The l25th Leglslature wlll be remembered as one of
the toughest perlods for Malnes envlronment. |t wlll
be remembered for Governor Paul LePages sweeplng
attacks on the laws that protect our health, natural
herltage and way of llfe. |t wlll be remembered for
remarkable blpartlsan leadershlp on a taklngs blll that
threatened to freeze passage of future envlronmental
laws and a last-mlnute blll that weakens mlnlng
regulatlons. Plnally, lt wlll be remembered as the tlme
when Malne people came together llke never before to
defend our waters, woods and wlldllfe.
As we look back on the sesslon, there are many storles
to tell. Some are hopeful, some dlscouraglng, and some
are a llttle of both. A brlght spot of the sesslon was the
blpartlsan support for a $5 mllllon Land for Malnes
Puture (LMP) bond, but ln contrast, the passage of an
open-plt mlnlng blll presents a troubllng look towards
the future.
Por more than two decades, LMP has conserved
more than 532,000 acres that secure publlc access
for recreatlon, conserve our most lmportant habltats,
preserve Malnes farmlng tradltlons and protect the
natural lnfrastructure vltal to both our sense of place and
our economlc future.
A logger and hunter who has spent much of hls tlme
ln Malnes woods, former State Senator Davld Trahan
of waldoboro cares deeply about protectlng wlldllfe
habltat. He now heads the Sportsmans Alllance of
Malne (SAM), and used hls passlon for deer yards and hls
experlence as a former leglslator to work wlth a dlverse
group of partners to garner broad support for LMP.

blpartlsan support he helped to bulld ln the Leglslature,
we wouldnt have a Land for Malnes Puture bond on
Novembers ballot thls year.

weeks of the leglslatlve sesslon, Pep. 1ohn Martln of
Lagle Lake lntroduced a blll lntended to help 1.D. |rvlng,
Ltd. develop an open-plt copper mlne on 8ald Mountaln

Malnes sh, wlldllfe and recreatlon economy.
we are grateful that the Lnvlronment and Natural
Pesources Commlttee vastly lmproved the mlnlng blll
from lts orlglnal verslon, but the outcome stlll weakens
groundwater standards statewlde, not [ust on 8ald
Mountaln. |t also reduces the states protectlon agalnst
abandoned mlnlng sltes potentlally leavlng Malne
taxpayers wlth clean-up costs.
Lach of the bllls featured ln MCvs 26th annual
Lnvlronmental Scorecard has a slmllar story. Aslde from
the success on LMP, thls years Leglslature made llttle
progress for Malnes clean waters, natural areas and
wlldllfe, and the economles that depend on them.
As we look forward, we need to get back on track for
Malnes people, envlronment and long-term prosperlty.
To do that, we must elect more candldates to the
Leglslature who belleve that a clean envlronment and a
healthy economy go hand ln hand.

Support Malnes Natural Pesource-based Lconomy
The Leglslature authorlzed a $5 mllllon bond for the
Land for Malnes Puture (LMP) program. The bond
helps protect worklng farms, forests and waterfronts
that are the backbone of Malnes economy. LMP has
an outstandlng record of success protectlng Malnes
natural legacy and a hlstory of blpartlsan support.
Many leglslators supported the bond thls year ln the
hope that some LMP funds wlll be used to protect deer
wlnterlng habltat.

a blll whlch would have requlred the state to pay on
landowners lf future laws passed by the Leglslature
reduced thelr property values by at least 50 percent.
|f the state could not anord to pay, the landowner
would be allowed to lgnore the law. The House lnltlally
approved the blll by one vote, but then followed the
Senates lead to lndenltely postpone, thereby kllllng
the blll. Thls leglslatlon threatened to freeze the passage
of any future envlronmental law or regulatlon because
of the potentlal nanclal consequences to the state. Thls
blll ls belng scored twlce because of lts slgnlcance to the
future protectlon of Malnes envlronment.

hydropower dams at the expense of Malne-produced
renewable energy llke wlnd and solar. A ma[orlty of
the Lnergy, Utllltles and Technology Commlttee voted
agalnst the Governors blll and for an amended blll
that malntalned the cap. Thls amendment prevalled
ln the House and was defeated ln the Senate, and

a tlme. Another provlslon allowed countles to nomlnate
thelr own commlssloners to LUPC and bypass the normal
appolntment process. Several moderate Pepubllcans
forged a compromlse, ellmlnatlng the county opt-out
provlslon but keeplng the commlssloner appolntment
provlslon. |t salled through both chambers wlthout a
noor ght or a roll call.

than 4,000 (400 of Malnes 526
towns). MU8LC provldes mlnlmum
quallty, safety and energy-emclency
bulldlng standards. The exemptlon
means that Malners llvlng ln small towns wlll not be
protected from constructlon of lower quallty bulldlngs
that waste more energy, result ln lncreased alr pollutlon
and cost more to heat.
