PREFACE

This Standard was prepared by the Standards Australia Committee on Safe Application
of Powder Coatings under the supervision of the Safety Standards Board.

This Standard was prepared in response to a request from the Australian Institute of
Metal Finishing, Powder Coatings Division, who were concerned about the need for
guidelines on the correct operation of electrostatic application of powder coatings by
spraying. There are approximately 300 applicators in Australia many of whom maintain
high standards. Nonetheless, it was felt desirable that there should be a uniformly
recognized Standard for the safe design and operation of these processes.

Given the adoption of the design, application and safe systems of work as given in this
Standard, the practice of powder coating by electrostatic spraying is not considered to
be a hazardous operation.

The requirements of this Standard may be applied satisfactorily to all electrostatic

powder coating spraying operations, with the exception of requirements for


construction of plant and equipment (Section 3) which should be applied only to new
installations.

This Standard is based on a document prepared by the Paintmakers Association of


Great Britain* and the assistance received from this is gratefully acknowledged. The
Standard does not specify occupational exposure standards for the powders and other
materials used. For information on this subject, reference should be made to National
Occupational Health and Safety Commission (Worksafe Australia).

SECTION 1 SCOPE AND GENERAL

1.1 SCOPE. This Standard sets out requirements for equipment and associated procedures for the safe
application of powder coatings by electrostatic spraying.
Guidance for safe systems of work for such operations is also given. However, such guidance should only be
applied where full consideration has been given to all safe systems of work within the particular situation.

1.3 DEFINITIONS. For the purpose of this Standard, the definitions of AS 2430.2 and those below apply.
NOTE: For the purpose of this Standard, powders used in electrostatic powder spraying are to be regarded as dusts. Generally these powders
are in the range 15 to 80 microns. Wit h regard to dust explosion hazards they are sti ll capable of exploding.
1.3.1 Extraction system—includes the spray booth, associated ductwork and collection unit(s).
1.3.2 Lower explosive limit (LEL)—the lowest concentration of dust in air capable of being exploded. It is
expressed in g/m3 .
1.3.3 Minimum ignition level—the lowest amount of energy in a form that will ignite the most sensitive
concentration of a dust cloud. It is expressed in millijoules.
1.3.4 Exposure standard—an airborne concentration of an individual chemical substance which, according to
current knowledge, should neither impair the health of, nor cause undue discomfort to nearly all workers.
Additionally, an exposure standard is believed to guard against narcosis or irritation which could precipitate
industrial accidents. Except where modified by consideration of excursion limits, an exposure standard applies
to long-term exposure to a substance during an eight-hour day for a normal working week, over an entire working
life. Exposure standards are set by Worksafe Australia.
NOTE: For substances for which a threshold limit value is not published, exposure should be kept as low as is practicable.
