Spatial Policy in mountain areas: case study of Fokidas Prefecture

Abstract
The aim of this paper is to investigate the main strategic options and priorities regarding the
Spatial Planning in Greece, focusing on mountain areas. Mountain areas are an important part
of the country, with particular characteristics and geo-morphology, involving inherent
problems and development difficulties.
The research of a specific case study is considered as the appropriate methodological
approach for the analysis of interactions between spatial planning and development of
mountain areas, thus, generic research is correlated to theoretical analysis in order to form an
integrated aspect of planning policys influences and impacts to social, residential, natural and
economic environment.
Therefore, the paper is divided into two main parts. The first part of the study is based on
extensive analysis of the Planning policy regarding mountain areas. This analysis is combined
to historical review of the legislative framework especially after 1976, when the first law
about spatial planning and environment was established. Then, the basic strategic options for
mountain areas -according to the current National Development Planning and Spatial
Planning Framework-, are analyzed.
In the second part, there is a focused study of Fokida Prefecture. Fokida is considered one of
the most representative examples of mountainous regions with inherent local development
problems associated to spatial planning and land use policy. Specifically, physical and socioeconomic reality is presented through statistical analysis, use of local development and
economy indicators and investigation of Fokidas position in Greek Strategical Planning.
The main conclusions are:
 Spatial planning in Greece shows a significant time delay regarding its integration
into national development strategy. Barely during the last 10 years there is a presence
of spatial planning at the forefront of policy development options.
 Yet there isn't a clear point of view for the spatial planning policy in mountain areas
but only some general measures and objectives defined in a wider context of existing
planning frameworks.
 Although the appropriate level for spatial-development policy for mountainous areas
seems to be the local (by local public bodies), the study of Fokida showed that the
spatial-developmental problems are often not confined within the administrative
boundaries. Therefore it is proposed to delineate geographic and administrative
territorial units the so-called: mountain zones of local cooperation.
