Now thal we have detennilled the correct unit count and type of collection for the units
thal wece annexed into Boca Ra1.0n in 2004 and 2005, we cen resolve the payment issue.
The City has request.ed ihat Waste Management pay th.e City $84,.584.60 for caJ.endar
years 200612007 and 200712008 and 200812009.
Pursuant to om conversation !his rooming, Waste agrees in the following!
We will pay the S503.00 for the current caJ.endar year as a credit to your bill on the next
billing cycle (bill i.n September for August}.
We will also pay $40,000.00 as final settlement for the prior yean ss a credit on the next
billing cycle.

Rear Door Trash Service Comparison-Delray Beach vs. Gulfstream
On 3124109, I phoned Gulfstream s MuniCpal Office and spoke with Ms. Rita Taylor (276-5116)
about the Rear Door Galbage seMCe the1r residents receive from Waste Management
1 )- Gulfstream' s service is twice a week garbage pick up arid once a week recyclables arid
vegetation-same as Delray. The big difference is that their recyclables are also Rear Door whereas
Delray homeowners must take their recyclables to the curb.
2)-Gulfsueam charges 526.00 per month vs. S23.60 in Delray. The key rt North an extra
S2.40 per month to never have blue and yellow recyclable bins at curbside?
3}- To get comparable service in Delray, the Crty would have to charge homeowners S29.00 because
it levies a 10% franchise fee on Waste which IS tantamount to a sales tax'. Gulfstream charges -0-
franch.se fee/tax. Unincorporated Palm Beach County chaiges its residential customers only 3%.
4 )- I asked Ms Taylor what does Gulfstream do about residents who take their garbage and/or trash
to the curb? She replied, "We ten the residents not to do rt because Waste won't retum the cans/bins
to the SJde of the house. We instruct the homeowners to leave their cans out of sight We don't want
unsightly empty cans/bins tying around We take great pnde in our town's appearance arid trash cans
detract from thatl Waste is responsible to go behind unlocked gates to get the trash They are not
responsible to go behind a locked gate or into someone's garage, even if the door i s open.
5}- Like Delray, Gulfstream bills its residents direct for scheduled Garbage service. However, for
Special Collections, Gulfstream leaves the bllllng for Waste to deal directly with the homeowner.
Delray bills the homeoYI!ler and then pays after being invoiced from Waste. Delray's approach is
cumbersome prone to error, and administratiVely draining, especially considenng the City does not
charge a franchise fee for the involved process of special collections.
6)- I cha'lenge any proud Delray Island resident to ride through Delray (south of Atlantic) and
Gulfstream on trash and recycling day (Saturday) between 9 AM and 3P.M. and decide which tovm's
curbsides are 'more appeal'ng'!
P S. The Gulfstream annual contract with Waste decreased from 5144,588 to $122,988 effective
10/01/08-a 14.9% decline. Al the same time, Delray's residential contraci with Waste increased
63 1%. Gulfstream's manager (Mr. Thrasher) stated in writing, "The reduction i s a combination of
corrections to their (Waste's) data base arid some bargaining." Thi s begs a critical question, "How
much was Waste overbiUing Gulfstream 1n prior years and can Waste's data be trusted? Remember,
Waste' s recent 519,750. 17 underpayment of Franchise Fees to the Cityt
