Resident of the Spanish Ranch Park since 1974 (38 years) and past association president. From a pioneering ranching family who homesteaded Texas and New Mexico in the early 1800s, Bill was born in Taft California to Volley and Bessie Casey during the great oil boom in the 1920s. Bill was a father, grandfather, great-grandfather and is survived by his four children, Bob Casey (Kathy Elderton), John Casey (Annie), Janet Munroe (Bill Montgomery) and Lois Zaragoza (Jeanne Muylaert), grandchildren Amy (Matt), Corey (Lanae), Will, David (Jenna), Susan, Serena, great-grandchildren Ainsley, Lorelei, Kailin, Kaylee, Patrick, Gordon and Hailey and proceeded in death by a grandson Jeff. Bill joined the Navy out of high school and was stationed in the South Pacific during World War II. He continued his career with the Navy, serving in WWII, Korean and Vietnam, becoming the Chief Engineerman on Navy vessels and was honorably discharged at the rank of Chief Petty Officer in 1961. He then began a second career and spent the next 15 years at Hunters Point Shipyard in San Francisco and Military Sealift Command in Oakland. Upon his retirement, he traveled the U.S. and Alaska with a 5th wheel trailer visiting friends and family. Bill spent his spare time building Doll Houses for his two granddaughters and handmade clocks for all. Always the good neighbor and offering a hand when needed. All that knew him respected him. He was an honest, hard working man. He lived with great integrity, taught lessons of responsibility and raised all of his children to be independent individuals. He was a great father and friend. Bill will be remembered at a memorial on August 18, 2012 at 11:00 AM, at the Spanish Ranch I Community Center in Hayward. All who would like to share their memories of Bill with family and friends are welcome.

About SR-1 Charity Drives


In addition to the ongoing Food Drive for the Alameda County Food Bank food barrels, residents have an opportunity to contribute to other worthy causes throughout the year. February-April: We collect for the Animal shelter in time for their spring influx of puppies and kittens. May-July: School supplies are gathered to benefit Haywards Tools for Schools which distributes them to needy families in August before school starts. Aug-October: Hygiene and sanitary supplies and food staples for HaywardCAN (Community Action Network) which coordinates donations and volunteerism to help local residents in need and for homeless outreach. November-January: One Warm Coat drive

Ladies! Bring your lunch and lets get together. Dessert provided. Costs only a dime a game, winner take all! + .25 for the bank which gets raffled back to somebody at the first gathering in January.

Extensive renovation of the small clubhouse has been undertaken, and the space is available for resident use, by reservation. The new kitchen has a refrigerator, microwave and sink. The opposite wall has a counter with a passthrough opening into the main assembly area, making it ideal for serving refreshments at your event. Tables and chairs are available to suit your needs. Theres a whole new bathroom. Future plans include converting the backyard into an outdoor barbecuing area, increasing the versatility of the space. MANAGERS CORNER
We would like to bring some recent improvements made to the facilities here at Spanish Ranch #1 MHP. Some of these have been mentioned before, but others are more recent. 1. Rutherford remodeled the small club house. If you have not asked to see the new inside including a new kitchen area, please call the office and we will open the building for your inspection. (Photos opposite page) 2. Rutherford installed a new roof on the disaster shed. The old one was leaking and was becoming an eyesore. 3. Rutherford did some major repairs to the roof on the small clubhouse. 4. A new light was added to the South side of the small clubhouse, adding light to a very dark area. 5. Trees were trimmed and shaped at the South side of the small clubhouse. 6. A new light was added near the rear gate visitor parking area. 7. A new concrete sidewalk was added to the rear and North side of the small clubhouse. This new sidewalk goes all the way to the curb in the parking area. No more does one have to balance on stepping stones or travel across the red rock landscaping. We are continuing to refurbish the landscaping around the small clubhouse. A tale of two kittys.. It was the best of times; it was the worst of times. Man o man has anyone seen any cats recently? What about that Attack cat on Macatera? The out-of-door animal situation is getting worse by the month and this topic needs to be revisited. Remember: the Rules and Regulations of Spanish Ranch #1 MHP clearly state that there are to be only two pets per home and they MUST be indoor pets. Please reframe from feeding these outdoor animals as well, if you dont feed them, they will not hang around and continue to be a problem. We have some serious issues with individuals working on their cars in the driveways. Remember, car maintenance is NOT allowed within the confines of Spanish Ranch. Why is this rule being revisited you might ask? During our lot inspections we have noticed oil cans, pans of oil and general automotive maintenance material at the various homes. Oh yes and there is another reason: some individual(s) have been dumping used motor oil into the drains in the car wash areas. THIS IS A NO NO. If you are caught in this behavior, you will be prosecuted. Lot inspections are continuing. We would like to commend the majority of our residents for the OUTSTANDING way the homes are looking. We believe that there is a distinct improvement over the past years. GREAT JOB. Another aspect of these lot inspections is if there have been some issues with the lot maintenance, most of the residents resolved the issues with the greatest of alacrity. Once again, GREAT JOB!! Behavior in the pool area continues to be an issue. Please remember that when you bring guests into our Community, you are responsible for their actions. Guillermos Corner Excessive trash in the car wash areas continues to be an issue. Damage to the wash hoses continues. Guillermo continues to shout out a great big Thanks for the efforts in reporting non operative streetlights. Graffiti throughout the community still plagues us and keep Guillermo very busy. PROBLEM?

