BEES is the such organization dedicated exclusively to reducing any kind of poverty at community level. It aims in improving the understanding of community driven development approaches and their role in poverty reduction. Having social and moral imperative to help poor respond to their existing challenges in an effective way, it has been implementing a wide range of diversified programs for empowering the disadvantaged communities. TARGET POPULATION

Enhancing the scope of community development as a whole, BEES pro-poor programs are designed properly to cater to the beneficiaries covering the wide range of population in light of the Millennium Development Goals. Men, women, children, adolescents and disabled people within the program areas are the target beneficiaries of BEES with especial emphasis to destitute women and hard core poor. Presently, BEES is providing services for improvement of livelihoods to a population of more than 35 lac people.

BACKGROUND
BEES has more than 36 years experience in multifarious fields of development services notably education, health & nutrition, food security, water & sanitation, agricultural and social forestry, improving livelihood, entrepreneurship development, gender development, relief & rehabilitation activities for disaster risk management and so on. The launching of BEES coincides with the history of Christian Reformed World Relief Committee (CRWRC) in Bangladesh. The development drive now being intervened and executed by BEES, was started as a rural development project under CRWRC, in Bogra, in 1975 with the Ministry of Agriculture, Bangladesh. As one of its long-term goals, CRWRC also formed a local organization, BEES, to manage the Bogra project. Later, CRWRC handed over the all out management responsibilities and ownership of the project to BEES in 1984. Since then, having the mission for bringing about socio-economic changes in the lives of the poor, illiterate , neglected, unskilled and malnourished people, especially women, of the society through empowerment of their life style, BEES enhances life skill development efforts of more than 30 lac people. BEES sets forth its activities with the objectives of accomplishing the factors that promote or boost development, giving emphasis on sustainability, behavioral change and women empowerment in terms of universal literacy, access to health care and income generating activities. BEES carries out its collaboration with the Government of Bangladesh, international donor agencies and NGOs aiming at reaching the envisaged goal.

MICROFINANCE EXPANDING THE SCOPE OF SELF-SUSTAINING DEVELOPMENT


Microfinance holds a big promise to generate income and employment and alleviate poverty in our country. This, in turn, has positive social effects at different levels of society. A large number of people of Bangladesh extremely vulnerable to poverty and hunger are deprived of the facilities to borrow, save and invest in productive activities for the lack of access to the formal banking. With a view to addressing this rigorous and wide ranging problem, the micro-credit program of BEES (Bangladesh Extension Education Services) has been striving to reduce poverty through income generating and other promotional activities. Consequently, thousands of poor men and women are being able to bring about positive changes in their livelihood every year. They are being provided with credit at a reasonable rate that they become able to be involved in various income generating activities and thus become financially self-reliant. Starting the microfinance activities way back in 1979 through agreement with Bangladesh Krishi Bank (BKB), BEES beef up its inclusive social development program at community level. Later on, it set about microfinance program in full sense and as a separate program in 1988. At present, BEES is receiving major fund from PKSF and conducting Micro-credit program in 27 districts of Bangladesh. It is also providing the training and other logistic support depending on the requirements of the program/projects. Under the Microfinance Program, the other interventions cover the services related to micro-enterprise development,

education, institution building, legal rights; health, MCH-FP, nutrition, environment, sanitation, disaster preparedness; women employment generation and human resource development i.e., training. Ensuring socio-economic uplift and empowering the disadvantaged people especially women through self-reliance, the social impact of BEES microfinance is taking place on different levels At personal/household level the significant effects are being found: I. Empowerment of women leading to a higher social status, better education and more independence of women II. Being well-equipped with basic skills and financial knowledge, having ability to cope with economic shocks by means of savings, credit and microinsurance products III. Higher income leading to better access to education, healthcare, sanitary infrastructure, food supply and so on. At local community level, the effects are as follows: Creation of jobs; availability of higher quality of jobs; higher and more stable income of the community; members start educating and helping each other; building awareness of different social issues notably gender equity, family planning, childrens education, prevention of dowry, immunization, birth registration; triggering entrepreneurship and a healthy competition among community members. At regional level, following impacts are prevailing as a whole: Creation of jobs, strengthening of the microentreprise sector; provision of financial services to rural areas supports income and employment generation in those areas; in turn, mitigating the pressure on the environment and natural resources; reducing migration flows to urban areas; widening the scope of sustainable development effectively and scaling up contribution to achieving Millennium Development Goals.

