a. Command Guidance.
2. Purpose and Scope: This directive shall set policies on the rotation
of personnel from HPA offices/units and post units to PA major subordinate units
outside NCR. For this purpose, PA major subordinate units outside NCR include
all Infantry Divisions, LABde, and all engineering units except 525ECBn.
3. Polices: The following guidelines shall set the policies on the rotation
of personnel from HPA offices/units and post units to PA major subordinate units
outside NCR:
a. Officers - Those who are on continuous NCR duty for four (4)
years. Their next assignment will be determined by their respective career advisers
based on their respective career development path/QRS.
b. Enlisted Personnel
also by their respective Chief of Office or Post Unit Commander. As such, Chiefs
of Office and Post Unit Commanders shall be guided by following dates of
implementation as indicated below:
16 August 2006 – automatic field assigned for all Pvts and Pfcs.
01 September 2006 – 1st Batch (Officers and EP with the rank of Cpl.
01 November 2006 - 2nd Batch (Officers and EP with the rank of Cpl to
TSg).
16 January 2007 – 3rd Batch (Officers and EP with the rank of Cpl to
TSg).

5. SCOPE:
a. This policy cover all female officers and enlisted woman of
the Philippine Army who are active duty status rendering duty as line personnel
similar to the male officer and enlisted men of the PA.
b. This does not apply to female members of the technical
Services and the Women Auxiliary Corps (WAC) who are governed by their
respective service regulations, as far as line duties are concerned.

These units had been in the forefront of the Philippine Army’s ISO
campaign against the MILF, ABU SAYYAF GROUP and the NPA nationwide.
Similarly, these units had been involved in the historic EDSA revolution in 1986 and
the failed coup attempts in 1987 and 1989. Recently, a considerable number of
personnel assigned to these units were involved in the 27 July 2003 thwarted mutiny
of the “MAGDALO” group at Makati Business District.

4. Also, the practice has totally ignored and violated established doctrines
that seek to promote professionalism within the organization. In some cases, political
patronage and even personal favors became the main considerations for designating
officers to command battalions, instead of experience, track record and qualification.
At the very least, this has resulted in the poor performance of some battalions.
Much worse, it has been responsible for some of the tactical blunders committed in
the past.

5. Procedures:
The following shall be the sequence in the training of
schooling/training.
a. Local Schooling:
1) The action starts from the School Academic/Faculty
Board, which recommends the failure of a student to CG, TRADOC for approval. In
cases where trainings are conducted by other PA units, the recommendation of the
Academic Faculty/Board shall bear the endorsement and approval of the respective
Unit Commander.
2) Thereafter, the case shall be submitted to CG, PA
through G1, PA who shall further refer the case to the PASSC.
3) The PASSC shall review the case to determine the
circumstances relating to the failure of the student. The Committee may cause the
appearance of witnesses and/or the production of records, at it may deem
necessary. Presence of the concerned student may be required by the Committee
to clear doubts and determine the factual basis of such failure.

6. Additional Provision:
Infantry Divisions, SOCOM, LABde and Engineer Brigades may create
their own Schooling Standard Committee, with similar composition and function as
that of the PASSC. Such Committee shall be empowered to inquire matters
pertaining to student’s failure in schooling duties at their respective training units. In
the exercise of its functions, said Committee shall be governed and strictly adhere to
existing policies pertaining to the standard set forth by such committee and it shall be
in consonance with the policies of this Command.
7. Administrative:
a. The PASSC shall be under the staff supervision of G1, PA.
c. The PASSC shall set its own committee rules and regulations to
be able to properly discharge its function.

This SOP applies to all officers who will be programmed to undergo
Basic or Advance Career courses and to all unit commanders/office chiefs who
are directly or indirectly involved in the Career Management Program of the
Philippine Army.

a. Army Personnel Management Center (APMC) – A unit
organized as a major operating arm of OG1, PA whose mission is to provide a
responsive and efficient personnel management system in support of the PA
mission.

be published NLT three (3) months before the convening date of each course.
b. APMC programs the Officers who will undergo the Basic and
Advance Career courses, and subsequently notifies the commanders/office chiefs of
the officers programmed for schooling.
c. Upon receipt of the notification, unit commanders/office. Chiefs
shall, through their respective personnel/admin staff officer inform the concerned
officers regarding their programmed schooling.