It is against park rules to wash your car in your driveway or on the streets, Heres why
Park rule 6D states: You may not wash your vehicle in the streets or in your driveway. Car wash areas are provided. If you wash your car in one of the parks two car washes, the water, with all that polluting soap and the scum you wash off, drains into the sewer system. Many people don't realize the storm drain system is separate from the sanitary sewer system which is routed to a treatment plant. The "No Dumping Flows to Bay message that you see here and there informs people that dropping refuse and pollutants in street gutters or catch basins is the same as placing them in a creek or the Bay. Most storm drain systems were installed to remove rainwater from public streets. Typically, storm water is carried to the nearest natural water body, such as a creek. Storm water picks up deposited oil and other contaminants before flowing into a drain. The state recently adopted a Bay Area Municipal Regional Stormwater Permit (MRP) requiring new construction of streets and other surfaces, such as roofs, driveways, sidewalks, etc., to drain run-off through a treatment system before discharge to a storm drain. However, this only applies to new construction or reconstruction so will not include all existing streets and roads for many years. Most reputable car wash businesses go to great lengths to make sure the water, soaps, oils and other dirt from your car doesnt end up polluting groundwater, rivers and streams, and so should you. The parks two carwash areas will direct the polluted water into the sewer system, where it can be treated. Both car washes are located on Murcia, the street closest to 880, one about half way down opposite Los Ojos and the other at the very end past Cordoba.

Emergency Shelter Program lists Bingo in honor roll


Los Rancheros Charities, which runs Bingo in Spanish Ranch 1, is a nonprofit organization that regularly donates to various local and national charities. For many years, the Emergency Shelter Program has been one of the recipients of these donations, and Los Rancheros Charities was listed in the Honor Roll of Donors to ESP in their recent newsletter. The Emergency Shelter Program, which is based administratively at 1180 B Street in Hayward, has been serving victims of domestic violence and homeless women and their children in the Hayward Community and the Bay Area since 1972. Their mission, as stated in the newsletter, is to assist women and their children in crisis by providing a safe, temporary home, support services, and hope through empowerment, resulting in self-sufficient clients who return to the community and to help break the cycle of domestic violence and homelessness. The Shelter serves over 350 women and children per year and answers more than 700 crisis calls per year. This largely unheralded agency serves survivors of not only domestic violence, but also the growing problem of human trafficking. The program will celebrate its 40th Anniversary this year, appropriately in October, which is national Domestic Violence Awareness Month. The community is invited to an evening of celebration, testimonials and fellowship on October 25, 2012, 5-7 p.m. in the Hayward City Hall Rotunda. Donations to ESP are needed and encouraged. YOU SHOULD CALL THE POLICE DEPARTMENT ABOUT ALL SUSPICIOUS ACTIVITY
To report a crime: Dispatch or Non-Emergencies, call 293-7000 For an emergency, dial 9-1-1 Before dialing 911 you must determine if a real emergency has occurred or is imminent and needs response by the police, fire department or paramedics fight now. You will be asked: The location of the emergency: Be specific: "Northeast corner of Main and A", not "somewhere on Main." Type of emergency: A robbery in progress, a house fire, an unconscious person, a fist fight. Weapons involved: Guns, knives, bottles sticks, even a car. Weapons may be simulated. Who's involved: Do you know them? How many? Give descriptions of each. Any obstacles that might hinder emergency units from responding: bars on a house, vicious dog, chemical spill, etc. Facts only, please: Don't exaggerate; be factual and honest. Offer only what you are sure of. If you are unsure or don't know, tell that to the operator. Reporting Non-Emergencies The dispatch communications center is busy at times and may ask that you hold on the line. Please be patient. When your call is answered, be prepared to give complete information about who it happened to, what happened, where it happened, when or how long ago, and any weapons used. Give cross streets for locations and license plates for vehicle descriptions. It is also a good idea to update dispatch on information as situations change. Please remember, just because you see the police in your neighborhood frequently, or you see a patrol car pass by, that the police know everything that goes on there. They depend on you to be the eyes and ears for them. You may have important information they don't always see or hear from a patrol car. Call the police about all suspicious activity Do not hesitate to call the police. It is important for the public to feel comfortable when calling the police. If you think you should call the police, then pick up the phone and call 293-7000 (non-emergency) or 911 for a life-threatening emergency or a crime-in-progress. Don't assume that someone else has called the police. Don't worry about "bothering" the police and don't worry about being embarrassed if your suspicions prove unfounded. It is better to act than to think about what could happen if you didn't act at all.

