Background
# Also called Act 447 # Enacted by Yang Di Pertuan Agong # Advice by member of Dewan Rakyat and Dewan Negara in Parliament assembly. # Force started on Sept 1 of 1990. # Shall apply throughout Malaysia with the exemption from a Minister.

Purpose of Establishment
Minister of energy can :

# Appoint an officer for JBEG and list down his duties. Lead by a Director General # Control the activities of electrical supply at reasonable price. # Forces the electrical safety requirement for all electrical installation and equipment so that operate in a safe condition.

Term & Definition

# Live or Alive - A system or any part of any system that voltage exist between any conductor and earth or between two conductors in the system. # Dead - A system or any part of the system which not live or not connected to the supply. No voltage exist in the system.

# License - A license issued under this act ( section 9 ) permitting the licensee to operate or work an installation and include any license under any other law before.
# Equipment - Any items for such purposes as generation, conversion, transmission and distribution such as machines, apparatus, accessories and appliances. # Director General - The director general of the Electric and Gas Supply Department appointed by Minister under Act 447.

Term & Definition

# Authorized Person - A person appointed by the management or the owner of the installation or by a contractor acting as an agent on behalf of management owner to carry out certain duties on that installation provided that person posses a qualification or competent for the purposes for which he is employed. The burden of proof of competency being on the employer.

# Competent Person - A person who hold a certificate of competency issued by the Director General to perform work in accordance with the restriction as stated in the certificate.
# Licensee - A person permitted by license under section 9 Act to work or operate an installation and includes an authorized agent. # Supply Authority - Any statutory authority established by an Act of Parliament or any other law to generate and supply power.

Term & Definition

# Consumer - A person who is supplied with an energy or whose premises are for the time being connected for the purpose of energy by a supply authority or a licensee.

# Management - The person for the time being placed incharge of the installation.
# Private Installation - An installation operated by a licensee or owner solely for the supply of energy to their installation and also if the supply is taken from a public installation, the energy is used for its own property. # Public Installation - An installation operated by a licensee for the supply of energy to any person other than licensee, provided that a licensee may use energy for his own purposes where the use is consistent with the terms of the license. # High Voltage - a voltage exceed 600 V but not exceeding 3000 V.

License of installation.

# Part 4 Sec.9 ( 1 ) : -Statement : Subject to such exemption as may be prescribed, no person other than a supply authority shall: a. use, operate or work or permit to be used, worked or operated any installation or b. supply to or for the use of any other person electrical energy from any installation . Except under and in accordance with the terms of a license expressing authorizing the use or supply from the Director General. Exemption ( notice order on April 1994 ) - A license is required for : # The installation which use its own source of energy and with the generation capacity more than 5 kW.

Registration of installation.

# Part 4 Sec.21 : -Statement 21 ( 1 ): Before the completion of a new installation, other than a supply authority, the owner shall forward in duplicate to the Director an application for registration in the prescribed form. After the inspection and satisfies the requirement, the Certificate of Registration can be issued. - Statement 21 ( 2 ) ; No person shall posses or operate an installation, unless the installation is registered on a valid Certificate of Registration. Exemption ( notice order on April 1994 ) - A registration required for : # The installation which take supply from licensee or supply authority and have a stand-by generator set. # The installation which take a supply from licensee or supply authority at voltage of 11 kV and above.

Inspection of installation.

# Part 4 Sec.22 : -Statement 22 ( 1 ): Subject to any exemption granted under this act, any person who intends to construct, extend or alter an installation shall give notice of the proposed construction, extension or alteration to a Director. Such person or a person authorized by him should submit plans and obtain prior approval from a director who may periodically inspect the installation thereof.
- Statement 22 ( 2 ) ; In addition to a periodical inspection during construction, extension or alteration or final inspections on completion, all installation while in operation shall subject to such periodical inspection as may be prescribed.,

Competent Control.

# Part 5 sec. 23: -Statement 23 ( 1 ): No installation or electrical plant or equipment other than those owned by or managed by a supply authority shall be worked or operated except by or under the control of person possessing such qualification and holding such certificates as may be prescribed. And no person not possessing the qualification or holding a certificate as foresaid shall be incharge of any installation or shall control the operation of any electrical plant or equipment. - Exemption ( notice order on April 1994 ) Competent person are restricted for the following installation: # Licensed installation # Installation operate at voltage higher than a low voltage # Installation receive energy through a switchgear higher than 100 A # Installation generate power more than 5 kW.

Report for Accident or Fire.

# Part 7 sec. 33: -Statement 33 ( 1 ): Whenever any accident or fire causing or resulting in loss of life or hurt to any person or serious damage to property has occurred in connection with any installation or electrical plant or equipment, the owner or licensee thereof and the management thereof shall report the accident or fire to the Director by the quickest means available, and subsequently with the least possible delay shall report in writing to a Director the facts of the matter so far as they are known to them respectively. - Statement 33 ( 3 ) : In the event of loss of life or grievous hurt to any person due to any accident or fire in connection with electrical installation, no alteration or addition shall without the consent of a Director be made at any part of the installation until a Director has completed his investigation provided that nothing herein contained shall operate to interfere with rescue work or work necessary for the general safety of life or property.

