Dear Mark:

on Monday, February 14,2011, at apublic meeting held at Town Hall, supervisor Martrno referenced a three page doc'"unent',;l'hich listed areas of concern dunng ycur audit of 2009. He held up the document and stated that the report indicated computer bank reconciliations have not been performed since the early i990'r.
The Town of Hyde Park has utilized RDA Systems [nc. for its accounting software since I began the position of Bookkeeper in 1986. Back in 1986 the computer-system was an IBM'AT, with a Dot Matrix printer. The offrce staffof nvo shared this computer. As you can imagine, beside the slowness of the computer and the printer, sharing a system between two people is cumbersome. Bank reconciliationJru.re performid manually. Bank reconciliations are a vital process to the bookkeeping firnction. Without reconciliations, cash becomes unmanageable, errors will continue to go undetected, and monthly financial reports are not accurate. In my 23 yearcas BookkJeper, every month I would perform timely manual bank reconciliations with proper documintation of the process. The last audit of the town's books, during my time as Bookkeeper, it was recommended that the Town Supervisor review the bank reconciliations and sign off. Mr. Martino has performed that function since he came into office through vtay orzoto.

You might ask Mr. Martino if he has continued that vital practice since I was fired. You have a responsibility to review the booklieeping practices which exist today. I am unaware of any bank reconciliations, computer or manual, being performed since May 2010. Perhaps that is why there are no financial reports.

You will also find the module for fixed assets was not being used within the computer software. This module was purchased for Chu Savaths' use. It was her responsibility to maintain the fixed assets of the town, report it to me on an annual basis so that I could report it in State's annual financial report. Chu never foturd the time to update it within the computer system. She used other means to keep track of the fixed assets.
Because someone doesn't use all of the features of computer software, yet maintains a different manner, as long as it is performed, the town has met the requirements of proper accounting principals and procedures.

As a Hyde Park taxpayer, I believe you have a stake in our town too.