Minutes of the SR1 Board MeetingJuly 5, 2012


Meetings of the elected Spanish Ranch I Executive Board are held on the first Thursday of each month (unless otherwise announced) at 7:00 p.m. in the main clubhouse. ALL residents are welcome to attend! The July 5, 2012 Meeting of Spanish Ranch 1 Association Board was called to order at 7 p.m. by President Pat Smith. All officers and board members were present except Dawn who was out of town, Peggy who was sick and Brenda. Guest: Kathi Calvert. The pledge of allegiance was said. The minutes of the June meeting were approved with the correction that Dawn Plaskon will serve as HMOA Secretary and not VP. The Treasurers report emailed by Peggy Nichols showed no activity for the previous month. Committee Reports: Helping Hand Marvin reported no activity. SocialGiven that only Jeanie showed up for the announced Social Committee meeting, with a couple others stopping by very briefly to say they werent available, the president proposed that we Lead by Event. Someone must be willing to lead a proposed event and then that person will be responsible for that event. If no leader steps forward, then the event will not be calendared and planned. Some events, such as National Night Out, are understood to be the responsibility of the Neighborhood Watch group and the annual pool party is handled by the SR1 Association. Kathi Calvert was in attendance and volunteered to be the point person for a Halloween Party, scheduled for Saturday, October 27 after Bingo. Pat Smith and Dawn Plaskon are in charge of the Spaghetti Feed, scheduled for Saturday, September 22. Patty Little has agreed to be the contact person, not only for the flea market on August 11, but also for a Craft Fair, scheduled for Nov. 17. General discussion brought the consensus that association leadership is willing to lend experience and expertise to make an event happen if a resident steps forward to help. Notices are being published asking for volunteers to help with community events in any capacity. Community Reports: Neighborhood Watch has a meeting scheduled for August 14. Planning is well underway for the annual National Night Out gathering on August 7. Clint reported that there have been few calls to the Neighborhood Watch phone numbers but information has filtered in by the grapevine. Driveway plates have been stolen here and there, and there was a recent late night disturbance on Salamanca for which police were called. Clint, Peggy and Barbara went to a Neighborhood Alert meeting at city hall and mentioned a citizen complaining about all the questions asked by the operators in response to a 9-1-1 call. The individual was unhappy that all these questions were asked instead of just sending a police car. Since this is a common worry and complaint, our local NW committee will supply information for publication explaining the 9-1-1 process and why the questions are necessary to clarify the type of response needed. HMOA The next meeting is September 15, 2012. The need for an HMOA representative to replace Fran La Torre, who served ably for years, was discussed. Dawn will, of course, attend as an officer, but an individual not already on the board would be a great asset to help keep track of legislation and actions that affect the mobile home community as a whole. It was decided to appeal to the community, plus run information about HMOA and its aims in the park publication more frequently. NERT The parkwide canvas of the park to get emergency prep info has been completed. Forms have been returned by more than 100 residents, representing about 25% of the park and they are still coming in. An Emergency Prep meeting will be held August 21 to go over the results and plan the next steps. Old Business Charity Drives: The current collection effort to benefit Tools for Schools has seen no donations at all. The previous drive for the animal shelter gleaned a couple boxes of food and used towels. A moderate number of coats have already been collected in advance of the next One Warm Coat drive and are stored in association space. New Business The problem of people wearing street clothes in the pool and hot tub is of concern to many. Management was asked to put up signs stating proper swim attire was required for the pools but have refused. People wearing street clothes and underwear in the pools is seen to be a serious health issue. Obviously unwilling to address this issue even though its in the Pool Rules other than mentioning it in the Managers Column, management stated that no other park had such signage. This was disproved by photos of the signage of practically every other MH park in Hayward which specifies appropriate swimwear. New flags It was pointed out that the existing flags flying from the pole in the courtyard are worn out and tattered. Jerry Higgins stated hed given those to the park in the first place but it wasnt discussed further due to time constraints. The Hayward