OBJECTIVES

PROGRAM IMPLEMENTATION APPROACH


To ensure community participation, BEES organizes groups as the basis for bringing its beneficiaries under the process of institution building. Groups are formed comprising small farmers and landless poor women. They constitute the nucleus of the entire activities of BEES in general and micro-finance operations in particular. It is the most efficient means for delivering services where the development agents deal with motivation, social mobilization, training, information dissemination, credit facilities, disbursement and recovery at a time handling marginal people with ease. The size of the group is limited in between 20-40 members so that the field staff can manage the activities easily. It creates personal attachment inside the group, as the staff can give more attention to the members individually. 5-15 members group is considered to be effective under the micro-enterprise development program; as the loan size is large, close monitoring, observation, and special attention are required in this case.

Microfinance operations are being managed from 95 Branch Offices, and 23 Area Offices coordinate the activities in 27 districts. The organization has a well-demarcated staff of 765 members for handling the microfinance program. This includes the Deputy Director, Program Coordinator, Program Manager, Accounts and Internal Audit Teams at the Head Office. Branch Managers are responsible for handling operations in the Branch offices and are supported by a team of Field Organizers. There are 4-6 Field Organizers under a Branch Office, and 12-18 Groups under a Field Organizer. The Branch Office is the focal point of micro financial activities and the personnel of the office are the prime actors in the initiative. The entire micro financial activities at the field level are supervised and monitored by Branch Managers.

MICROFINANCE: ITS COMPONENTS


BEES provides four types of products and services to its group members in the Microfinance Program. These are: 1. Credit 2. Savings 3. Credit Plus Services through Seba 4. Human Resource Development through Training A brief description of these services is given below:

1) Credit
In order to initiate different income generating activities, BEES provides credit to its group members. While loan collateral free is given to individual as a member of group, he must have some savings with BEES before being eligible for loans. The Loan Fund consists of PKSF fund, bank loan, members savings and BEES own fund. Loan utilization ability, savings deposit habits, repayment of loan, financial development and presence in the group meetings regularly allow the borrowers to take higher and further loans. In Microfinance Program, a Branch Office is supposed to become self-sustaining in its credit operations.

Repayment mechanism: Equal weekly installments (45 weeks) excepting Seasonal Loan. Seasonal loan is to be repaid at a time after the end of the respective season.

Loan products
General loan, Ultra poor program loan, sectoral program loan, and micro-enterprise development program loan. Key components and products of Microfinance Program are given below.

a) Rural Micro Credit (RMC)


Rural Micro Credit is one of the major interventions of BEES. Presently Micro Credit program of BEES is on going in twenty seven districts through ninety five branch offices. Under this program, a total of Tk. 333 crore has been disbursed as loan and about Tk. 305 crore has been realized. The loan range is Tk. 1.000-29000. The recovery rate is 99%.

b) Ultra Poor Program (UPP)


Micro Credit programs have already covered 25 million people through 5.0 million households. But many ultra poor are still out of the reach of micro credit programs. Neither the government, nor the NGOs micro credit programs are able to cover them adequately. These people do not share the income growth that the better off poor enjoy through micro credit. In this perspective, BEES has undertaken an initiative to help these ultra poor get access to microfinancial services. The poor who have no land or house of their own, have to live hand to mouth and are far away from mitigating the basic needs remaining out of the reach of credit support and savings supports and savings behavior are covered under this initiative. BEES has presently undertaken to assist the ultra poor to take various income generating activities. These are as follows: 1) Cottage industry based on indigenous materials, e.g. bamboo or bamboo cane, hogla, cane, mat, etc 2) Livestock and poultry rearing 3) Tailoring 4) Nursery development project 5) Vegetable cultivation & seed production 6) Small shops to sell retail products 7) By-cycle and rickshaw repairing shop 8) Other feasible activities as and when required.

