Crime prevention is everybodys concern.

To all the Honorable Municipal Mayors who are present here today, a pleasant morning to all of you. I have been serving in the Police Organization for so many years and with the various experiences I have had, especially in the field of maintenance of peace and safety of the community, I do know that without the support of community leaders such as you, the Local Chief Executives, our task would be very difficult. And so, I have always been advocating that the Mission and Vision of the Philippine National Police should be the communitys mission and vision too; the Police Officers to take the lead and the community thru their chosen representatives and leaders to cooperate. Thus, I am very much thankful that I have been given the chance to talk in front of all the hardworking and responsible Local Chief Executives of this Province. This is one rare opportunity I cannot just forego. As this Provinces Police Provincial Director, your support and coordination will serve essential in the achievement of the plans I have for this Province. Surely, we all have different plans and projects for ______, but these varying plans and projects all boils down to one main goal, that is, to make this province a better place to live in. The Police Organizations main goal is that to serve the community and the best way to serve is to protect them from crime, keep them safe and maintain peace in the place where they live. For some, such task sounds easy and trouble-free but for us, it is not just that. Police Officers consider it as a responsibility. Everybody must have heard on news that the police to community ratio is one police is to almost a hundred civilian. With such ratio, one could just imagine how immense our responsibility to the community is. But such responsibility can become more feasible with the communitys help. And the best way to reach the community is thru their representatives and leaders, such as you Honorable Mayors. You being the Local Chief Executives have been vested with authority and power to supervise your constituents. Hence, I do call upon your support, to help us, the Police Officers of this Province, to be participative with the projects of the Police Organization and be responsible in knowing what they can do to help the organization, after all, their efforts would all redound to their own benefits. Also, the position you hold is one of the most essential because you are the ones closest to the people. You are more knowledgeable of what the people yearns and what the people desires. You are the best person that can represent the community. For us police officers to be able solve the problems of your community, we can most rely on you.

I would also like to appeal to your respective Honorable Sangguniang Bayan Members to strengthen the ordinances and resolutions they shall be enacting in the future. With more effective ordinances, especially ordinances and resolutions inclined towards crime prevention and community safety, we will all be favored. As I have said earlier, crime prevention is everybodys concern. A peaceful community is an objective achievable only upon the concerted efforts of everyone, let us remember that. I am then appealing to all of you, to coordinate with us and let us help one another in achieving our respective plans for this community. In exchange of all these favors I am humbly asking from all of you, I am going to do my best to lead this Police Provincial Office as good as how you lead your municipalities. I will make it one of my priorities to make better the image of all the men and women of the _______ Police Provincial Office. I hope that during my incumbency, no policeman will be involved in any issues or controversies. I have always believed in the power of coordination among the government and the community it serves. With enough coordination, no goals, no objective and no plan is unattainable. As I have said before and would keep on saying still, I will leave no promises but certainly, as this commands leader I will continue to stick to the mandate of our Organization and at all times serve with honor and justice. I would be very honored working with all of you. And I hope that the good relationship we have started will continue to prosper. Thank you and good day!
