Open up gta3.img. Delete or rename phoenix.dff and phoenix.txd.
Then add the two files from this zip file.
Next, open vehicles.ide in /data with Notepad and search
for phoenix. Copy-paste the following line over that line:
603, phoenix, phoenix, car, PHOENIX, PHOENIX,
null, normal, 7, 0, 0, -1, 1.25, 1.764,
0
Open handling.cfg in /data with Notepad and paste this over the
line that begins with phoenix:
PHOENIX 5000.0 20000.0 2.2 0.0 0.1 -0.15 85 0.7 0.9 0.52 5 200.0 26.0 5.0 R P 6.

Open carcols.dat in /data with Notepad (again) and paste this
over the line that begins with phoenix:
phoenix, 0,0
And now carmods.dat, /data folder, Notepad. Over the phoenix line:
phoenix, nto_b_tw
Now go play. :)