Under this program, the loan range is Tk. 1,000-15,000. BEES has been providing the ultra poor with motivation and skills development training so that they can become self-employed on a sustainable basis.

c) Urban Micro-Credit (UMC)


BEES have been conducting Micro-credit activities among the rural poor people since 1979. But there is a great portion of people who are dwelling in the urban areas having no minimal basic amenities. A remarkable number of people migrate from villages to the urban areas every year for seeking work. They lead their lives as rickshaw puller residing in unhygienic environment of the slums in the towns. Some of them are engaged in unsocial and illegal activities for earning their livelihoods as well. Considering this overall situation, BEES thought that it was very much necessary to help these destitute and disadvantaged people ensuring their rehabilitation and socio-economic upliftment through making them develop their living standard. With the help of own fund, BEES has been working for their development consecutively over last 10 years. Currently PKSF has provided fund to BEES for this purpose and the program Urban Micro-Credit (UMC) has been more strengthened with an auspicious mobility. Now BEES is providing credit facilities to 12845 beneficiaries in 33 branches under this program. Among of them, PKSF has funded 12.60 crore taka to disburse to 10961 members in 33 branches. Under this program, the loan range is Tk.1,000-29,000.

d) Micro-Enterprise
When a micro-credit member repaying his installments of loan regularly becomes graduate crossing poverty line he/she may require further loan much more higher than the range of micro-credit loan for expanding his/her business. After getting such kind of loan he/she is able to step forward as an entrepreneur. In the course of advancing business, he/she creates some wage-based employments for others along arranging employment of family members also. In addition to this, BEES also observed many small entrepreneurs, craftsmen and skilled workers in the rural and urban areas struggling hard to overcome their sufferings due to scarcity of capital. Basing on this realization that financial support to them would help promote their business and thus enhance development initiative including

subsequent employment opportunity in the rural and urban areas, BEES took up the Micro-Enterprise Development Program for implementation. Micro-Enterprise Development Program is not completely new in BEES though formally started in 1994. Primarily in the early phase of its evolution, the program was initiated with the support of 1 million Taka in small pocket in Sherpur upazil under Bogra district. The result was very positive. Therefore, from July 1997, it was promoted in other potential BEES micro-credit intervention areas to support small entrepreneurs under micro-enterprise development program.

e) Microfinance and Technical Support (MFTS) Project


This is an experimental micro-credit program supported by PKSF. Its keynote objective is to provide technical support alongside credit facilities for scaling up livelihood development of the target groups. Apart from micro credit facilities, the group members of BEES are provided with necessary technical supports. PKSF has been giving financial support of this program. The members are also provided with training on modern agricultural techniques, poultry and livestock management etc. to enhance their skill. Under this program, the loan range is Tk.1,000-500,000. Presently this activity is on going in 3 districts.

f) Microfinance for Marginal and Small Farmer (MFMSF)


This program has been taken to support the marginal and small farmers to provide with credit facilities as well as technical support. Initially PKSF has extended financial support to undertake the activities in Sherpur and Netrokona district. In near future this program will be extended in the other parts of the country. Under this program, the loan range is Tk. 1,000-500,000.

g) Financial Services for the Poorest (FSP)


BEES started Financial Services for the Poorest (FSP) project in July 2002 for the hard core poor people of Madhabpur upazila of Hobigonj district with a view to developing sustainable models for reducing the number of extreme poor based on effective use of micro credit and other financial and technical services to enhance their income and improve their livelihood. The major activities under the project are group formation and social mobilization, group meeting, savings collection and micro credit management, awareness rising on social issues, human development and leadership training, skill training on various IGAs for self-employment and wage-employment supervision and follow-up, technical support in the field of IGAs, workshop, community meeting, and so on. FSP program was an experimental program for the ultra poor people. This program has been closed and with the experience of this program, Ultra Poor Program has been launched.

