Application form along with detailed information and eligibility criteria for selection is available at
Department of Environment Website i.e www.environment.delhigovt.nic.in. Interested
Individuals, Organizations, Promoters, Developers and Companies may send their application in
prescribed format to Executive officer, EE&REM Centre, along with demand draft for Rs.
20,000/- towards application and processing fee in favour of DDO, Department Environment
payable at Delhi, by 13.07.10, 5:00 PM. Applications received after 13.07.10, 5:00 PM shall not
be considered for pre- registration.
EE&REM reserves the right to accept or reject any or all the proposals/offers without assigning
any reason thereof

Dear Sir,

With reference to guidelines for Rooftop and other Small Solar Power generation Programme
(RPSSGP) connected to distribution network (below 33 kV) under the Jawaharlal Nehru National
Solar Mission (JNNSM), we are pleased to submit our application for Pre-Registration to participate
in the said programme.

Our application for Pre-Registration is for ________ kWp/kWe capacity Solar Power Project at
_____________________ (Proposed location of the Solar Power generating facility) in the State of Delhi, as
per RPSSGP guidelines.

We hereby confirm that we have carefully read the Rooftop and Small Solar Power Generation
Programme (RPSSGP) guidelines announced by the MNRE. We agree and undertake to abide by
the RPSSGP guidelines, procedures announced by MNRE/ Programme Administrator or by any
other agency authorized by them.

We hereby confirm that we fully meet eligibility requirements for Pre-Registration as per RPSSGP
guidelines, the details of which are given below:

A) Technical Criteria:

We hereby confirm that proposed solar power project shall comply with technical criteria as
outlined under Clause 5.1 of the RPSSGP Guidelines. The relevant technical details and
other supporting documents in support of our claim for fulfilment of Technical Criteria have
been submitted under Format A.1(d) of this Application.

B) Financial Criteria:

We hereby confirm that we comply with financial criteria for equity investment as outlined
under Clause 5.2 of the RPSSGP Guidelines. The relevant financial information along with
Board Resolution in support of our claim for fulfilment of Financial Criteria has been
submitted under Format A.1 (b) and Format A.1(c) of this Application.

C) Infrastructure Criteria (Land Requirement):

We hereby confirm that we comply with criteria for land requirement as may be specified
by 1.2 hectare land/rooftop per MW as outlined under Clause 5.3 of the RPSSGP Guidelines.
The relevant land related information in support of our claim for fulfilment of Infrastructure
Criteria (Land requirement) has been submitted under Format A.1(c) of this Application.

D) Infrastructure Criteria (Grid Connectivity Requirement):

We hereby confirm that we comply with criteria for Grid Connectivity as outlined under
Clause 5.4 of the RPSSGP Guidelines. The relevant information for Grid connectivity along
with other supporting document from concerned Distribution Licensee in support of our
claim for fulfilment of Infrastructure Criteria (Grid Connectivity Requirement) has been
submitted under Format A.1(d) and Format A.2 of this Application.

We declare that the information as submitted by us in this application and in the subsequent
formats is true to the best of our knowledge. In case any information given by us in this application
or attached documents is found to be incorrect, false, untrue we understand that the EE&REM

a) We have carefully read and understood the Rooftop and Small Solar Power
Generation Programme (RPSSGP) guidelines announced by the MNRE,
Government of India and agree to terms and conditions of the guidelines.
b) We agree to fully comply with meet the financial criteria and other requirements
as specified under RPSSGP guidelines.
c) We undertake that the proposed system/equipments for the Solar Power Plant
shall comply with the technical standards as specified under RPSSGP guidelines.
d) We undertake that in case we deploy crystalline Silicon cells, the modules for the
same shall be manufactured in India, as per RPSSGP guidelines.
e) We agree that the company will maintain remote monitoring facilities and all
technical information as required by MNRE, Programme Administrator and
EE&REM Centre or any other agency authorized by them and provide the same as
and when requested by the above authorities.
f) We agree that the MNRE has a right to modify the guidelines from time to time
and the prevalent terms and conditions of the guidelines shall be binding on all
parties.
g) We agree to abide by the laws and other regulatory requirements announced by
the CERC, DERC, concerned Distribution Licensee, Central and State Government
from time to time.
h) We agree to comply and fully meet all safety related requirements and technical
standards for setting up a grid connected Solar Project.
i) We understand that the MNRE/Programme Administrator or their authorized
representatives shall have right to visit and inspect project site and/or seek
information related to project data as may be required from time to time. If during

 the inspection major deficiencies /deviations are observed and /or violations of
the guidelines are noticed that cannot be rectified in a specified time, suitable
action may be initiated as deemed necessary.

We enclose herewith following documents, with our application:

arrangement, power evacuation plan
3. Letter confirming technical feasibility of grid connectivity with distribution network
(from Distribution Licensee to EE&REM Centre)
