1.Accountability both Executive and Subordinates; 2.Transperency both Employee and Organization; 3.Easy access to information throughout the organization; 4.Popular participation in decision making and implementation; 5.Responsiveness; 6.Discipline framework should be fair; 7.Enforcement of rule of law supplanting the rule of whims and caprices of rulers whether stipendiary or elected; 8.New laws to be enacted and implemented in order to rationalize the existing employment rules within the public sector; 9.An overall caring and human ambience promoting an equilibrium and equities social and economic order.

The main issues and problems for ensuring proper Discipline in Bangladesh are as follows:
1>Corruption 2>Inefficiency of Bureaucracy 3>Political interference in Administration 4>Nepotism 5>Improper and non-observance of the rule of law
