Solar Power System In Micronesia Area

ABSTRACT

The proposed project is to help the Rota Mayor’s Office to develop a 300-kilowatt
solar power system with net metering devices to provide power to all government
buildings near that office in Rota, the southernmost island of the Commonwealth of
the Northern Mariana Islands (CNMI). This proposal will demonstrate project
feasibility through assessing Rota’s economic needs, and the availability of
investment tax credits (ITC) and debt financing. Over the 25-year operation period,
the project will help the Mayor office save roughly $3 million. This proposal will
also demonstrate how such a business model could be extended to Guam to help
both commercial and residential power users to build solar power arrays through
the same channels and means, while establishing the operating system for this type
of business. The proposal will use SWOT analysis to analyze the Guam market
while using financial perspective to demonstrate the feasibility and sustainability
of such a business model.
