S COPE INDIA (Society for Community Organization and People's Empowerment) is an initiative of development
professionals who resolved to work for the integrated development of the downtrodden people on the basis of
principles of the FATHER of the nation Gandhiji. It is a non-profit voluntary organization (earlier known as SATHIYAM
SAHAYAM TRUST meaning “Truth Sharing Trust”) working for the welfare of differently abled and deprived people with
the mission of organizing them for peace and holistic development. It was established in 1992 at Devadanapatti in
Theni district registered under Trust Act. During the beginning years, it strived to strengthen Community Based
Organizations through its Resource and Research Centre (CBOs' R & R Centre) in collaboration with the Rural
Technology Centre of Gandhigram Rural University giving guidance to the organizations that work for community
development. Recently, Scope India has reconstituted itself to incorporate an eminent board of directors comprising of
experienced development professionals in community development through Alternative Livelihood Centre for
deprived and disabled people at Cuddalore in its own training centre.

Foreword

As it is categorically remarked, an average Indian is an '11th


hour proposition'; that is, he acts only when it is a 'must' at the
only choice; till then he waits may be for “unseen hands to
act”! This think and act in advance is often an alien idea in his
lifestyle. Thus disaster preparedness is a new venture in
community life. Scope India is really overwhelmed with the
kind of response and enthusiasm exhibited in this direction by
the people in this direction.

The way people have joined hands with our field staff in our
endeavours is our tonic pumping in newer energy to make all
our efforts in many directions.

We are proud to be marching ahead with people towards


broader vistas of development.

Disaster Risk Management Programme


A project supported by UNDP - Govt of India

Background

D isaster Risk Management Program (DRMP) is a joint venture


of Government of India and United Nations Development
Programme for Community based disaster reduction and recovery
through participation of communities and local self governments.
The programme essentially aims to contribute towards the social
and economic development goals of the national government and Disaster Management Committee formation
enabling 12 state governments to minimize the losses of
development gains from disasters and reduce vulnerability. It will
demonstrate a sustainable model for mainstreaming of disaster Community based organizations are formed at village and GP level
risk management at all levels with focus on district and community and linked with block and district level committee. Nine teams are
level activities, based on which the government of India would constituted at village level. These teams together form DMCs at
replicate the approach and process in the remaining hazard prone
bottom level and function under the respective apex committees at
districts in the country. The vital out put of this project is multi-
hazard risk management and sustainable recovery plans at local level. Special training has been given to the team members
community, Panchayath and other administrative levels.

Sensitization programme on disaster mitigation

Disaster awareness and preparedness is an essential


component of safe and secure living against the possible
disaster risks and mitigation. Scope India has taken up the
responsibility for conducting sensitization through its well
trained team members at village, Gram Panchayath and
Block level. Objectives of the program was to Create interest
among people in understanding the concept of disaster
preparedness and Improving the involvement of community
during disaster and Performing with confidence in pre,
during and post disaster interventions

Capacity building of DMC members A total number of 40,152 persons have been sensitized in 5
districts about the disaster – risk management through 2868
Search and rescue team and first aid team was given special programs. 995 Gram Panchayaths and 1873 villages
focus in the capacitating programme. Well trained personnel (vulnerable only) have been covered under this program.

Training to DMC members were conducted in the vulnerable


blocks of Villupuram and Thanjavur districts. In Villupuram
district all the 360 GPs and the two blocks Pattukottai and
Sethubhavachathiram of Thanjavur district are coming
under vulnerable areas of disaster. 440 Gram Panchayaths
covered under this program and 8800 DMC members were
trained in which 1760 are women.

Conduct of Mock drills

In Block level sensitization of the DRM Programme, mock


drill conducted by the Fire Service Officials in order to
create awareness to the general public about the rescue
operations during the times of disaster occurrence. Roles
and responsibilities (SOPs) of the concerned personnel,
departments, corporate bodies, stakeholders, and
mechanisms for conducting the drill were explained clearly
so as to ensure proper implementation of a mock drill
programme. Specially trained field experts of Scope India
have conducted demonstrations and sensitized the
community about various precautionary measures in
disaster preparedness in GPs and villages.

Mock drills were conducted in 23 blocks and 995 GPs in the


5 districts. 19,900 community people were realized the need
of precautionary measures in any disaster during the mock
drill program at GP level. In addition to that special attention
was given to the 1078 vulnerable villages in Villupuram and
Thanjavur districts and conducted mock drills in all those
villages. 21560 persons were trained through the village
level exercises. 1720 persons including the personnel of
concerned departments, corporate bodies and stakeholders
attended the program at block level.

Disaster management plan preparation

Disaster management plans at community level were prepared with


people's participation for handling a disaster or emergencies in
future. The plans were prepared with proper sensitization of the
community with the community based disaster preparedness
methodology through Participatory Rural Appraisal exercise.
Persons who experts in handling participatory tools and fluent in
local language were involved in conducting the community level
exercises.

