COMMENTS: E-wastes are not hazardous till they are dismantled. There does not seem any reason for restricting the storage period.

COMMENTS: Though MoEF had notified the rules but the implementing agencies come under the administrative control of the MoUD.

COMMENTS: Rules only state the specific action to be taken by municipalities and PCBs but do not lay specific action to be taken by the state governments. Negligible role of state Govt. in planning and setting up of waste processing and disposal facilities. The govt. cannot be held responsible if municipalities do not have a waste management plan in place or if municipalities do not set up municipal solid waste management systems.
