PREFACE
This Standard was prepared by the Joint Standards Australia/Standards New Zealand Committee
IT/4, Geographical Information Systems.
This Standard is technically equivalent to and reproduced from FIPS PUB 173-1B, Spatial data
transfer standard, Part 4: Topological Vector Profile, a US Federal Information Processing Standard
(FIPS) publication.
The objective of this Standard is to provide users of geographical information systems with a
uniform format for the transfer of information.
FIPS PUB 173-1B is Part 4 of FIPS PUB 173. The Topological Vector Profile, TVP, is a limited
subset of the Spatial data transfer standard (SDTS) specifications for the transfer of vector data. It
also specifies several changes and clarifications to Parts 1 and 3 of SDTS as follows:

(a) Many-to-many and many-to-one relationships between spatial objects and attributes are
permitted (Clause 5.3).
(b) Composite objects which do not contain component objects are permitted (Clause 5.4).
(c) The Entity Authority and Attribute Authority subfields in the Data Dictionary/Schema module
may contain a maximum of 8 characters; if Part 2 of the SDTS is the source of a definition
the subfield is required to contain ‘SDTS-USA’. A provision for standard feature registers of
other countries has been added (Clause 5.13). (Refer also Appendix AA).
(d) The Attribute Authority subfield in the Data Dictionary/Domain and Data
Dictionary/Definition modules may have a maximum length of 8 characters (Clauses 5.13
and 5.14).
(e) The External Spatial Reference subfield in the Conformance field in the identification module
must have a null value meaning ‘undefined, not relevant’ when used in a transfer containing
only a master data dictionary; it is acceptable to specify this by omitting this subfield
(Clause A.2.2).
(f) In the Point-Node module, the Attribute ID field is not mandatory for objects ‘NE’ and ‘NL’
(Clause 5.5.4).
(g) In the Line module, Annex D allows the simultaneous use of both the Chain Component ID
and Spatial Address subfields (Clause D.6.2).
(h) The ISO 8211 tag for the Primary Field of the Arc module is ARCC (Clause D.7.2).
SDTS supports the transfer of vector data with geometry and topology, raster data, graphic
representation modules, and geometry-only vector data. The SDTS Topological Vector Profile
supports only geographic vector data with geometry and topology.
An SDTS application profile, not requiring the full functionality of SDTS, defines requirements for
a specific type of data and/or application. A SDTS profile simplifies the implementation of SDTS
while maximizing the probability of successful data interchanges between dissimilar computer
systems.
The Standard varies from FIPS PUB 173-1B as follows:
(i) In this Standard, Australian and New Zealand variations have been listed in Appendix AA
and, accordingly, the source text should be amended, supplemented or replaced as required.
The changes to the source text are indicated with a marginal bar against each clause, table,
figure or part thereof affected. Attention is drawn to the Preface of AS/NZS 4270.1 for other
background information.

(ii) References to specific American spatial reference systems have been retained in this Standard
to ensure compatibility with the U.S. Standard. Spatial reference systems common in Australia
and New Zealand, such as the Australian Map Grid, are catered for as versions of the
Universal Transverse Mercator grid system. Particular Australian State and Territory
coordinate systems, such as the Lambert Conformal Conic and Integrated Survey Grid
systems, are catered for specifically. Similarly, the New Zealand Map Grid, which is a
minimum error conformal projection, is also catered for specifically.
(iii) Reference to Part 2 of the FIPS PUB 173 Standard is included for compatibility with the U.S.
Standard. Users may replace Part 2 by specific Australian and New Zealand spatial feature
definition Standards.
The term ‘normative’ has been used in this Standard to define the application of the appendix to
which it applies. A ‘normative’ appendix is an integral part of a Standard.
For the purpose of this Joint Standard, the references in the FIPS PUB 173-1B text to international
or other Standards should be replaced by references to the following Australian, New Zealand or

Part 4:
Topological vector profile
1 Introduction
An SDTS profile, in general terms, is defined as a limited subset of the Spatial Data Transfer
Standard, designed for use with a specific type of data. Specific choices are made for
encoding possibilities not addressed, left optional, or left with numerous choices within

An SDTS profile shall provide for the transfer of files, records, fields and subfields with the
following objectives:
By “geographic” we mean data that describe “real-world” features, rather than a symbolized
map graphic. The data may be derived from a cartographic product (map), but the purpose of
the data is not to convey the map graphic, but rather information about the geographic
features displayed on the map.
The data are represented by vector objects which comprise, or are integrated with, one or
more 2-D manifolds (see Part 1 definition 2.3.4.5.2). Excluded are raster data, geometry-only
vector data, planar graphs which do not have GT-polygons, and non-planar graph-based
network data. These types of data may be accommodated either by other profiles, or future
extensions to this profile.
Part 4 is organized using the same major headings found in Part 1. Specific discussions
regarding encoding possibilities in Part 1 are grouped under each major heading and will
include specific references to Parts 1, 2, or 3 where necessary for clarification.