h) Seasonal Loan Program (SLP)


Every beneficiary is eligible to receive two loans, one is regular loan and another is seasonal loan. Seasonal loan is a short term loan for a particular season. Duration of this loan is for 3-6 months.

i) Programmed Initiative for Monga Eradication (PRIME)


Monga is the local name of disaster occurring almost each year during September and October with varying degree of intensity in northern part of Bangladesh, especially in the district of Kurigram, Gaibandha, Lalmonirhat, Nilphamari and Rangpur. Palli Karma Sahayak Foundation (PKSF) has been executing the PRIME (Programmed Initiative for Monga Eradication) program through its partner organizations (POs) like BEES working in Monga affected area since 2008. The main objectives of this program are to create opportunities for alternative wage employment and also make the target groups engage in self-employment. BEES is presently implementing PRIME in 3 unions of Palashbari upazila and 5 unions of Pirgonj upazila under Gaibandha and Rangpur district respectively. Following are the main key components of PRIME Group formation Flexible micro-credit Emergency loan Health services Skill development training Vocational training and Technical services.

2) Savings
The collection of savings is an important part of credit operation; and the regular savings of a group indicate a better discipline in the groups credit operation. From the members point of view, savings represent an opportunity to save a lump sum and earn profit for them, which they cannot avail of from the formal market of any regular financial institution. Savings opportunities with BEES in future will provide members with fund for consumption, childrens education and other investment. There are two types of savings for the BEES members. i. Weekly Savings: Every member deposit minimum Tk. 20/- per week as a weekly savings. It is a compulsory savings for the member. BEES provides 5% interest for this savings. When members are interested to leave the organization they get back their entire savings. ii. Emergency savings: this is an additional savings for the members. Members can deposit minimum Tk. 10/- every week as an emergency savings. Members can withdraw this savings any time and showing any purpose. BEES provides 5% interest for this savings.

3) Credit Plus Services through Seba


Although credit is an important input for increasing the wellbeing of the poor, the development achieved may reach stagnation and saturation level and may slide back for ignorance, less skill to diversify and health and other reasons. BEES provides credit plus services through Seba service to address the issues so that they can move to higher degree of self reliance and get a sustainable growth. This is a participatory approach where services are provided at a minor cost. At the time of loan disbursement, beneficiaries deposit 1% of the disbursement amount in the credit plus service fund. And the Services are:

INSURANCE
The insurance provision is almost similar. All of the group members of BEES are eligible for insurance service. Without an insurance policy the credit program may face problems in recovering the outstanding loans form the borrowers successors in case of death. BEES has introduced the insurance policy to mitigate this problem, which ensures borrowers scheme and high repayment rates. BEES covers the borrowers death risk as well as death risk of main wage-earner of borrowers family. The features of BEES insurance service are: All BEES group members are eligible for BEESs insurance service BEES insurance covers the death of all borrowers BEES insurance service waives deceased beneficiaries loan outstanding The members having loans with BEES are equally eligible for BEESinsurance services.

HEALTH SERVICES
BEES has been providing health services through Seba as the vital part of credit plus services since July 2002 for the family members of microfinance program and other population in the working area. The aim of this activity is to strengthen preventive and curative health services and increase awareness on health related issues among the target beneficiaries contributing to Health for All and thus supplementing the MDGs 4 & 5. BEES believes that parallel to financial support, people need to widen their periphery of knowledge, skill and fulfill social requirements in a pragmatic manner. Reflecting on this thinking seriously, exclusive behavior change communication (BCC) associated with intensive interpersonal communication (IPA), advocacy, social mobilization and networking initiated at community level is playing pivotal role to make health services under Seba more integrated and effective. There is a paramedic at every Branch Office. Paramedic visits group and provides preventive and limited curative treatments catering to the beneficiaries. They provide essential medicine free of cost and other necessary medicine in subsidized rate also. They refer the case to local govt. doctors if it is found critical. Every Branch Office is treated as a Static Clinic. Any member of beneficiarys family has access to the clinic. The program is managed by a skilled team consisting of professional doctor, health & nutrition specialist, health supervisor under the proper guidance and direction of top authority of the organization. At present, BEES health services under Seba are covering the following core health issues: a) Maternal health (ANC, PNC, Safe delivery) b) Child health (winning feed, colostrums, EFB, EPI, etc.) c) HIV/AIDS prevention d) Diseases diagnosis & lab test e) BMI for pregnant mothers & growth monitoring for under 5 yrs. children f) Conduct food supplementary demonstration for nutrition education g) BCC activities on health education & promotion h) Advocacy and counseling on health-FP, personal hygiene, safe water use, nutrition education, HIV/AIDS prevention, etc.

