Dear Sir,
Ambassador Dr. Kwame Bawuah-edusei directed me to address this letter to you at the
Permanent Mission to the U.N.
I have a very serious matter the requires a waiver of diplomatic immunity on Kofi Annan so that
he can appear in the U.S. District Court for the Eastern District of Arkansas (Little Rock), Northern
Division (Batesville) and at the Inter-American Commission on Human Rights and if so determined to
proceed, at the Inter-American Court of Human Rights as either a named defendant or as a witness.
I am an American merchant seaman of 18 years with the Seafarers International Union
challenging federal gun control laws of the United States and the United Nations gun control agenda
through treaties, conventions, and declarations.
On September 11, 2006, I filed a federal civil complaint, Hamrick (pro se) v. President
George W. Bush, et al, in the United States District Court for the Eastern District of Arkansas, Northern
Division, No. 06-0044 alleging the United States of racketeering an unlawful and an unconstitutional
protection scheme over the Second Amendment (right to keep and bear arms) of the American people.
I have filed my Motion for Joinder of Kofi Annan, Secretary General of the United Nations as Lead
Defendant.
On October 16, 2006, I filed my Human Rights Petition to the Inter-American Commission on
Human Rights to challenge the United Nations gun control agenda. The Petition is include herein for
your convenience.
The United Nations global gun control agenda has advanced to the point where a citizen of the
United States, “Non-State Actor” in U.N. terms, has had his Second Amendment rights denied by the
U.S. Coast Guard for reasons that I allege were influenced by the United Nations gun control agenda.
I append my Petition to the Inter-American Commission on Human Rights on my appeal to the
U.S. Supreme Court (even though it was denied) in 2003 for your convenience in determining the merits
of my request for waiver of diplomatic immunity.
