Puget Sound Bike Share EXECUTIVE DIRECTOR Job Description

Puget Sound Bike Share (PSBS) is a non-profit 501(c) 3 status pending organization in the Seattle metropolitan area responsible for bringing Bike Share to the Puget Sound region. The organization seeks a highly motivated Executive Director who will launch the bike share system. PSBS seeks a professional who is passionate about urban mobility and the potential transformational impact of Bike Share on community livability. The Executive Director will provide leadership for the fundraising, planning and implementation of tasks necessary to launch the bike share program in 2013. The PSBS Executive Director is currently a .75 FTE position. Salary will be commensurate with experience. Based on successful funding, the Executive Director position may be expanded to full time. Reports to the PSBS Board of Directors.

Job requirements
Bachelors degree in Urban Planning, Communications, Marketing, or related field; MBA, MPA, or related higher degree preferred 5 years of progressive experience managing complex organizations, including positions that display success in internal and external leadership, and experience in a start-up environment; or any combination of education, training and experience that provides the required knowledge, skills, and abilities to perform the essential functions of the job

Highly desired qualifications: 1. Successful work experience demonstrating the following: 2. Ability to create and manage a financially viable organization 3. Leadership both externally with partners and the general public, as well as internally within an organization 4. Facilitation of public processes or collaborations with government entities 5. Team building and collaboration 6. Success in a start-up organization 7. Knowledge of, experience with, and commitment to Board of Directors structure, rules, regulations, and ethics of managing a non-profit tax exempt organization 8. Experience with ongoing management of a business enterprise with complex financial systems, physical/capital operational components, and customer service 9. Budget development, ongoing financial monitoring and reporting, basic accounting and bookkeeping skills to track expenses and revenues 10.Development and management of legal contracts and agreements 11.Development and fundraising including: sponsor recruitment, fulfillment, membership management, and successful grant applications 12.Experience with marketing to and customer service for general public and system users 13.Familiarity and experience with advocating for bicycling and alternative transportation 14.Knowledge and understanding of Bike Share 15.High-level involvement in effective sustainability efforts 16.Excellent written and verbal communication skills

17.Political and geographical familiarity with King County and the Central Puget Sound 18.Willingness to work irregular hours 19.Negotiating skills

Duties and responsibilities


Board administration and support: Supports operations and administration of Board by advising and informing Board members with up-to-date information, building agendas for monthly meetings and planning sessions, and interfacing between Board and staff. Follows through on tasks as directed by Board Documents discussions and decisions of the Board to ensure smooth functioning and compliance with rules and regulations Interfaces with Puget Sound Bike Share Advisory Committee Program, product, and service Delivery: Oversees design, marketing, promotion, delivery and quality of programs, products and services Coordinates with vendor to brand the program Works with vendor to develop and manage program timeline Facilitates permitting by local jurisdictions Responsible for strategic planning for Bike Share program Maintains oversight of expansion strategy Advocates for a geographically equitable system

Oversees fundraising, planning, and implementation: Identifies resource requirements Researches funding sources for operating and capital Revenue sources shall include, but not be limited to, corporate sponsorships, periodic member payments, grants and daily fees Partners with the Board to establish strategies for funding sponsors Joins vendor in making fund-raising presentations to potential sponsors Submits proposals for grants and administers fundraising records and documentation Contract management: Manages funding agreements with local jurisdictions Finalizes and issues the RFP for the Bike Share vendor and supports the Board in selecting, negotiating with and hiring a vendor to provide equipment and operate the program Develops and manages all contracts with pro bono and compensated vendors and professional service providers Works with vendor to track performance statistics and reports to Board on program performance

Community and public relations: Serves as primary spokesperson on behalf of Puget Sound Bike Share with organizations and the media Proactively and strategically communicates with external partners necessary to Puget Sound Bike Shares success

Assures the organization and its mission, programs, products and services are consistently presented in a strong, positive image to partners, customers and the general public Oversees sponsor fulfillment and customer service Develops and implements a media strategy Forms partnerships with bicycle, environmental and health organizations

Financial, legal, tax, risk, and facilities management: Recommends yearly budget for Board approval and prudently manages Puget Sound Bike Shares resources within those budget guidelines according to current federal, state and local laws and regulations Oversees accounting services and compliance with all 501 (c) 3 accounting practices Meets regularly with the Treasurer of the Board of Directors to develop the Treasurers report to the Board

Leadership: Networks with leadership of Bike Share programs in other cities and keeps the Board apprised of new technology, developments and other innovations in the bike share field Ensures resources and efforts are focused to meet Puget Sound Bike Shares mission and goals Motivates Board members, partners, employees and volunteers to support Puget Sound Bike Share products, programs, and operations Responsible for making sure that all staff are communicating and coordinating with one another

Works with local elected and transportation officials to make sure that Bike Share is included in local plans and priorities Human resources: Responsible for hiring, evaluating, and terminating staff Manages the human resources of Puget Sound Bike Share according to authorized personnel policies and procedures that fully conform to current laws and regulations Makes sure that all employees have the resources needed to succeed in their own jobs
