PROGRAMMER ANALYST I

Under general supervision and as part of a team, performs complex programming and analysis tasks (utilizing multiple platforms, languages, and databases), such as analysis and design for new or existing system enhancements, working closely with the user to define requirements; write program specifications; researches the use of new technologies; works on multiple project requests, applies programming and analysis skills with a detailed knowledge of the application; coordinates system testing and assists users with acceptance testing; assists in the development and maintenance of data and process models; assists in the development of work plans and project organization; and performs all related work as required.
EXAMPLES OF DUTIES:

(The following examples illustrate the work performed in the positions in the class. Positions may require some or all of these examples depending on the organization of work within the department. The list is not inclusive. A position may require duties not listed, if necessary, to accomplish the work of the department.) Assists supervisor in the design and implementation of systems.

a. Studies designed database structure and content to ensure proper usage within a system. b. Writes and/or modifies programs from determined specifications. c. Reviews and performs program coding and testing; interpret and translate program specifications into code; test and implement code changes in programs; debug code. d. Coordinates implementation of systems with user, supervisor, and operation personnel. 2. Maintains communications with user departments and supervisor to arrive at solutions to problems in systems as they occur.

3. Attends meetings, training courses, and demonstrations to enhance knowledge of new and emerging technologies. 4. Assists team members and user agencies in detailed programming efforts and testing. 5. Assists in preparation of procedural manuals and documentation. 6. Keeps supervisor up-to-date on status of assigned tasks/projects.
MINIMUM QUALIFICATION REQUIREMENTS:

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of multiple development languages; knowledge of multiple database management systems; knowledge of information processing techniques and systems analysis; knowledge of the capabilities and operating requirements of various computer platforms functioning in centralized, distributed, client server and stand-alone environments; knowledge of computer programming principles and practices necessary for developing and maintaining programs for computers; knowledge of Visual Basic 6.0, Visual Basic 2003, NET, SQL Server Reporting Services, and Microsoft Office Suite; ability to plan, organize, and conduct systems analysis and to evaluate administrative processes and procedures; ability to thoroughly document necessary system modifications and enhancements; to assist users in solving systems and programming problems; to write comprehensive user system documentation; to communicate with users and translate technical matters into understandable terms; to assist users in solving operational problems related to information processing; to train and provide support to computer users; ability to work independently on assigned tasks and in conjunction with other team members. EDUCATION: Bachelors Degree in Computer Science, Computer Information Systems or a related field. EXPERIENCE: Two (2) years of Programming/Analyst experience in a complex Information Systems environment. Some experience with Microsoft SQL 2000/2005/2008 databases and Microsoft Access databases; which includes database design, database creation, and database administration. SAFETY: Must comply with Harford County Safety Manual.
NOTES:

Additional years of experience as stated above may be substituted for the education requirements on a year-for-year basis.