Offences & Penalty.
# Part 9 sec. 37:

Offences

# Wilfully so tampers with or adjust any < RM 100 thousand or installation or part. < 5 years imprisonment or # Manufactures or import or sell any to both. equipment as to cause or to be likely to cause danger to human life or limb or injury to any equipment or property. # Rash or negligent act or omission in < RM 50 thousand or respect in any installation or equipment < 3 years imprisonment or or part of installation causes injuries to to both person or property.

Power of Minister.
# Part 11 sec. 53:

Minister having a power to make a regulation in respect of any matter may be prescribed under this act # Function and duties of JBEG officers # Interval, times and manner of inspection on installation and equipment. # Standard and specification used in design, construction, protection of installation and equipment. # Manner and standard of energy measurement # Variation limit of supply voltage and frequency # Fees to be paid for license, registration, etc # Minimum qualification for competent control person, etc. # Part 12 sec. 54. Minister has power to give the exemption of the regulation through notification gazette.

Terms & Definition.
# Accessory

- A device other than current using equipment which are associated with electrical equipment or installation. # Apparatus - Devices and fitting in which conductors are used or of which they form part of.

# Portable apparatus - Apparatus so constructed that it may be readily moved from place to place and be safely operated without structural alteration following such removal.
# Owner - The owner or lesse of an installation and includes where the owner or lesse is absent, his authorized agent. # Electric sign - A neon sign or other consuming apparatus of like nature operated at above 400 V.

Terms & Definition.
# Electrical

job - Any jobs perform or carry out on electrical installation and it part which includes: * install, construct and erect / build * repair, replace, restucture and alter * other maintenance job. but not includes manufacture,greasing, repainting and cleaning of electrical installation or equipment. # Switchboard - A collection of switches or fuses, conductors and other apparatus in connection therewith for the purposes of controlling the current or voltage in any system or part of the system, together with framing and panels on which such apparatus is supported but not includes a final circuit boards. # Low Voltage - a voltage normally exceeding an extra low voltage but not exceed 1000 V AC or 1500 V DC between conductors or 600 V AC or 900 V DC between conductor and earth.

License & Registration.
# Reg.

3 to 10 describes the procedure of installation registration and license process whih includes: * Form of application * Test & inspection by JBEG * Fees for inspection & certification * Cancellation of certification of registration * License for private and public installation * Fees for licensed installation.

Wiring Job by a competent person.
# Reg.

11 to 14 describes the requirement of wiring job which must be performed by a Wireman.

# Regulation 11 state that: - No electrical wiring or extension to existing wiring shall be carry out by registered Electrical Contractor or Private Wiring Unit without first obtaining the approval from a supply authority or licensee except for the domestic installation where the extension or additional wiring does not exceed the current maximum demand as stated in a contract of supply.

Basic Safety Requirement.
# Reg.

15 to 18 describes the basic safety requirement for each electrical circuit or equipment :

- The requirements are: * Size, capacity, protection and location for current carrying devices * Shock protection * Switching & isolation * Overcurrent protection devices ( size, selection, etc ) * Starter for motor * Easy to operate, etc.

Switchboard Installation Requirement.
# Reg.

19 to 21 and 37 describes the basic safety requirement for a switchboard ( installation & operation ).

- The requirements are: * Readily accessible for a part required handling and adjustment * Circuit path readilly traced and a single-line diagram displayed. * All bare conductors are protected to prevent electric shock * Not-connected conductors are kept well apart and can be distinguished. * Suitable rubber mats available in front of a switchboard * Not accessed by any person except a competent or under supervision of a competent person. * Provided with effective means of ventillation, illumination and kept dry. * Cannot be used as a store * Provided with fire extinguiher and log book. * CPR method or instruction is displayed * Provided with standard " NO ENTRY " and " DANGER " signs * Equipment can easily and safely handed.

Underground cable System.
# Reg.

22 & 23 describes the requirement which includes:

- Type of cable used must be the insulated cable and protected. - Erection & installation method when cable across the bridge, river or water line, railway, etc.

- All cable joints and termination must be performed by a cable jointer.


- All joints and termination must be constructed so tha it comply a factor of conductance, insulation, mechanical strength and mechanical protection.

Earthing System Requirement.
# Reg.

34 to 36 describes about earthing system which includes:

- All exposed conductive parts and extraneous conductive parts, except for the exposed conductive parts for class II equipment must be connected together and connected to earth. - A metal water pipe or gas pipe cannot be used as an earth electrode or earth point. - Neutral point of AC or centre point of DC system cannot be connected to earth more than one without permission and approval from DG. - Application of RCCB at installation : * Public installation and wet floor area - 10mA * Handheld apparatus and outdoor socket * Others - 100mA

Overhead Line System Requirement.
# Reg.

