PROCEDURE PP-110 ASSET MANAGEMENT PLANNING


1. Purpose
The purpose of this procedure is to provide guidance for planning the maintenance or renewal of asset items over the next 25 and 5 years based on infrastructure needs , operational requirements and corporate goals This procedure covers the following aspects of asset life cycle planning scope (amount and location ) of work to be done costs reasons for work , consequences of deferral relative priority of work based on risks/benefits assumptions behind scope and costs separate lists of work deferred to future years and potential consequences of its deferral . outline of reasons for work outline of strategies for mitigation of risks

Responsibility
The Manager Strategic Planning is responsible for the development of the 25 and 5 year Asset Management Plans

Categorising Assets for the AMP

In the Asset Register the asset categories are furthur broken down into asset types and sub-types and are also uniquely located within the defined i es t n tok rg n , n rt e ew r e i s t a s o corridors and sections within corridors for the purposes of condition monitoring and maintenance or renewal decisions

Procedure
5.1 25 Year Plan The following methodology is applied to the development of the 25 Year Plan review and update the asset register review asset categories , types and sub-types by location and identify new works required based on the following criteria review recent asset condition issues a a s fu s tts K I , u i , C S, S S n l e a l t ii , P a d s T R T R y t a sc S t review items already identified in previous 25 Year Plan identify extent of the problem locations and priority over the years for major items : identify current method of work to address the problem. note any alternatives or improvements to technology that could improve productivity make estimates or reasoned judgements on costs 5.2 5 Year Plan The following methodology is applied to the development of the 5 Year Plan d f e fr dma tn n e ei d er n e e ie a c n review years 1 to 5 of the 25 year plan identify locations of works listed through the cyclic replacement analysis workshop any particular problems not already identified workshop risk/benefits of all projects proposed. analysis is to include consequences of not undertaking activities , the risk mitigation proposed and the risk mitigation plan assessment of sustainability needs determine priority of works to meet financial constraints compile list of works to be done over 5 year period assess against budget for years 1 to 5, reprioritise to fit 5 year targets compile list of works that are deferred . determine how long work can be deferred risk assessment of activities not to be undertaken and risk management plan for these
