•The DHSS introduced two initiatives under the name of cost improvement
programmes

•Roy Griffith proposed the introduction of general management at all


levels of the NHS in addition to the rationalization of functional and
advisory management structures

•The health authority was moving towards a situation in which


general managers were exercising a much tighter grip on the
decision-making processes and procedures, this would lead to
much higher managerial control over resource allocation and
utilization.

•The health authorities in England and Wales quickly implemented the


change

•These organizational changes were introduced over a period of 2-3


years
