RESOLUTION

WHEREAS, any official position of the City of Los Angeles with respect to legislation,
rules, regulations, or policies proposed to or pending before a local, state, or federal
governmental body or agency must first have been adopted in the form of a Resolution by the
City Council with the concurrence of the Mayor; and

WHEREAS, 7 million Californians lack health insurance and millions more are under-insured,
including nearly 800,000 children; and

WHEREAS, the United States spends $2.5 trillion (17.6% of GDP) on healthcare every year, yet
the nation's healthcare system is ranked 37th by the World Health Organization; and

WHEREAS, nationwide, health insurance premiums annually grow 4 times faster than wages,
with family coverage up 87% since 2000; and

WHEREAS, healthcare costs have increasingly shifted to working Californians in the form of
reduced employer coverage and increasing premiums and co-payments and the State's current fiscal
crisis has resulted in over $11 billion in health care programs this year alone, increasing the burden on
Californians to meet their health care needs; and

WHEREAS, access to affordable, quality health care is a right and not a privilege; and

WHEREAS, currently pending in the California State Senate is a bill, SB 810 (Leno), the
California Universal Healthcare Act of2011, which would provide affordable healthcare to all
Californians; and

WHEREAS, SB 810 shares the responsibility of healthcare costs between individuals,


employers, and government, involving no new spending; and

WHEREAS, the bill provides consumers with complete freedom to choose their healthcare
providers and eliminates billions of dollars of waste by consolidating the functions of many insurance
companies into one comprehensive insurance plan; and

WHEREAS, SB 810 would save school districts, counties, and the state millions of dollars each
year by consolidating and eliminating administrative costs, providing more money for education, roads,
and other essential services.

NOW THEREFORE BE IT RESOLVED, with the concurrence of the Mayor, that by the
adoption of this Resolution, the City of Los Angeles hereby includes in its 2011-2012 State
Legislative Program SUPPORT of SB 810, the California Universal Heath Care Act, which would
provide comprehensive health care coverage for everyone in California.
