This Handbook was developed by subcommittee IT-014-02, Health Concept Representation, of Standards Australia Committee IT-014, Health Informatics. The mission of Standards Australia's IT-014 Health Informatics Technical Committee is to recommend for adoption by Standards Australia, standards and related materials within the domain of e-health that are demonstrably required in the Australian health sector, and, are implementable, maintainable and fit for purpose. Because of ever-changing telecommunications infrastructures and the variety of communication devices available, we are witnessing many changes in the way we interact and communicate with each other. To a large extent this is dependent upon the devices to which we have ready access and are comfortable using. The way we communicate is essentially a social function. Even when everyone has ready access to the Internet, email, mobile phones and electronic diaries we witness a variety of different ways people use these technologies. Within the health care system, communication between health care workers and with their patients drives the required information flows irrespective of the technologies used, if any, or the appropriateness of the use of the technology. Achieving accurate communication is an essential element to retaining the context of the communication. 1.2 SCOPE This Handbook focuses on the management of patient related clinical content when this is communicated electronically between providers and patients, and between providers. The following guiding principles are included: (a) (b) (c) (d) (e) (f) Risk assessment. Data protection and privacy. Data security. Archiving, disposal and retrieval. Workflow. Patient guidelines.

This Handbook applies to the use of electronic media to transfer meaning. It does not cover knowledge management, nor is it about the human/computer interface. Documents referred to in this Handbook are listed in Appendix A. Other related documents are listed in Appendix B. 1.3 PURPOSE The objectives of this Handbook are to: (a) Inform health care providers and consumers about how best to ensure complete patient records, continuity of care, patient safety and privacy by managing all electronic communication issues in a timely and appropriate manner. Provide a framework for health care providers to develop an electronic communication strategy best suited to their informatics environment. Build a useful catalogue of relevant standards and guidelines.
