Declaration of Policies. Article Xill, Section 3 of the Philippine Constitution provides that the State shall afford full protection to labor, local and overseas, orgenized and unorganized, and promote full employment and equality of employment opportunities for all Section 5{a) of Republic Act No. 9994 provides that senior citizens who have the capacity and desire to work, or be re-employed, shall be provided information and matching services to enable them to be productive members of society. Terms of employment shall conform with the provisions of the Labor Code, as amended, and other faws, rules and regulations Section 2. Private Sector Participation, Pursuant to Rule V, Article 13 of the Implementing Rules and Regulations of Republic Act No. 9994 and to ensure the ful! participation and cooperation of the private sector, private establishments and employers are encouraged to hire senior cifzens who have the capacity and desire to work or be re-employed, to fill up at least three percent (3%) of their manpower requirements. Section 3. Incentives. In addition to the tax incentive mentioned in Rule V, Article 12, Section 3 of the IRR, the Department of Labor and Employment shall provide incentives in the form of citations or plaques of recognition to employers and establishments fully complying with these guidelines.
