RECEIVED 28 FEB 2012

OFFICE SUPERVISOR'S HYDE

Please accept this document a follow-up to our discussion throughpreviousemailsand as by telephone this date. I have attached I somesketches previously sentyou concerning this issue. As you will note two of the threealternatives are shownin the sketches acceptable. The first is notedas a "minimal" alternativeand involvesa single stop sign on the eastbound no approach the subjectintersection. It is acceptable to assuming other safetyissues have been identified and enhancement the stop condition with a stop bar and possibly a of "stop ahead"sign (at leaston a temporary basis). The second alternative notedasthe "full-control" alternative. It involvesa stopcontrol is on eachof the threeapproaches. This alternative reflectsthe conceptin place currently although there are necessary enhancements shown. As noted (upper left comer) this alternativewill control vehicularspeeds thereis a perceivedissue. This alternativeis if acceptable with the notedenhancements, "all-way" sub-panels all threestopsigns, on i.e., "stop-ahead" for southboundmotorists and at least in the short-term, for eastbound motorists, stops bars on all approaches, and relocation of the northboundstop sign 20 approximately feetto the south. The third alternative labeledthe "conflict" alternative is not acceptable. is and During my meeting on-site on February 4, 2012 it was brought to my attention that excessive speeds havebeennotedcoming from the north negotiatingthe curve from the firehousearea. Additionally, it was conveyedthat pedestrians commonin this area are and involve students walking to and from schoolon Haviland Road. If there is agreement and/or documentation that these two conditions are factual, then the "full conhol" alternativemay be the preferredalternative.

Clearly the heavy movements are the eastboundlefts and the southbound rights and therefore, more remote residents may object to having to stop before making the turn shouldbe madeat avery low speed right-turn. However, this 90-degree southbound and should not be an issue if community safety is a priority. Similarly, regardless vehiclesresponding calls will havethe benefit of flashing lights and sirens to emergency traffic controls. In other to alert motoristsin their path and may, with caution, supersede time will not be hindered. words, their response I the Relativeto which alternative, one or two, shouldbe implemented, would suggest Town documenton the record if thd speedand/or the pedestian issuesare factual. The and SchoolDistict might be able to help in this effort as Hyde Park Police Departrnent well aslocal citizens. Regardless the alternative chosenperiodic, short-durationenforcementwould be of that local residentswill be the violators. The goal beneficial, with the understanding expectationof safety. cannotbe to make everyonehappy, but rathera reasonable Therefore, traffic controlplacement upon historicalfactualdatasincethe shouldbe based positiveand negative impacts. placement any traflic control canhaveboth of I will makemyself availableif anyone a question. has Thankyou,