Mobilehome Owners association was founded in 1979 by the late Vincent M. Haertel, a community leader and resident of Spanish Ranch I Mobilehome Park. Mr. Haertel realized the need to bring Haywards nine mobile home parks together under one organization in order to successfully defend, protect and preserve our unique lifestyle as we are both home owners as well as renters. HMOA, Inc. is incorporated under Californias Mutual Benefit Non-Profit Corporation Law. Additionally, HMOA has also attained Federal tax exemption status and is registered with Californias Department of Justice, Registry of Charitable Trusts. In the early 1980s Mr. Haertel and other mobile home park leaders worked closely with the City of Hayward to create our Citys Mobilehome Space Rent Stabilization Ordinance to protect park residents from unfair rent practices. Several enhancements to this ordinance have been enacted in the past decade such as a mandatory meet and confer which was instituted to streamline the arbitration process should a park owner wish to pass through additional costs beyond the allowable rent. And meet and confer can save residents the enormous expense of legal council. HMOA, Inc. holds five general meetings per year and we rotate meeting venues throughout our nine parks. We break during the Summer months. As the primary purpose of HMOA is the sharing and exchange of information, a portion of every meeting is devoted to Open Forum. This is where park residents can communicate concerns and sometimes a resident from another park has experienced a similar encounter and can be of assistance in resolving the issue. We also have guest speakers at our meetings who speak on a variety of subjects from Spectrum offerings to emergency preparedness concerns. To support this theme, we created a website at www.hmoa.net. which gives mobile home residents a great deal of information concerning our very unique lifestyle. The website also features a useful reference section which addresses general concerns and who to contact for information on many topics. Additionally, www.hmoa.net provides updates on Municipal and State legislation as it pertains to mobilehome living. The website also features an e-mail address where mobilehome residents can communicate and receive answers to questions and concerns. Annual dues is only $5.00 per household and any amount donated in excess is placed in HMOAs legal fund. So, please consider joining us on Saturday, January 15, 2011 at 10:00 AM at Spanish Ranch I Mobilehome Park and share your concerns. Route number 68 (which replaced line 77), a 2-directional circular route, services both the South Hayward BART station, as well as the Union Landing Shopping Center. Weekdays, going to South Hayward BART, board the bus across the street at Tampa / Folsom (where the park is) hourly from 6:32am until 8:32pm, arriving at BART at 6:46am until 8:46pm. Weekends / Holidays, service is from 6:32am until 6:32pm. Weekdays, returning from South Hayward BART, board the counter-clockwise, Tampa directional bus hourly from 6:30am until 8:30pm, arriving Spanish Ranch at 6:42am until 8:42pm. Weekends and Holidays, service is from 6:00am until 6:00pm. Weekdays, going to Union Landing, board the bus at the corner in front of the 2 houses at Tampa / Folsom hourly from 6:37am until 8:37pm, arriving at Union Landing at 6:54am until 8:54pm. On Weekends/ Holidays, service is from 6:37am until 6:37pm Weekdays, returning from Union Landing, Board the clockwise, Tampa directional bus hourly from 6:22am until 8:22PM, arriving Spanish Ranch at 6:39am until 8:39pm. Weekends / Holidays, service is from 6:22am until 6:22pm. Additional frequency (now every 45 minutes, as opposed to every 1-2 hours) has been added to the Tuesday & Friday shoppers shuttle (Spanish Ranch to Southland Route 391). Busses now leave the Spanish Ranch Clubhouse at 10:10, 10:55, 11:40am, 12:25, 1:10, and 1:55pm and arrive at Southland Mall at 10:35, 11:20am, 12:05, 12:50, 1:35, and 2:20pm. NOTE The last trip leaving Spanish Ranch at 1:55pm which arrives at Southland Mall at 2:20pm has no direct return trip back to Spanish Ranch. Return trips leave Southland Mall at 10:42, 11:27am, 12:12, 12:57 and 1:42pm, arriving back at Spanish Ranch at 10:55, 11:40am, 12:25, 1:10, and 1:55pm. Route 22: For those who wish to walk to/from Tennyson Ave, on weekdays route 22 will go to the South Hayward BART station every 30 minutes from 6:22am until 11:22pm weekdays, and hourly on weekends and holidays from 6:22am until 11:22pm. From the South Hayward BART station going down Tennyson will leave every 30 minutes from 6:04am until 11:04pm weekdays, and hourly on weekends and holidays from 6:17am until 11:17pm. Route 22 is a circular route, serving Tennyson, Hesperian (both Chabot College and Southland Mall), Winton, and both Hayward and South Hayward BART stations along Mission Blvd. Visit AC Transits web site at www.actransit.org for more information.
