent Event-
Mohd Zolhalmi Khamis,18 and the girl17, both from Felda Jelai, Gemas, Negri Sembilan, were the
first to be charged under Section 317 of the Penal Code for intentionally abandoning a child below the
age of 12, which carries maximum sentences of 7 years jail, a fine or both.
At the outset, magistrate Mohd Fairuz Johari explained to the girl that although she was a minor, she
had to be in the dock together with her boyfriend owing to the nature of the offence.
The couple, both workers in the Diabochi factory at the Ayer Keroh Industrial Estate, left their newborn
baby girl in a dumpster outside the factory at about 1am on Aug 11.
The baby was rescued at 5.20am by a factory security guard who heard the infant’s cries. He found the
baby in a cloth bag.