INPUT DELIVERY SERVICES


The services comprise distribution of seed, seedlings and sapling, fertilizers, pesticides fencing, supervision and follow-up, etc. Under Input Delivery Services, quality seeds of 12 types are being distributed twice a year for homestead gardening.

The target beneficiaries receive these and other important growth related services through group meetings and static and satellite clinics established by BEES making them Human capital in production.

4) Human Resource Development through Training


For building capacity of the beneficiaries, BEES training program is being conducted being integrated with the core programs notably microfinance compulsorily. It has been organizing training oriented activities as an important part of human resource development to scale up and widen the knowhow & skill and provide technology to the respective stakeholders. Training provided by BEES is generally categorized into two types like Life Skill Development (LSD) training and Occupational Skill Development (OSD) training. BEES is very much aware of developing the knowledge, attitude and practice (KAP) of its group members & practitioners through LSD trainings on the basis of need. Through OSD training, it develops occupational skills on employment and income generation activities. Thus, the beneficiaries are being made learn new information, re-learn and reinforce existing knowledge and skills and, most importantly, have time to think and consider what new options can help them improve their livelihood development. Counting on need assessment, BEES is continuing to develop and formulate training modules, curriculum and other training materials and tools to arrange and conduct different types of training courses. BEES has been conducting a training cell and centers at community and central level to organize all kinds of training activities. The cell having comprehensive plans is engaged seriously to ensure the role of training catering to the microfinance program. To make training programs more inclusive, attractive and most of all effective, BEES is using different timely methods like lectures, demonstration, discussion, computer-based presentation, programmed instruction (PI), behaviormodeling, case studies, role plays, mentoring, job instruction technique (JIT), transactional analysis, simulation exercise, exchange visit and so forth. BEES training programs well-equipped with cognitive, behavioral and management development approach are developing skills and expertise among the beneficiaries to prevent problems from arising and providing tools to address any skill or performance gaps within programmatic aspect.

SELF-RELIANCE APPROACH
BEES is aware that global economic crisis is increasing gradually. This makes it realize the need to be self-reliant as a development organization. BEES has been continuing to provide development services to its beneficiaries, thereby guides and helps them to be self-dependant. This endeavor would ultimately reduce dependency on the donors if financial sustainability can be achieved through various income-generating activities, revolving loan program and developing own human resources. BEES is paying more attention on own institutional viability and with a view to becoming sustainable it is trying to meet its all operational management cost, cost of capital, loan lose provision and inflation with the income of credit and savings products. BEES is thus on the way to achieve and plan that ultimate goal to run itself without the donors support.

FUTURE DIRECTIONS
BEES has been analyzing its own activities, customers needs and standard of its services since its inception. Continuation of existing programs, organizational reforms, development of organizational self-reliance, counting on collective action and more emphasis on womens participation are some of the important strategic directions. BEES intends to expand its microfinance intervention areas depending on need and demand all over the 64 districts of Bangladesh within 2015. Towards that aim, its future direction encompasses on promoting community participation, formation of homogeneous groups, skills development, prioritizing income raising support, saving collection for making capital, collecting fund from donor agencies and thus providing credit support at less cost. To a great extent, BEES has the very inclination to contribute to building a better Bangladesh. On the way to translating the vicious circle of poverty into the virtuous circle of prosperity, its integrated microfinance program is immensely committed to supplementing Millennium Development Goals (MDGs) as a whole.
