SITE SURVEY SUMMARY SHEET FOR DERP-FUDS SITE NO.

J09CA003000 CAMP ROBERTS SITE NAME: Camp Roberts Military 1;lstallation. LOCATION: This site contains multiple properties around the Camp Roberts installation border. The sites are located in Monterey and San Luis Obispo Counties, approximately 20 miles north of the City of San Luis Obispo, California (See Figure 1 and Figure 2). SITE HISTORY: In 1944 the Department of War acquired 8,004.39 fee acres by Declaration of Taking, 36,431.28 fee acres by direct purchase, and 0.03 easement acres from various owners as shown on the acquisition tract register of the real estate map. Total acreage acquired for the site was 44,435.70 acres.
On 16 September 1946, the War Assets Administration assumed accountability of 2.41 fee acres. On 07 March 1958,657.00 fee acres were reported excess to General Services Administration (GSA). By quitclaim deed, GSA conveyed 197.00 acres to Ernest F. Shuey, 90 acres to G.F. Stoesser et al., and 370 acres to Philip R. Kelsey. On 18 August 1964, an additional 30.38 fee acres were reported excess to GSA. GSA conveyed by quitclaim deed 27.53 acres to Phillip R. Kelsey and 2.85 acres to the County of San Luis Obispo. On 5 April 1973, 1,415 fee acres were reported excess to GSA. GSA conveyed 480 acres to Violet M. Rose, 40 acres to William Clyde Stephens, 735 acres to the State of California (subject to recapture), and 160 acres to Curtis D. & Ramona Post. Total acreage disposed of was 2,104.79 acres. The remaining 42,330.91 acres is Federally owned and is operated by the State of California National Guard, but is no longer an active military base.

SITE VISIT: On 15 September 1992, Lisa Valdez and Jim Corbett of Radian Corporation visited the sites. According to Colonel Earl Madison, Camp Roberts Chief Facilities Engineer, no improvements were made to any of the disposed properties. All seven sites are shown on Figure 2.
Site No. 1 is located on the southern border of Camp Roberts and has been divided into several smaller parcels. A visual survey of parcels revealed residential homes and grazing pastures. There was no visual evidence of any former DOD activities at this site. Site No. 2 is located on the eastern border of Camp Roberts. Permission to visit the site was not granted by the owner. The site was not visited by Radian personnel. Site No. 3 is located east of Highway 101 on the eastern border of Camp Roberts along the Salinas River. The site is divided into three parcels. The two northern parcels are owned by the U.S. Government and are used as wildlife areas. The only improvements to this site include a wind powered water well. A visual survey of the property revealed concrete foundations of

former structures. Inspection of the foundations indicates they may have supported a former septic and incinerator used to burn trash. The southern parcel is privately owned by John W. Tannehill. There was no visual evidence of any structures or former DOD activities at this site. Site No. 4 is on the eastern border of Camp Roberts and is a thin strip of land between Highway 101 between the Southern Pacific Railroad Tracks. The site has no structures. There was no visual evidence of any former DOD activities at this site. Site No. 5 is located adjacent to the northeast border of Camp Roberts. The land appears to be used for agricultural farming or grazing. There was no visual evidence of any former DOD activities at this site. Site No. 6 is located on the northwest corner of the Camp Roberts property border. This site is owned by the state of California and is presently used as a bird sanctuary. There was no visual evidence of any former DOD activities. Site No. 7 is located adjacent to the western most corner of the Camp Roberts property border. The site is situated on the top of a hill and appears to have no structures on it. To access this site, private property, not associated with Camp Roberts needed to be crossed. Permission to trespass was not obtained, so the site was only visible from a distance.

DETERMINATION
Based on the foregoing findings of fact, the site has been determined to be formerly used by the DOD. Therefore, 2,104.79 acres of the site is eligible for the Defense Restoration Program for Formerly Used Defense Sites, established under 10 U.S.C. 2701 et seq.
