3. By co,Pies of this memorandum and .ppendix D the ST .. NCICC subcommittees
on Intercept Coordination and on Intercept and D/F Operations (combined)
are requested to furnish to this subcommittee, prior to 1 Barch, tentative
drafts of the four exhibits cited in :.ppendix D.
4. It is recommended that Colohel Marr-Johnson be informed, in response
to his memorandum MOP/7 of 4 February 1946,
(a) that the appendices (to the basic British-U.S. C.l. agreement)
being prepared by ST . .NCICC will cover all of t he points listed
in the London SIGINT Board's agenda of 3 February 1946,
(b) that these appendices will, in themselves, constitute an organi-
zation of subject matter vmich vdll serve in lieu of otherwise-
listed agenda, and
(c) that most of the data of the items listed in his paragraph 2
are already being furnished through normal liaison channels
and that any desired and appropriate amplifications thereof, and
additions thereto lv.ill follow, as a matter of course, on sub-
committee level, the conclusion of agreement on the terms of the
appendices. I
It is further recommended that Colonel Marr-Johnson be informally advised
that perceives an essential difference betlreen the British and U.S.
points of view with regard to the approaching technical conference in
the British appear to foresee specific initial allocations of tasks, vmereas
merican preparation in the main anticipates merely the establishment of
channels, the designation of agencies, the specification and delimita-
tion of scopes, for continuous discussion and adjustment. It is submitted
that pre-understanding and pre-consideration by the British of this one
basic difference are essential to the smooth progress of the
discussions.
