Human Resource Management Overview 2 Human Resource Management Overview Human Resource Management or HRM is an activity that is focused on recruiting, managing and developing the people in an organization. This function also deals with the issues regarding employee compensation, hiring, performance evaluation, safety, development, wellness, communication, training and development. The human resource management in the organization plays a big role in making strategic and coherent approach to managing the companys most important asset; its people. The HRM function is seen by most companies as a major contributing factor in aligning specific assignment to the employees capabilities. In doing so, the company will be able to efficiently achieve its goals at a minimum required resources. Several factors affecting the staffing functions of the human resource management can be categorized under external and internal. The external factors include the level of education, the prevailing attitudes in society (the kind of attitude toward work), the many laws and regulations that directly affect staffing, the economic conditions, and the supply of and demand for the manpower outside the enterprise. Factors that affect staffing and staffing turnover are considered to be a big problem faced by human resource managers. In a study Factors Influencing Staffing Needs, Pinkerton (2001) made an effort to know the reasons that influence the staffing needs of hospitals. The answers vary depending on the hospital, the top three include, teamwork or no teamwork/unit cohesiveness, chaos factors affecting the delivery of nursing care and effectiveness of communication. Organizational goals, tasks, technology, organization structure, the kinds of people employed by the enterprise, the demand for, and the supply of managers within the enterprise, the reward system, and various kinds of policies are the internal factors which may affect staffing. Moreover, the use of high technology in most industries requires extensive and intensive education and training.

The Health care systems are designed to meet the needs of target populations on health care. Around the world, there are a wide variety of health care systems. The health care system in some countries has evolved and has not been planned, while in other countries health care services are planned and targeted to the people they serve. A survey on Low Staffing, High Turnover Blamed for Poor Nursing Home Care which was created in 2004 revealed that more than one-third of California's freestanding nursing homes do not meet the state's minimum nurse staffing standards (3.2 hours or more per resident). The reports author, Charlene Harrington, Ph.D., School of Nursing, University of California, San Francisco said that "Low staffing led to 78 percent of nursing homes not complying with federal care and safety regulations during mandatory inspections," According to her also "An additional 11 percent of the nursing facilities were cited for very serious quality of care problems." Factors such as low pay, low margins, and declining reimbursement from government agencies contribute to high staffing turn-over according to her. The high employee turnover equals high costs. When employees depart the company incurs loss of intellectual capital, as well as costs associated with recruiting, hiring and training new personnel. In order to avoid this, various actions may be taken by health care organizations and/or human resource managers to reduce turnover. This can be lessened if the company uses the following steps: The company should hire only applicants that have the right fit to the job. To do this, the human resource should conduct behavioral based interviewing and competency screening to deeply determine the personality, work style and potential match to the companys need.

Human Resource Management Overview 4 Hire candidates who seek more stability such as the older workers. They may no longer look for career development and opportunities than the younger workers may need of. Make correct and clear job description. Accurate job description provides a complete understanding of what is expected of the employee. One of the major causes of employee turnover is misconception about the job responsibilities and the work environment. Develop compensation package at par or above industry level. Make a quick survey of the market pay ranges in the area. Providing perks of benefits and extras may be the key to retain employees. Challenge employee performance and growth by attainable assignments. Provide excellent work supervision and enhanced communication to encourage employee motivation to perform. Recognize employee success at work. Provide rewards for a job well-done. Provide chance for career advancement.
