MAINTENANCE CONTRACT FOR CAMPUS WIDE COMPUTER NETWORK

NIT Durgapur invites any network active and passive component manufacturers or any authorized network active and passive service providers to submit bids to maintain the active and passive network devices installed in our campus. The contract period shall be three years, extendable at the end of each year based on the performance.

Terms and conditions: 1. The contract shall be for the full quantity as described above. Corrections, if any, shall be made by crossing out, initialing, dating and re writing. All duties, taxes and other levies payable by the contractor under the contract shall be included in the total price F.O.R. NIT Durgapur (NITD). The rates quoted by the bidder shall be fixed for the duration of the contract and shall not be subject to adjustment on any account. The bid price must be quoted in Indian Rupees. 2. Each bidder shall submit only one quotation. Authorized service providers of the above mentioned brands of high technical quality with adequate technical service support facilities are eligible to apply. The bidder must have contract with reputed organization to their full satisfaction and furnish a list of the same. 3. A bank draft of 1000/- towards the Bid document price payable to Director, NIT Durgapur at Durgapur will be enclosed with the bid by the bidder. 4. The bid submitted by the bidder must comprise the following: a) Experienced Service Provider of above mentioned brands. b) Credentials and list of organizations where the bidder supplied similar items. c) Valid sales-tax / VAT clearance certificate. 5. Quotation shall remain valid for 90 days after the deadline date specified for submission. 6. The Purchaser will evaluate and compare the quotations determined to be substantially responsive i.e. which are properly signed and conform to the terms and conditions, and specifications. 7. The Purchaser will award the contract to the bidder whose quotation has been determined to be substantially responsive and who has offered the lowest evaluated quotation price. 8. Service support shall be made at Departments, Hostels, Offices, Quarters, etc. at NITD. 9. The network active devices shall be functional 24x7 throughout the year. If a device failed, immediate replacement shall be provided within 6 hours. For immediate replacement the company has to maintain stock of compatible switches in our campus. If failed Rs.250/- will be charged per day as a penalty and the total amount shall be deducted from the quarterly payment. If requires the network active devices shall be configured / reconfigured according to our institute requirements. All other network related works are applicable in this contract.

10. If there is any passive device (UTP Cable, FOC Cable, I/O Box, Patch cord, casing pipes, etc.) damaged / faulty, the passive device has to be repaired / replaced after getting approval or order from the institute. The detailed service report and bill has to be submitted to the concern authority for payment processing. The payment shall be made within 30 days from the date of acceptance with reference to the DGS&D rate contract (recent one). 11. Minimum two qualified network engineers shall be engaged for switch maintenance and minimum three network technicians has to be engaged to service network passive components installed in the NITD campus. The network engineers should capable of managing big network with core, L2, L3 switches, VLAN, Firewall, Wireless etc., troubleshooting and resolving network problems. 12. The bid winner has to submit performance security worth 10% as a bank guarantee of the total order value during the service period, in case of any failure/break/withdrawn from the service, the respective amount and penalty will be deducted from the performance security. 13. Maintenance Payment for the active devices shall be made on quarterly basis at the end of the quarter on the basis of the performance during the quarter within 30 days. 14. Quotations are to be submitted in two separate sealed covers marked PART-I (Techno-commercial bid) and PART-II (Price bid) containing relevant documents, superscripting Bid No. NITD/ITIC/NetworkMaintenance/05/2011 These two sealed covers are to be placed in a separately sealed larger cover. Further, the sentence Not to be opened before 16:00 hours on 26.05.2011 is also to be put on these envelopes. 15. You are requested to provide your offer latest by 16:00 hours on 26.05.2011. The purchaser will open the technical bid at 16:05 hours on 26.05.2011 and price bid at later date which will be informed to you by email/phone. 16. The bid document must be signed and sealed and enclosed with the bid as a token of acceptance of all terms and conditions in the bid document by the bidder. 17. The service support must be started within 15 days from the date of placement of purchase order at the respective department. 18. Notwithstanding the above, the Purchaser reserves the right to accept or reject any quotations and to cancel the bidding process and reject all quotations at any time prior to the award of contract. The bidder whose bid is accepted will be notified of the award of contract by the Purchaser prior to expiration of the quotation validity period.