41 to 43 describes about overhead lines system which includes:

- Types of cable can be used for overhead lines such as hard drawn copper, copper cadmium, aluminium, ACSR, etc. - All bare conductors for overhead must be out of reach. - Provides an adequate clearance for consumer safety when cable across the road. - Provide a protection system which can break a supply when cable falldown or broken. - Overhead lines cannot be installed across other aerial lines such as telecomunication lines except with permission from DG.

# Reg. 44 to 57 describes the matters regarding: - Examination board

Certicate cancellation/suspended.

# Reg. 59 describes the matters regarding cancellation and suspended of certification by DG when holder is finding: - Have an enquiry of death held under criminal procedure code - Get a certificate through fake/fraud declaration or statement - Perform " serious missconduct " case such as: * sleep while on duty * Cause damage to apparatus or danger of life by careless operation. * Cause damage to apparatus or danger of life by neglect or bypass the use of safety devices provided. * Under influence of drug or alcohol or both while on duty * Fail to follow job instruction as stated in regulation * Produce fake/fraud declaration or statement.

Competent Person incharge.

# Reg. 60 describes the person who can recommended the number and categories of competent person incharge for one installation: - Installation Operating Voltage < 600V * Electrical Service Engineer or * Competent Electrical Engineer or * Electrical supervisor or * Resident Competent Electrical Engineer - Installation Operating Voltage > 600V < 132000V * Electrical Service Engineer or * Competent Electrical Engineer or * Resident Competent Electrical Engineer - Installation Operating Voltage > 132000V * Resident Competent electrical Engineer. # Reg. 62 required that each shift of job must be incharge by a competent person.

Competent Person Registration.
# Reg. 63 describes that:

- All competent persons incharge must be registerd to the Director. - The registration must be made by Owner, Management or Licensee within 7 days. - Registration cannot be done for more than one installation or employer except with permission from Director. - Certification of Competency for Electrical Service Engineer, Competent Electrical Engineer and Electrical Supervisor only valid up to 75 years old of the holder. - Certification of Competency for Chargeman, Wireman and Cable Jointer only valid up to 65 years old of the holder.

Competent Person.
# Reg. 64 describes that: - All connection jobs must be performed by a competent person, except: * Connection of portable equipment to a socket outlet * replacement of bulb in domestic installation.

Visit by Competent Person .

# Reg. 66 to 70 describes the needs of visit by a competent person regularly for inspection and check the general requirement of installation: - Categories of competent person can perform a visit : # Low Voltage Installation * Electrical Service Engineer or * Competent Electrical Engineer or * Electrical supervisor or # Other Installation ( > low voltage ) * Electrical Service Engineer or * Competent Electrical Engineer or

Outcome or report of the visit must be send to the Director and owner or management within 2 weeks after visit.

Electrical Contractors .

# Reg. 71 to 96 detail out the need of electrical contractors to perform an electrical jobs. the reulations includes: * The job scope for each categories of electrical contractor * The registration requirement * Fee of certification. # Types of Electrical Contractors & its job scope are: 1. Electrical Service Contractor

- Perform maintenance & repair, overhaulling & servicing, calibration,testing & validation of electrical equipment and installation. - Carry out cable fault finding & troublshooting.
2. Electrical Contractor ( Class A, B, C & D ) - Perform any " electrical job " on electrical installation or equipment which includes: * install, construct and erct / build * repair, replace, restructure & alter * other maintenance jobs

# Types of Electrical Contractors & its job scope are: 3. Private Wiring Unit - Perform wiring job on his premises only 4. Electrical Signboard Contractor - Construct an electric signs 5. Electrical Repair Contractor - Check, service or repair electrical equipment or apparatus. 6. Switchboard Manufacturer - Manufactires a switchboard.

Maintenance of Installation.
# Reg. 110 to 113 describes the need for competent person or supervision by competent person on performing the electrical maintenance job. Also the safety procedure to be taken when conducting a maintenance job such as: * work permit * Isolation procedure * Temporary earth connection * Lock and tags * Deenergizing procedure, etc.

Background.
# Enacted by Agong with consent and advice from parliament assembly at 15 Feb. 2001. # Come into force on 1 of March 2001

# Also known as Act 601


# Shall apply throughout Malaysia with the exemption from Minister. # Provide a budget for developing one energy commission which can control the electrical supply activity and enforces the energy supply law and its related matters. # Content are similar with Act 447.

Background.
# Also known as an Act A1116

# Ammendment for Electrical Supply Act 1990 which is known as " Akta Ibu ". # Enacted by Agong at 6 of Sept 2001 # Come into force by 27 Sept. 2001. # Major changing in terms and officer names.