Field staffs are engaged for data collection of data from villages,
Gram Panchayaths and block levels. Particulars in detail were
collected from all departments of the block concerned, by
discussion with the experts of the departments, NGOs and with
experienced persons. The mapping and basic data are converted to
electronic copies by engaging skilled persons and printed. Two plan
copies were prepared - Village, GP and Block level - and handed
over to the collectorates concerned. Village and GP plans were
prepared in Tamil while block plan prepared in English.

Orientation program to the revenue officials


on disaster risk management and preparation of
SOP
As part of the capacity building on disaster risk management
program on the union territory of Puducherry, under the
aegis of United Nations development program implemented
by Department of revenue and disaster management, Govt
of Puducherry one day orientation program on 'Relief
standards for revenue officials' were conducted on 29th
October 2008.Dr.B.R.Dwaraki, Executive Director-Scope
India facilitated the programme. Through this program, the
officials were trained and familiarized with various tools
applied in relief and rehabilitation period for assessment,
planning and implementation. Sphere standards and codes,
PRA in disaster management etc were discussed.

SCOPE INDIA - Alternative Livelihood Center


An initiative to promote rural livelihood and capacity building

P roviding elder differently abled vulnerable section friendly


livelihood opportunities that can not enter mainstream
livelihood options. This centre develops alternative sources of
income by analyzing the local resources (demand). It provides
vocational training programmes, to encourage the development of
livelihood skills. This centre takes steps to link the existing
government schemes on livelihood and the vulnerable sections
with the banks & other expert organizations. For example, Rural
Technology & Business Incubator of Indian Institute of Technology,
Madras is promoting market linkages and skill up gradation. At
present, the centre has a tie-up with the IIT-Madras and providing
income through garment production for Dalit & Tribal adolescent
girls.

OBJECTIVES

Linking education with livelihood skill based coping

generating livelihood opportunities along with life skills
training to meet present challenges.

07-08 to 04-09-08. father, G.Durai is a coolie worker and her mother,
Lekshmi is a house wife. She has two brothers, the
elder one Sunder Rajan is doing painting works and
Karthikeyan, the younger one, has just completed
ITI and looking for employment.

Sumathi passed 10th class in the year 2005. After


that she was living in her house without any work or
study until she was selected for 6 months training on
tailoring conducted by Scope India. Once she
received a piece of information regarding Scope
India's Alternative Livelihood Center (ALC) and its
various training programmes. She joined the
training during the month of September 2008. After
the training, unfortunately, she was not able to find
out a job. Again Scope India sent her for special
trainings conducted by IIT Chennai. This training
was not only for skill development but also
developed computer skills and life coping skills.

She supported ALC to conduct tailoring course under


the IIT-RTBI programme and KSY by ICDS for many
rural poor adolescent girls. She showed ways to earn
money for other girls provided she built her self
confidence.

After completing the course she joined Scope India


as Supervisor-Tailoring for a monthly honorarium of
Rs.2000/-. Now she wants to learn more about
tailoring from Scope India ALC and plan to start a
garment shop in future!

Garment Production Center


Joining the lives of the poor
A project of IITM's RTBI (Rural Technology and Business Incubator)

W ith the support of IITM's RTBI SCOPE India-Alternative


livelihood center is running a ready made garment
production center which provides employment to 20 rural youths
and trade groups. We are planning to give alternative employment
at least 100 people. The center started on 8th January 2009 at
Cuddalore. Production at this center is as per the job orders from
'Vastra' an establishment for garments by IIT.

At present 12 women and 5 men who were selected after giving one
week skill training from IIT-Chennai, are working in this center. The
center produces Ladies night wears, Doctor's coat, labor uniforms,
Kurtha, skirts, Frock, churidars, shirts, pants etc. Scope India
assures the quality of production. The garments are being well
packed and sent to 'Vastra’

Vazhndhu Kattuvom Project


An empowerment and poverty reduction project of Government of Tamilnadu

T he Tamilnadu Government Vazhndhu Kattuvom project is


implementing poverty reduction program in rural areas of
Cuddalore district. The motto of the project is to create rapid
change in social and economic empowerment of the ultra poor,
disabled and vulnerable people by improving their livelihoods.

Alternative livelihood center of Scope India was selected as a nodal


center for the training and capacity building, livelihood
enhancement plan and business planning. Most of the plans
prepared by the community are assessed and given feasibility
reports is submitted to the vazhndhu kattuvom project. Under this
program Scope India staffs were invited for giving training on
Livelihood Enhancement Action Plan (LEAP) preparation to village
level poverty reduction committee members in which we have
facilitated to use PRA methods to bring a model proposal for
livelihood enhancement.
