Located on Franklin Rd in ward 3 in the Town of Hyde park, The basis of this situation arises from numerous complaints by my constituents riving in the Roosevelt Rd area' At this time my investigation is comprete and I feel the Town Board should be able to go ahead and vote on this issue. As you know several weeks ago I met Bill Fitzpatrick at the site of the Three-way tntersection, Bill is a Traffic Engineer with over forty years' experience and did give the foilowing account for four possible scenarios,
1n being No stop signs whatsoever at the intersection. This was not a

solution to the Three-way stop sign iituation.

stop sign rocated Frankrin Rd going East off Rt 9G with a Stop Bar arso placed on roadway' Further it would be recommended to place a curve sign before sharp turn on Franklin Rd and Roosevert Rd as welr as a speed rimit sign before sharp turn' This was a good recommendation by Bill as well by This Councilman.

3'd being Leave all Three stop signs moving one stop sign facing North back, as well as placing stop Bars on roadway by all three Stop signs as well as add stop Ahead signs before each stop sign as well as All-way stop under each stop-sign. This was a Recommendation by Bill as well.

just one stop sign going North on Franklin Rd with a stop Bar on the roadway , This was not a recommendation by Bit neither.

This issue has been a very time consuming issue and r have received dozens of phone calls this weekend requesting we remove alr stop signs or at reast two of the signs or go back to original Yield sign, lt is this councilman,s recommendation to go with option Two' This option I truly believe puts safety of the citizens first as well as does not infringe on the traffic flow of people using this roadway. I have been a Police officer for over twenty years in the Town of Hyde park and can never rernember one accident minor pdaa or piaa at this intersection. Further have taken the liberty to drive around our Town in more pedestrian populated areas such as Greenfierds Deveropment Havirand Rd/Biil Reynolds Brvd euaker Hill Estates to name a few and there are no three-way Stop signs. yes the three stop signs may slow some people down however r am not an advocate to use stop signs to control speed. lf this were the case we should have hundreds more added to all our roadways. Still further I believe the three-way stop the way it is now may even cause more potential problems then help. An example of this would be southwest on Franklin Rd the driver because of the sharp turn does not notice the stop sign till last second strikes another vehicle whom assumes the first vehicle will stop because of the stop sign but does not. lf that stop sign were not there and there was a curve sign with a speed sign then other Drivers would not assume people will stop and be more attentive. Also we can have our local Police Enforce the speed limit in this area periodically as this does wonders for safety' Lastly while I was at the area in question many of the vehicles did not stop at any of the Stop Signs.