5. Policies:
a. All officers programmed to take up CGSC should attend the said
course after qualifying in the required pre-screening processes.
b. There shall be no deferment of schooling except for the
following reasons:
1) The service of the concerned officer is needed by the
President of the Republic of the Philippines, Secretary of National Defense or the
Chief of Staff, AFP.
2) Only in extreme case where the programmed officer is
handling projects of “High Security value“. “High Security Value” projects are
projects that may pose threats to national security when not handled property and
not given utmost attention.
c. Senior Commander (e.g. Area Commander, Division or Higher
Level Commander) of the programmed officer for schooling should issued
certification that subject officer is presently handling projects of High Security Value
and that currently, subject officer is the most competent officer for the position and
his present knowledge of the job is of primary consideration.
d. Approval of the request for deferment of schooling will be by the
CG, PA upon the recommendation of the G1, PA.
e. However once deferment is granted, the officer programmed for
schooling must make himself available the next time the course is offered. He must
look for his replacement on the position he is occupying and for the purposes of
continuity, he must be able to transfer everything he knows about the project to the
most qualified officer chosen to replace him.
f. Deferment for schooling shall be acknowledged by this
Headquarters only if made personally in writing by the officer concerned and officially

1. Effective 1 December 2003, the usual shoulder board being used for
Service Blouse and Bush Coat uniforms shall no longer be used and instead the
metal rank insignia of the same shoulder board shall be pinned on the appropriate
shoulders strap with the usual metal button permanently sewed at the end of the
strap. The length of the shoulder strap should vary depending of the shoulder length
of the wearer provided that the other end shall just meet with the lower edge of the
collar (Sketch A). The underneath former small strap connecting the shoulder strap
with the metal button shall be removed. In addition, appear of magic tape shall be
sewn under the shoulder strap and above the shoulder portion of the uniform to
fasten and hold it firmly In place as illustrated (Sketch B).
2. However, the shoulder board shall still be used for the white duck and
Mess Jacket since this are the most formal attire the Army and the other Major
Services use in equally formal occasions and gatherings.

to establish a uniform policy for the extension of military service after ETE, such
service can be extended up to the date of compulsory retirement or upon attainment
of the maximum tenure-in-grade for E-7, E-8 and E-9, provided, that the maximum
period of extension is for 18 months or one year and a half (1 ½) only. Otherwise,
concerned EP shall be required to apply for reenlistment. This in consideration with

has been formed and conceptualized to devolve centrally managed funds to major
subordinate units and provides the commanders discretion in the management and
prioritization of the utilization of available resources. The USF, which was taken from
specific projects and activities of the PA budget and is distributed to units for
immediate impact and more direct control by subordinate commanders, is over and
above the Direct Support Funds (DSF) regularly received by units as their MOOE.

2. The command has allocated funds for unit/office activities particularly
anniversaries and Christmas parties nationwide. The allocation of units is deemed
sufficient for a modest and decent celebration. However, some units still insists in
soliciting additional support to the different General Staffs indicating the same
purpose.
3. This is a bad practice carried over through the years and should be
STOPPED at once. It will not only create negative effect on the budget posture and
fiscal control of the command but also give an impression of favoritism among unit
commanders.
4. In this regard, all solicitations for additional support and funding will not
be entertained. Lavish preparations during unit/office parties shall also be avoided.
This is in line with the austerity measures being adopted by the government.

II. PURPOSE:
This SOP prescribe the policies, procedures and responsibilities of units
in the issuance of Statement of Last Payment (SLP) for deceased Personnel,
retired/separated from active service and transfer within and outside PA.
III. RATIONALE/OBJECTIVE:
This primary objective of this SOP is to facilitate the issuance of
statement of Last Payment to personnel transferred to other units. This is to have an
assurance that personnel shall not be deprived of receiving his pay once transferred
to other units. Likewise, this SOP is published to have uniformity of policy in the
issuance of Statement of Last Payment (SLP) for retirement/separation, transfer
outside PA and transfer within PA.
IV. PROCEDURES:
a. General
1) The unit Finance Sgt shall prepare the SLP of their
relieved personnel.

e. The SLP issued by FSUs shall bear a remark at the footnote “Not
valid/applicable for PA transferee and inclusion to payrolls outside PA”
