Incentives for Municipal Government Promoting River Corridor Protection:

 State review criteria for evaluation of competitive applications for


FEMA Pre-Disaster Mitigation, Flood Management Assistance, and
Hazard Mitigation Grants provide significant consideration (25 points
out of 200) if the community has “been proactive in mitigating
hazards, e.g. adopting a Fluvial Erosion Hazard overlay district,
adopting flood plain development regulatory restrictions that exceed
FEMA’s minimum standards, or actively supporting permanent
riparian corridor land conservation or similar activities”.
 Communities which have taken steps in support of fluvial
assessments, developed river corridor plans, and/or have adopted
local flood plain regulations that exceed NFIP minimum standards,
are given priority for allocation of Clean & Clear River Corridor
Grant funds for municipal river corridor restoration and protection
project implementation.
 Not yet implemented, a draft rule governing the level of state
assistance to municipalities in flood recovery recommends that state
assistance increase from 50% to 70% of the non-federal share of
recovery costs if an FEH ordinance has been adopted in the
community.
 Over $1.5 million in FEMA PDM, NFIP Map Modernization and state
funds have been allocated in support of enhanced community
protection of river corridors. Over $0.5 million may soon become
available subject to the successful approval of a pending PDM-C
grant proposal made by the VT Association of Planning and
Development Agencies in partnership with the VT ANR.
